CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: 1 DATE: January 24, 2023 SUBJECT: VALENCIA INDUSTRIAL CENTER BICYCLE, PEDESTRIAN AND BUS STOP IMPROVEMENTS, PROJECT C 1017 - DESIGN CONTRACT DEPARTMENT: Public Works PRESENTER: Shannon Pickett RECOMMENDED ACTION City Council: Award a design contract to Encompass Consultant Group, Inc. for the Valencia Industrial Center Bicycle, Pedestrian, and Bus Stop Improvements, Project C1017, in the amount of $430,461 and authorize a contingency in the amount of $43,046, for a total contract amount not to exceed $473,507. 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Valencia Industrial Center Bicycle, Pedestrian, and Bus Stop Improvements project will design sidewalk improvements along both sides of Avenue Scott from the proposed San Francisquito Trail connection to Rye Canyon Road, as well as along the west side of Rye Canyon Road from Avenue Scott to Gateway Village, and along the southern side of Rye Canyon Road between Avenue Stanford and Avenue Scott. In addition, this project will design enhancements to the existing bus stop infrastructure along the same routes. This project supports the Building and Creating Community theme of the City of Santa Clarita's (City) five-year strategic plan, Santa Clarita 2025. Funding agreements between the Los Angeles County Metropolitan Transportation Authority (LACMTA) and the City were entered into on November 4, 2022 for both the Valencia Industrial Center Bicycle and Pedestrian Improvements and Valencia Industrial Center Bus Stop Improvements. Page 1 Packet Pg. 133 The scope of work for this design contract includes community outreach meetings as well as engineering and landscape design services required to prepare construction documents. These documents will consist of complete plans, specifications, and an engineer's estimate for construction. Bid assistance services will also be provided to support the solicitation for a construction contract. A Request for Proposal (RFP) for the design of the project was prepared and posted on BidNet on September 15, 2022. The RFP asked firms to identify their relevant experience with similar projects and demonstrate their design approach for this project. On November 10, 2022, three firms submitted proposals. Staff reviewed the proposals, and based on their evaluations, scored the firms on a 100-point scale as follows: Rank Company 1. Encompass Consultant Group, Inc. 2. MNS Engineers, Inc. 3. Kimley-Horn and Associates, Inc. Location Score Santa Clarita, CA 90 Thousand Oaks, CA 85 Los Angeles, CA 82 The scoring system was based on the following criteria: responsiveness to the RFP, qualifications and design experience, proposed methodology, ability to meet the scope of work, project approach, and references. Additionally, the consulting firms were asked to provide a detailed schedule and scope of work required for them to prepare the plans, specifications, and an engineer's estimate. Encompass Consultant Group, Inc. demonstrated an in-depth understanding of the project needs and provided a detailed scope of work and approach to the project. They analyzed the project location and identified key design factors that will need to be addressed in the design. Based on their design experience with similar projects and the completeness of their proposal for this project, staff recommends awarding the design contract to Encompass Consultant Group, Inc. The requested contingency will cover the costs of unforeseen design constraints and account for potential design modifications requested by the City, and other permitting agencies, during the design of the project. This includes potential adjustments to the engineering and landscape drawings, change order requests made by the design firm, and change orders for additional work requested by the City. California Government Code 4526 prescribes selection of architectural and engineering services to be based on demonstrated competence and professional qualifications necessary for the satisfactory performance of the services required and does not authorize the selection of professional architect and engineering services based on cost. City staff was able to reach an agreement with Encompass Consultant Group, Inc. at a fair and reasonable price for the services requested in the RFP. ALTERNATIVE ACTION Other action as determined by the City Council. The project consists of 1,900 LF of street improvements in Phase 1 and 700 LF in Phase 2. The planned street improvements include pavement rehabilitation, striping and signage, a bike lane, a widened pedestrian corridor with a landscaped parkway, sidewalks, AC paving and accessible pedestrian curb ramp improvements. Community outreach was performed with resolution of right of way conflicts. This project is in process currently in the 90% Construction Documents phase. This project included typical pedestrian and bicycle improvements to construct curb, gutter, sidewalk, and ADA curb ramps with curb extensions and/or bulb -outs, minor traffic signal modifications (pedestrian push buttons), minor street widening, pavement repair, slurry seal, street tree removal and replacement, bus stop improvements, and existing driveway apron replacements with ADA compliant driveway aprons. The existing striping was removed and replaced with new striping along the entire project corridor to accommodate new bike lanes