HomeMy WebLinkAbout1994-09-27 - AGENDA REPORTS - MH BARBACOA DRAGENDA REPORT WMang4erApprov Item to be presented by: Rice UNFINISHED BUSINESS DATE: September 27, 1994 SUBJECT: MANUFACTURED HOME AT 22128 BARBACOA DRIVE DEPARTMENT: Community Development BACKGROUND Comments were received from the public regarding the recent placement of a mobilehome at 22128 Barbacoa Drive, at the meeting of September 13, 1994. City staff has prepared answers to the questions raised. With respect to the foundation construction, of the modular unit as it pertains to this site, Building and Safety had the Geologist who reviewed this site, as well as the adjacent sites, look at the foundation for this building. The Building and Safety Division concurred with the assessment that this type of structure was well suited for the lot. The modular type buildings are a superior type of structure to be placed on sites subject to settlement since they are easily adjusted even after placement. In the past, the City has approved this type of structure in areas with past histories of unstable soil. The citizen who read an excerpt describing a process to determine compatibility of manufactured housing with an existing neighborhood, was reading from a memo dated in 1983. It was written for the benefit of building inspectors who worked for the City of Los Angeles, and it described recently passed legislation. Since that time, state law has changed and now specifically prohibits such a review process unless the same process applies to all houses proposed for construction in the local jurisdiction. The City Attorney will provide additional information on applicable law at the meeting. The state does allow cities and counties to adopt an ordinance prohibiting the placement of mobilehomes on residential lots if they are over 10 years old. The mobilehome in question is 15 years old, but the City of Santa Clarita has not adopted such an ordinance. If the City does adopt the ordinance, it would not apply to the home on Barbacoa, since permits have already been obtained. Barbacoa Drive is in a tract which has CC & R's dating back to the 1960's. The homeowners Continued To: %a A Agenda Item: association became inactive some years ago. The City keeps a list of active associations and refers applicants for building permits to their association for review. The City does not enforce CC & R's because they are private agreements between landowners, but the process of referring applicants to the associations has allowed local neighborhoods to be "in the loop" and has indirectly lent support for enforcement of CC&Ws. Councilwoman Heidt asked for clarification in the matters of zoning, mobilehomes, and mobilehome parks. The Unified Development Code became effective on December 24, 1992. A mobilehome park is allowed by conditional use permit in several zones and is not an automatically permitted use in any zone. A mobilehome can be used as 'a temporary residence during construction for less than one year, or can be used for a longer period by conditional use permit only. In residential zones, a mobilehome is permitted on an individual lot, with a permanent foundation which is certified under the National Mobilehome Construction and Safety Standards Act of 1974, if constructed after October of 1976 and if in compliance with setback and parkingrequirements of the Code.. Staff research during the preparation of the code indicated that at the time, the code could be no more stringent than as written above. The home on Barbacoa Drive meets these requirements. Carol Wise is the owner of the property in question. Her representative approached the City on May 23, '1994 and provided a sketch showing the proposed layout for a mobilehome on a foundation, with a garage, and in compliance with the setback regulations of five feet to the side property line and 20 feet to the front property line. A sketch is all that is required for purposes of verifying setbacks and appropriate garage size and accessibility for any single family structure. The sketch was stamped with an approval. The representative received a residential review list and correction sheet from the Building and Safety Division on May 23, 1994. On June 8, 1994 the Building and Safety Division issued a building permit to install a mobilehome on a foundation, a building permit to construct a garage, a plumbing permit to hook up to the water main, an electrical permit to obtain service, and a sewage permit to hook up to City sewers. The home cannot be occupied until final inspection has been obtained from Building and Safety and compliance with all regulations is verified. Preliminary inspections have been made, but no final approvals have been granted as of the writing of this report since no permitted work has been completed. A reading file is available for review, consisting of applicable California State law and geological reports, as well as the permits, in the City Clerk's office. The community surrounding Barbacoa Drive is presently considering a reactivation of their homeowners association. RECOMMENDATION 1. Encourage staff, homeowners and the mobilehome owner to share information and work together to make the mobilehome an asset to the neighborhood. 2. California References: See attached list Dear Mr. Gleerup: At your request we have reviewed our previous reports on the subject lots with the purpose of updating the information and providing recommendations for the proposed development of Lot 113, at 22122 Barbacoa Drive in Santa Clarita, California. The following information was presented in our report of January 28, 1991 (see Reference 5) for Lots 113-117, Tract 29380. The water well record for the closest applicable well to the subject site was reviewed as part of this report. This well, Number 7076C, is located in the alluvial valley, approximately 2000 south-southeast of the site. Records of the well, between the dates 10-30-69 and 3-19-90, are available. The ground surface elevation at the well is 1223 feet, which corresponds to the original alluvial ground surface elevation of between 1216 and 1220 feet prior to placement of the fill during 1966-1967 for Lots 113 through 117. The first water level recorded in Well 7076C on 10-30-69 was elevation 1189.5 feet. The highest water level recorded was 1215 feet measured on 4-8-86 and 4-25-88. The most recent water level was recorded at elevation 1191.7 feet on 3-19-90. On 11-15-71, approximately one month before the borings were drilled for our referenced report, the water level measured in Water Well 7076C was at elevation 1201.1 feet. Our borings drilling during the week beginning 12-1-71 revealed that the water level was between elevation 1191 ad 1197 feet (shown on Cross Sections in Reference 1 report at elevation 1196 feet). TMITCNELL RG 694 Mr. Richard Gleerup 1318-FG -2- Cross Sections A -A', B-B' and C-C' from our original report of January 10, 1972 have been reproduced and attached to this letter. on the Cross Sections have been added a line corresponding to the probable range at the site of the high water level (1215 feet) measured in Well 7076C on 4-8-86 and 4-25-88. It can be seen that the water level is close to or within the zone of removal and recompaction below the compacted fill slope. It was our previous conclusion from our original studies that the fill was well compacted and it was the wetting of the underlying natural alluvium under the new load of the compacted fill that caused the fill to settle. We now conclude that all the significant settlement of the alluvium that would occur due to wetting has already occurred and it would be permissible to build again on the pads using a conventional foundation system. We have a reservation in that a considerable distress was encountered at the site during the 1971 earthquake. This distress was probably caused by a release of the strains built up during the settlement of the fill mass due to the wetting of the alluvium. In the event of another earthquake, the strains built up in the fill mass by this latest rise in the water level may also be released. An alternate would be to support t a structures on a post tensioned slab designed for a highly expansive soil, expecting a rise of two inches in the center of the slab or at the edges. (Note that the soils are not expansive but the design stress caused by earthquake induced settlement would be similar to the stresses induced by highly expansive soils. We believe that the post -tensioned slab, meeting at least the design criteria presented above, would be the most successful in mitigating the effects of any tilt that would develop. If excessive tilting were to occur, the presence of the post -tensioned slab would hold the structure together and provide a means of "mud jacking" the structural unit back to a level position. If the design criteria presented herein is not clear to your designer, please ask him to contact us so that we may further discuss the criteria with him. It is our opinion that the subject site and proposed structures will be adequately protected against the hazards of landslide, settlement or slippage provided the recommendations contained in our previous report dated January 28, 1991 and June 10, 1991, are carried out.
