CITY OF SANTA CLARITA AGENDA REPORT NEW BUSINESS CITY MANAGER APPROVAL: 1 DATE: January 24, 2023 SUBJECT: THE LOS ANGELES COUNTY AFFORDABLE HOUSING SOLUTIONS AGENCY BOARD OF DIRECTORS RECOMMENDATION DEPARTMENT: City Manager's Office PRESENTER: Masis Hagobian RECOMMENDED ACTION City Council discuss and recommend a member of the City Council to serve on the Los Angeles County Affordable Housing Solutions Agency. BACKGROUND The Los Angeles County Affordable Housing Solutions Agency (LACAHSA) was recently established through state legislation, Senate Bill 679 (Chapter 661, Statutes of 2022), to increase the supply of affordable housing in Los Angeles County by providing enhanced funding and technical assistance for new affordable housing production, renter protections, and affordable housing preservation. Among other things, LACAHSA is authorized to develop and place funding measures on the ballot for the purposes of financing affordable housing related efforts, including new construction of affordable housing projects. The legislation establishes a 21-member Board of Directors, including a representative for the Los Angeles North County and San Fernando Valley subregion, which includes the City of Santa Clarita. By statute, as outlined in the legislation, LACAHSA is required to develop an annual expenditure plan that captures all funding and the projects and programs receiving funding and to conduct an annual audit of LACAHSA's general administration, accounts, and records. Organizers of LACAHSA requested a meeting with Mayor Gibbs, which was held at the beginning of this year, to provide an overview of the newly established agency. Mayor Gibbs is interested in serving on LACAHSA's 21-member Board of Directors. As prescribed in the legislation, the Los Angeles County City Selection Committee, which consists of the Mayor of each city in Los Angeles County, will appoint the five members that represent a subregion onto the Board of Directors. The Los Angeles County City Selection Committee plans to hold a meeting at the end of this month to appoint the five members.
