Resolution of Authorization of Submittal of Discretionary Household
Hazardous Waste (IHIW) Grant Application

AB 1220 authorized the California Integrated Waste Management Board (CIWMB) to expend
funds from the Integrated Waste Management Account, upon appropriation by the
Legislature, for the making of grants to cities, counties, or other local agencies with
responsibility for solid waste management, for local programs to help prevent the disposal of
hazardous wastes at disposal sites, including, but not limited to, programs to expand or
initially implement HHW programs.
AB 1220 also specifies that CIWMB give priority to funding programs which provide for the
following:
(1) New programs for rural areas, underserved areas, and for small cities.
(2) Expansion of existing programs to provide for the collection of additional waste types,
innovative or more cost-effective collection methods, or expanded public education
services.
(3) Regional household hazardous waste programs.
CIWMB will accept applications from July 1, 1994 to September 30, 1994. Applications
postmarked after the September 30, 1994 deadline will be returned and will not be
considered for funding.
The ORICOM Group, a consulting firm located in Anaheim and Los Angeles, has offered to
submit a grant application to CIWMB on behalf of the City. Development and submittal of
the grant will be at no cost to the City.

Should the application prove successful, ORICOM will be responsible for development and
management of the City's Household Hazardous Waste program. All program and
administration costs will be paid from grant funds.
The grant proposal will include the establishment of permanent and periodic collection
programs, development of a comprehensive HHW public education program and,
implementation of HHW handling training programs to volunteer community groups.
RECOMMENDATION
Adopt Resolution 94-115 authorizing the submittal of the Discretionary Household Hazardous
Waste Grant Application. Authorize staff to execute an agreement with the ORICOM Group
to develop and manage the Household Hazardous Waste Grant Program utilizing grant funds.

A'RESOLUTION OF THE CITY OF SANTA CLARITA, CALIFORNIA
AUTHORIZING HOUSEHOLD HAZARDOUS WASTE
DISCRETIONARY GRANT APPLICATION
WHEREAS, the people of the State of California have enacted Assembly Bill 1220
(Fastin, 1993) that provides grants to local governments to establish and implement waste
diversion and separation programs to prevent disposal of hazardous waste, including
household hazardous waste, in solid waste landfills; and
WHEREAS, the California Integrated Waste Management Board has been delegated
the responsibility for the administration of the program within the state, setting up necessary
procedures governing application by cities and counties under the program; and
WHEREAS, said procedures established by the California Integrated: Waste
Management Board require the applicant to certify by resolution the approval of application
before submission of said application to the state; and
WHEREAS, the applicant will enter into an agreement with the State of California for
development of the project;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa
Clarita authorizes the submittal of an application to the California Integrated Waste
Management Board for a Household Hazardous Waste Discretionary Grant, The City
Manager of the City of Santa Clarita is hereby authorized and empowered to execute in the
name of the City of Santa Clarita all necessary applications, contracts, agreements, and
amendments hereto for the purposes of securing grant funds and to implement and carry out
the purposes specified in the grant application.
