HomeMy WebLinkAbout1994-09-27 - AGENDA REPORTS - NEWHALL CIP PROJ 53 02AGENDA REPORT kanagerApproval Ci Item to be presented by: Adomaitis CONSENT CALENDAR DATE: September 27, 1994 SUBJECT: NEWHALL CAPITAL IMPROVEMENTS- PROJECT NO. 53-02 BID AWARD DEPARTMENT: Community Recovery - Community Development Block Grant Division BACKGROUND On July 12,1994 the City Council authorized the advertisement bids for the Newhall Capital Project Improvements Phase II, Project No. 53-02. This project provides for the construction of curbs, gutters, sidewalks and alley improvements within the East Newhall area of the City. This project is funded entirely through the City's Community Development Block Grant (CDBG) entitlement. Completion of this important project includes infrastructure improvements like improved drainage, enhanced pedestrian safety, proper vehicular parking and the general improvement of neighborhood aesthetics. The project area is bounded by Market street to the north, Pine Street to the west, San Fernando Road to the south and Placerita Creek to the east. This project has taken close to 5 years to come before the City Council for approval and enj oys widespread community support including organizations like United Mothers, Santa Clarita Valley Senior Center, L.A. County Service Center and the City's Newhall Task Force. Further, the construction of these improvements will facilitate, rather than impede or duplicate, efforts to revitalize Newhall undertaken through the City's Recovery Agency. This project strengthens the City's commitment to the children and residents of East Newhall in improving a quality of life that all residents in the City deserve. The bids submitted for the construction of this project were well below City Engineering project estimates. On Thursday, September 1, 1994, the following bids were received by the City Clerk: Company Name Office Location Bid Amount 1. R & H Paving Inc. Saticoy, CA $424,985 2. Berry Engineering Oxnard, CA $488,812 Engineer's Project Estimate $570,000 Agenda Item: Upon review of the submitted bid documents, staff found no mathematical errors in the bid tabulations and other related documents. Based on this information, staff has determined that R&H Paving Inc. is the lowest bidder and is capable of completing the improvements listed within Project 53-02 in a satisfactory manner. Scheduled completion date for this project is January 1, 1995. Staff recommends that this project be awarded to R&H Paving Inc. RECOMMENDATION: Award the project to R&H Paving Inc. for the amount of $424,985.