with painted buffered lane, and some on -street parking. Coordination was performed to monitor existing utilities and their relocation. Community outreach as required and performed along with resolution of right of way conflicts. This project was federally funded and executed accordance with Caltrans Local Assistance Procedures Manual (LAPM), Local Assistance Program Guidelines (LAPG), and the City's federal funding agreements to ensure compliance with all Federal requirements. The following projects were issued under the program and completed by ECG on an on -call basis as contracted by the City of Ventura. This project to repair or reconstruct of portions of Portola Road was part of the 2017-2018 maintenance program and issued as part of an on -call contract. Project area covered Telephone Road to Ralston Street. The repairs included pavement maintenance, pavement evaluations, sidewalk and ADA ramp improvements striping and signage and drainage repairs as related to the curb and gutters. Survey work included conventional topographic measurements combined with ground based lidar (scanning) to provide greater detail and crew safety. TELEGRAPH ROAD IMPROVEMENTS The Telegraph Road improvement project consisted of road repair and reconstruction for approximately 2900 LF of Telephone Road from Main Street to McGrath Street. The repairs included pavement grind and overlay, full depth pavement repair, sidewalk and ADA ramp improvements, drainage repairs, bicycle lanes. striping and signage plans. Survey work included conventional topographic measurements combined with ground based lidar (scanning) to provide greater detail and crew safety. Project was issued under on -call contract. SB-1 JOHNSON DRIVE IMPROVEMENTS As part of an on -call contract, ECG was enlisted to aid in the repair and reconstruct approximately 4300 LF of Johnson Drive from the US-101 Overpass to Bristol Road as part of the California SBA Road Repair and Accountability Act. Our team provided topographic mapping and engineering design. The repairs included pavement grind and overlay, full depth pavement repair, sidewalk and ADA ramp improvements, median reconstruction with pedestrian cut-throughs, and drainage repairs. The project also included bicycle lanes, striping and signage plans. TELEPHONE ROAD IMPROVEMENTS The Telephone Road improvement project consisted of road repair and reconstruction for approximately 3100 LF of Telephone Road from Main Street to McGrath Street. ECG provided design plans with specifications for project improvements, and construction cost estimate, including investigations (geotechnical/soil analysis), field surveying, permitting, existing utility coordination and analysis required of the design of the proposed improvements. These improvements included ADA ramp evaluations, ADA compliant driveways, sidewalk replacement, street pavement evaluation and design, tree removal, striping and signage plans and traffic handling plans. Community outreach was performed with local businesses concerned with disruptions during construction. Environmental issues were addressed regarding tree removals and bird nesting periods. Encompass Consultant Group An Employee -Owned Company PAGE 11 4ow-cG City of Santa PClarita roposal Valencia Industrial Center Bicycle and Pedestrian Improvements Proposall Encompass Consultant Group # CIP-22-23-C1017 PROJECT UNDERSTANDING AND APPROACH The Valencia Industrial Center Bicycle and Pedestrian Improvement project proposes to construct new sidewalk and dedicated bike lanes along Avenue Scott and Rye Canyon Road in the industrial area of Valencia in order to improve pedestrian and bicycle circulation and safety. The project will also investigate the feasibility of providing dedicated parking and buffered bike lanes along Avenue Scott. The proposed project limits are along both sides of Avenue Scott from the proposed San Francisquito Trail connection to Rye Canyon Road, along the west side of Rye Canyon Road from Avenue Scott to Gateway Village and along the south side of Rye Canyon Road between Avenue Stanford and Avenue Scott. This project will be divided into 2 phases. Phase 1 will include the improvements along Rye Canyon Road and along Avenue Scott from Rye Canyon Road to Avenue Tibbitts. Phase 2 will include the improvements along Avenue Scott from Avenue Tibbitts to the proposed San Francisquito Trail connection. ECG has prepared a systematic and thoughtful approach to manage this project from start to finish, getting ahead of challenges and preparing solutions to issues upfront. The following table summarizes anticipated key issues and our plan to address them in the most effective and efficient manner to successfully meet this project's requirements. An itemized plan description follows, with detailed exhibits supporting ECG's approach to this project. Our plan includes various design options to best meet the City's desired expectations. On Avenue Scott pedestrians frequently utilize the bike lanes to walk which is not safe for them or the bicyclists and motorists. This project proposes new sidewalk along both sides of Avenue Scott from the proposed San Francisquito Trail connection to Rye Canyon Road, along the west side of Rye Canyon Road from Avenue Scott to Gateway Village and along the south side of Rye Canyon Road between Avenue Stanford and Avenue Scott. The addition of new sidewalk in