HomeMy WebLinkAbout2000-06-13 - RESOLUTIONS - SCRIVER CHLORIDE OBJECTIVESRESOLUTION NO.00-81 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA IN SUPPORT OF THE LOS ANGELES REGIONAL WATER QUALITY CONTROL BOARD'S PROPOSED BASIN PLAN AMENDMENT TO REVISE CHLORIDE OBJECTIVES FOR THE SANTA CLARA RIVER WHEREAS, the City of Santa Clarita recognizes the Santa Clara River as a beneficial natural resource to be protected and preserved for the citizens of Santa Clarita; and WHEREAS, the existing receiving water objective for chloride of 100 mg/L for Reaches 7 and 8 (LA/Ventura County Line to Bouquet Canyon) is based on limited data from receiving water stations located at the furthest downstream points at the end of each reach; and WHEREAS, the proposed objective for chloride of 143 mg/L for Reaches 7 and 8 is more representative of historical and current chloride concentrations throughout the two reaches; and WHEREAS, the proposed objective of 143 mg/L for Reaches 7 and 8 is protective of agriculture and all other beneficial uses within these reaches and downstream reaches; and WHEREAS, there is no current impairment to beneficial uses due to chloride in the Santa Clara River Watershed; and WHEREAS, a continuance of the 100 mg/L objective for Reaches 7 and 8 will result in unnecessary chloride load allocations for water reclamation plants, agriculture and surface water releases from water conservation reservoirs; and WHEREAS, the installation of advanced treatment at Saugus and Valencia WRPs would be required to meet the current 100 mg/L chloride objective and would unnecessarily cost the citizens of Santa Clarita over $130 million in capital costs with no net benefit to citizens, agricultural uses or the environment. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as follows: Section 1: Support the Los Angeles Regional Water Quality Control Board's staff recommendation to revise the chloride objective for Reaches 7 and 8 of the Santa Clara River from 100 mg/L to 143 mg/L by means of a Basin Plan Amendment. Section 2: Send a representative from the City Council to the RWQCB Public Hearing on June 29, 2000 to state the City's support for the Basin Plan amendment and to discourage the RWQCB from imposing costly treatment upgrades at the WRPs. Section 3: Support the implementation of a Monitoring Assessment Program, conducted by stakeholders in conjunction with the Los Angeles Regional Water Quality Control Board, for continued protection of the watershed and its beneficial uses. Section 4: The City Clerk shall certify to the adoption of this resolution. PASSED, APPROVED AND ADOPTED this 13th day of June 2000.
