HomeMy WebLinkAbout2007-02-13 - AGENDA REPORTS - SPECIAL DIST ASMT SERVICESCONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: 5 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: February 13, 2007 Dennis Luppens AWARD CONTRACT FOR BID NUMBER PS-06-07-15 FOR SPECIAL DISTRICT ASSESSMENT ENGINEER SERVICES FOR FY 07-08 Administrative Services RECOMMENDED ACTION 1) City Council award contract to Harris & Associates for assessment engineer services for FY 07-08, including annual levies, annexations, and additional special projects for the Landscape Maintenance Districts, Drainage Benefit Assessment Areas, Streetlight Maintenance District, and Golden Valley Ranch Open Space Maintenance District. 2) Authorize City Manager or designee to execute the contract, modify the award in the event that issues of impossibility of performance arise, and exercise renewal options, subject to City Attorney approval, for an amount not to exceed $54,050. This amount represents the bid of $47,000, plus a 15% or $7,050 contingency. Sufficient funds exist in the FY 06-07 Special District budget to cover the cost of this contract. BACKGROUND The City of Santa Clarita operates a number of special assessment districts which provide a variety of services of special benefit. These include the Landscape Maintenance Districts (LMD), which funds the maintenance of medians, parkways, sidepanels, slopes, and paseos within its 37 zones; the Streetlight Maintenance District (SMD), which funds streetlighting and traffic signals located throughout the City; the six Drainage Benefit Assessment Areas (DBAA's), which funds the operation of subsurface drainage facilities in certain areas located in Canyon Country; and the Golden Valley Ranch Open Space Maintenance District, which funds the maintenance of open space to be dedicated to the City as part of the Golden Valley Ranch residential development. The total budget for special assessment districts for Fiscal Year 2006-2007 is $11.3 million. APPROVE1 As required by Article 13D of the California Constitution (Proposition 218), the Landscape and Lighting Act of 1972, and the Benefit Assessment Act of 1982, special assessments levied by a city must be supported by a detailed engineer's report prepared annually by a registered professional engineer certified by the State of California. Because of the unique legal requirements related to special benefit assessment engineering, it is the standard practice among California cities to contract with an engineering firm which specializes in this work to prepare these annual engineer's reports. The Invitation to Bid was published three times, from November 8 to November 15, 2006, and was conducted in compliance with the support of the Santa Clarita Business Program. Notifications were sent to the Chamber of Commerce, VIA, and 11 firms on file. Additionally, 31 firms downloaded the bid package from the City's website. Five firms submitted proposals which were opened by Purchasing on December 8, 2006. Following a staff review and scoring of the proposals, three firms were interviewed on January 30, 2007. From this process, it is the recommendation of staff to award the contract to Harris & Associates. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT There is no impact to the General Fund. Funds for this contract were included in the FY 06-07 Budget.