these locations will present some unique design challenges in the form of tree and utility conflicts. With our design we will try to avoid these conflicts wherever possible. Where conflicts are unavoidable, we will work with the utility providers to coordinate adjustment or relocation of their facilities Also required with the addition of the new sidewalk will be the addition of retaining curbs or walls in many areas, the reconstruction of existing driveways to provide an ADA path of travel and the construction of new ADA access ramps at many intersections. We have conducted a preliminary site investigation and have highlighted the major conflicts in Exhibit A, attached. Encompass Consultant Group PAGE 16 An Employee -Owned Company City of Santa Clarita Valencia Industrial Center Bicycle and Pedestrian Improvements Proposal Encompass Consultant Group # CIP-22-23-C1017 TREE AND UTILITY CONFLICTS There are a number of trees along both Avenue Scott and Rye Canyon Road that will conflict with the new sidewalk. ECG will perform a detailed topographic survey of the project area in which we will document the size and location of all affected trees. We will work closely with the City project manager and the Urban Forestry Department to analyze each tree conflict to determine whether the tree can be avoided or whether it needs to be removed. We will provide design options and recommendations for meandering, jogging or narrowing the proposed sidewalk to assist the City in the decision making process. For trees that can remain in place and will be in close proximity to the new improvements, special care will be taken to minimize the impacts to the root system. In addition to tree conflicts, there are many utility appurtenances and above ground fixtures that will conflict with the new sidewalk. The types of utility conflicts that were observed in the field are manholes, meters, vaults, pull boxes, backflow preventers, sprinklers and irrigation systems, fire hydrants, air vac cans, storm drain catch basins, traffic signs, monument signs, utility cabinets and traffic signal poles. Our topographic survey will locate and identify the surface utility items within the project area including size and type of utility. We will also perform detailed existing utility research to acquire existing as -built plans and, where necessary, we can utilize a subsurface utility location consultant, Spearhead Locators, to locate underground utility lines. With our design, ECG will try to avoid these conflicts wherever possible to minimize costs and construction time frame. Where conflicts are unavoidable, our in-house utility coordinator, will manage adjustments or relocations with the affected utility providers. It will be crucially important to get the affected utility providers onboard as early as possible in the design process. ECG has extensive experience coordinating with the local utility providers including Santa Clarita Valley Water Agency, Southern California Edison, Southern California Gas Company, Los Angeles County Flood Control District, Los Angeles County Sanitation District, Spectrum, AT&T, etc. Encompass Consultant Group PAGE 17 An Employee -Owned Company City of Santa Clarita Valencia Industrial Center Bicycle and Pedestrian Improvements Proposal Encompass Consultant Group # CIP-22-23-C1017 RETAINING CURBS AND WALLS Much of the area where the new sidewalks are proposed consists of relatively steep slopes and mounding. Because the new sidewalk will be designed with a maximum cross slope of 2% per code requirements, there will be a significant length of retaining curbs or walls that will be needed to make up for the grade difference created at the new back of walk. The majority of the retaining locations appear to require a minimal amount of retaining, on the order of 6" to 18" which can be retained with a small curb or slough wall. However, it appears that there are some locations that may require up to 3' to 4' of retaining, which would require retaining walls to be designed. ECG will utilize a geotechnical subconsultant (Earth Systems) to perform soil testing in the areas that require retaining walls in order to gather structural design recommendations for any retaining curbs or walls. Our in-house retaining wall design engineer will provide the structural design and calculations for any required retaining walls. It should be noted that there may be opportunity to minimize or avoid retaining in some areas by re -grading to daylight to existing ground behind the new sidewalk. This will depend on the amount of right of way available and whether the City desires to acquire temporary construction easements outside of their right of way for the purposes of regrading. ECG has much experience with this type of design in the City of Santa Clarita and will perform a thorough grading analysis and provide design options and recommendations to assist the City in deciding whether retaining or re -grading is most advantages on a location by location basis. Encompass Consultant Group PAGE 18 An Employee -Owned Company City of Santa Clarita Valencia Industrial Center Bicycle and Pedestrian Improvements Proposal Encompass Consultant Group # CIP-22-23-C1017 DRIVEWAYS There are also a large number of existing driveways within the project limits. Upon field inspection it does not appear that any of the existing driveways provide an ADA accessible