SUBJECT: APPROVAL OF AGREEMENT WITH THE U.S. DEPARTMENT OF
AGRICULTURE SOIL CONSERVATION SERVICE FOR STREAM
BANK PROTECTION ALONG NEWHALL CREEK
DEPARTMENT: Community Development
BACKGROUND
Newhall Creek has threatened homes near Market Street and Race Street in past years, and
severe erosion has occurred along this section of the creek. The City requested assistance
from the Soil Conservation Service, and a proposed project to provide grouted stone bank
protection at an approximate cost of $320,000 has been approved. This bank protection will
result in Newhall Creek flowing more efficiently and reduce the erosion at the rear of several
homes near the intersection of Market Street and Race Street. The improvement will also
slightly reduce but not eliminate the potential of flooding in this neighborhood.
The Soil Conservation Service will pay for 75% of the construction costs and the City design
costs totaling 10% of the construction cost. The City will be required to pay 15% of the
project costs or $48,000. This amount is available from CDBG funds, and the project is in
one of the priority areas for expenditure of these funds,
RECOMMENDATION
Approve agreement with the Department of Agriculture Soil Conservation Service for stream
bank protection along Newhall Creek at project cost of approximately $320,000.
Conceptually approve expenditure of CDBG funds in the amount of $48,000 for the City share
of the project.
Approve advertising of the project forbids, subject to approval of the plans and specifications
by the Soil Conservation Service and the City Engineer and subject to approval of
reprogramming of $48,000 of CDBG funds.