path of travel across the driveway as required by code and detailed in the Standard Plans for Public Works Construction (SPPWC). After researching the existing right of way widths within the project limits, it also appears that the existing driveways are constructed up to the right of way limits leaving no room behind them within the right of way for an ADA accessible path of travel. As a result, it is most likely that all the existing driveways will need to be reconstructed. ECG will provide detailed driveway re- design for all substandard driveways to comply with SPPWC Standard Plan 110-2 and City details and specifications. We will examine each driveway location individually to account for all surface conflicts and work closely with the City staff to design the type of driveway (Type A, B or C) that is most desirable for the City at each location. ECG has extensive experience with this type of design on similar recent City of Santa Clarita projects. ACCESS RAMPS In conjunction with adding new sidewalk, new access ramps will need to be added at many of the intersections within the project limits. After researching the existing right of way configurations, it does not appear that any right of way corner cut-offs exist within the project limits. Additionally, there are obstructions such as monument signs or landscape walls on many of the corners. Instead, we will need to utilize Case A, Type 2 or 3 or Case B style ramps. ECG will provide detailed access ramp design for all necessary corners within the project limits to comply with SPPWC Standard Plan 111-5 and City details and specifications. We will examine each ramp location individually to account for all surface conflicts. Special consideration will also be made pertaining to existing pedestrian push button locations to ensure that all new ramps are within minimum distances to the push buttons including identifying any push buttons that need to be relocated. We will work closely with the City staff to design the type of ramp in the location that is most desirable for the City at each corner. ECG has extensive experience with this type of design on similar recent projects. I:1I::8lill1*+� Currently shared bike and parking lanes exist on both sides of Avenue Scott within the project limits while no bike lanes exist within the project limits along Rye Canyon Road. Along Avenue Scott, this project will investigate the feasibility of replacing the existing shared bike and parking lanes on both sides of the street with a dedicated parking lane and a dedicated bike lane. This project will also investigate the feasibility of buffering the bike lanes along Avenue Scott. Along Rye Canyon, this project proposes a new bike lane along the east side of Rye Canyon Road from Avenue Scott to Gateway Village and along the south side of Rye Canyon Road from Avenue Stanford to Avenue Scott. Avenue Scott - West of Avenue Tibbitts The existing curb to curb width of Avenue Scott, west of Avenue Tibbitts is 84'. In the existing condition, it consists of a 12' number one through lane, an 11' number two through lane and one 12' shared bike and parking lane in each direction with a 14' median in the middle. ECG has performed a preliminary analysis of the possible lane configurations for this corridor to investigate the feasibility of adding a dedicated bike lane and buffer. We have developed two lane configuration options: - Option 1 - Parking, Bike Lane and Buffer This option includes all three of the items the City desires; a parking lane, a bike lane and a bike lane buffer. With this configuration we would need to use the minimum parking lane width of 8' (per Caltrans standards) and the minimum bike lane width of 5' (per MUTCD standards). Then if we reduce both through lanes to 10', this leaves a 2' bike lane buffer. See attached Exhibit B. Although this provides all three items that the City desires, the City will need to determine whether this configuration is ideal since Avenue Scott is more heavily travelled by large trucks than a typical street and 10' lanes may not be ideal for this type of traffic. Additionally, the minimal 2' buffer may not be worth the reduction in through lane width. Encompass Consultant Group PAGE 20 An Employee -Owned Company City of Santa Clarita Valencia Industrial Center Bicycle and Pedestrian Improvements Proposal Encompass Consultant Group # CIP-22-23-C1017 - Option 2 - Parking and Bike Lane (No Buffer) This option includes a parking lane and a bike lane without a bike lane buffer. This configuration also uses the minimum parking lane width of 8' (per Caltrans standards) and the minimum bike lane width of 5' (per MUTCD standards). However, without the 2' bike lane buffer the two through lanes can be 11' wide which may be more advantageous for large truck traffic. The City will need to make this determination. See attached Exhibit C. ECG and Traffic Engineering subconsultant, Lin Consulting, will work closely with the City to review the advantages and disadvantages of the above options and develop a layout that is most desirable for this corridor given the City's hierarchy of priorities. ECG and Lin Consulting have extensive experience with this type of design on similar recent projects in the City of Santa Clarita. Avenue Scott - East of Avenue Tibbitts The existing curb to curb width of Avenue Scott, east of Avenue Tibbitts is 64'. It consists of two 11' through lanes and one 5' dedicated bike lane in each direction with a 10' striped two way left turn median in the middle. Given the street width it doesn't appear feasible to add a parking lane unless the City wants to reduce the number of through lanes. However, it is feasible to provide a 2' bike lane buffer if the through lanes are reduced to 10' wide. This configuration would consist of two 10' through lanes, a 2' buffer and a 5' bike lane in each direction. See attached Exhibit D. The City will need to determine whether this configuration is ideal since Avenue Scott is more heavily travelled by large trucks than a typical street and 10' lanes may not be ideal for this type of traffic. Additionally, the minimal 2' buffer may not be worth the reduction in through lane width. ECG and team will work closely with the City to develop a layout that is most desirable for this corridor. Rye Canyon Road The existing curb to curb width of Rye Canyon Road is 84'. In the existing condition, it consists of a 13' number one through lane, a 10' number two through lane and a 12' number three through lane in each direction with a 14' median in the middle. ECG has performed a preliminary analysis of the possible lane configurations for this corridor to investigate the feasibility of adding a dedicated bike lane and buffer. We have developed two lane configuration options: - Option 1 - Maintain 3 through lanes with bike lane (No buffer) This option includes adding a dedicated bike lane while maintaining the three through lanes. With this configuration we would need to use the minimum bike lane width of 5' (per MUTCD standards) and reduce all three through lanes to 10' wide. A bike lane buffer would not be feasible in this configuration. See attached Exhibit E. Although this configuration maintains the same number of through lanes as the existing condition, the City will need to determine whether this configuration is ideal given the amount and type of traffic on this road. In this configuration the existing 12' wide right through lane could be converted to a 7' bike lane with a 5' buffer. See attached Exhibit F. The City will need to determine if a reduction in the number of through lanes is desirable for this location. If this lane reduction is desirable, the bike lane and buffer can begin just north of Avenue Stanford. About 350' south of Avenue Stanford there are only two through lanes and Rye Canyon opens to 3 through lanes utilizing a shared through and right turn lane. See attached Exhibit G. This shared through and right turn lane could be converted to a dedicated right lane with minimal signing and striping revisions and the two through lane configuration could be continued through the intersection where the new 7' bike lane and 5' buffer could begin. This would create a very smooth transition into the buffered bike lane configuration should the City desire this configuration. ECG and Traffic Engineering subconsultant, Lin Consulting, will work closely with the City to review the advantages and disadvantages of the above options and develop a layout that is most desirable for this corridor given the City's hierarchy of priorities. ECG and Lin Consulting have extensive experience with this type of design on similar recent projects in the City of Santa Clarita. Based on our initial site walk of the project limits and our understanding of the project requirements we have provided the following scope of services required to successfully deliver this project with Tasks, Subtasks, and Deliverables. In addition to the general scope based on the RFP, we have prepared an Optional Services Tasks 4 below that are related to similar projects ECG has completed. These items include environmental reports, LID report, bid phase and construction phase services. TASK 1: PRELIMINARY INVESTIGATIONS Subtask 1.1: Field Reconnaissance Using available mapping our team will walk the entire site to document the existing conditions. Pictures and video will be taken and cataloged for use by the entire design team. We will identify areas requiring topographic surveying (e.g., curb ramps, utilities), as well as any other conditions that may require coordination with our sub -consultants and/or other agencies. ECG shall note existing conditions that may impact the design. Extra time will be spent documenting existing utilities within the locations designated for demolition and where existing utilities may require relocation. ECG will identify the items to be catalogued through field surveying existing utilities such as, irrigation facilities, traffic facilities, wet and dry utilities, monument signs and any other conditions that may require team coordination and/ or coordination with other agencies. ECG and its sub consultants shall evaluate all components against current California MUTCD standards, Caltrans Standard Specification and Standard Specifications and Plans for Public Works Construction (Greenbook) output- 1. Record utility maps will be compiled onto an existing utility basemap used for design. Out team will reference and review all documents received from the City and agencies including the existing buildings, site facilities, and street improvement drawings. ECG will contact USA Dig Alert to obtain a list of providers and utility owners for the project area. We will send a letter, on City letterhead, and map to each entity on the list with a request for maps or a clearance statement. A log will be maintained documenting the contacted utility companies' responses and coordination notes. Once the existing utilities are compiled onto the survey design basemap, ECG will overlay the proposed improvements and develop a plan showing potential existing utility relocations and conflicts. Existing utility plans will be submitted and reviewed to confirm potential tree removals, utilities conflicts and design options to avoid relocations. Based on the existing utility research and field investigations performed by the team, ECG will verify the plans provided by the City are reasonably accurate. Information gathered will be used to determine the location and feasibility of improvements to be included in the current scope. Perform supplemental survey along an approximately 25'-foot wide corridor delineated by red pathways within the aerial mapping limits to locate pavement, curbs, drives, walks, building footprints, fences, walls, planters, and visible surface utilities, together with topographic features such as tops, toes, flow lines, grade breaks, etc. This corridor is proposed to extend from lip of gutter to approximately 25 feet behind existing curb. Spearhead locating services paint markings denoting approximate underground utility locations will also be located as a part of this work. Additional topographic information will be collected outside of the above -described areas to include curb and gutter, and striping information on both sides of the roadways where needed, in support of striping and lane realignment for the proposed bicycle improvements. Record Right of Way Compilatior Perform field survey to search for and recover existing record monuments sufficient in number to compile the record documents. The monuments will be tied to the project control survey, and will be used to orient the boundary to the project mapping datum. Research of pertinent recorded maps and documents. Compile road right of way based on the information contained in the latest available assessor site information. The computed road right of way will be added to the AutoCAD drawing base map. Resolving boundary problems, such as conflicting descriptions and misclosures, are beyond the scope of this proposal. Electric will perform potholing services to confirm critical utilities. An assumed 1 field day (approx. 4 to 6 locations) for potholing will budgeted if needed. Potholing shall be performed after proposed utility locations have been approved by the City. Pothole information shall be identified on the plans. ECG will prepare pothole locations exhibit to identify the proposed potholing based on utilities encountered. Perform subsurface utility locating for areas designated for widening. Spearhead Locating Services will locate and mark underground utilities including gas, water, electric, fiber optic, storm drain, water and sewer. They will utilize electromagnetic location equipment to positively identify utilities in the median to be removed. Once the utilities are marked, and paint is still fresh, our survey crews will collect the markings during the supplemental survey field work. Subtask 1.5: Geotechnical Investigations and Report Perform geotechnical investigations and provide recommendations for design. ECG will review the survey topographical map to identify locations for potential retaining wall locations. Hight of the retaining walls will be considered. Testing for expansive soils will also be included. The expansive soils index will be used when designing concrete structural section to avoid potential uplift. ECG will coordinate with the geotechnical subconsultant Earth Systems to identify testing locations and report revisions. Once we can determine what documents and process the city has taken so far, we can better evaluate and recommend a process. For the purposes of this proposal, we propose a stepped approach to the environmental process. First, SitesPacific, Inc. will prepare an Initial Study to determine if the project may have a significant effect on the environment. Second, If the initial study determines there is a potential for a significant impact to the environment, ECG will work with our subconsultants to prepare an additional proposal for the environmental review document required, plus any additional studies that may need to be done to satisfy the environmental review requirements. output- 1. Environmental Initial Study Report TASK 2: PROJECT MANAGEMENT ECG's project manager, Josiah Jenison, will work closely with the City's project manager to administer the flow of information to and from the project team. Project updates and design constraints will be brought up early to best mitigate and resolve issues to keep the project on schedule. Subtask 2.1: Kick -Off and Monthly PDT Meetings The first step in the process will be to meet with City staff via video conference call to review the details of the project with a Project Kick-off Meeting. We believe it is important for the team to understand the nuances of the project, as well as all special concerns, before proceeding. Members of the PDT shall include Consultant and sub -consultants as required, City staff and other agency representatives, as necessary. Monthly progress reports shall be prepared and submitted with the monthly invoice which is to include progress schedule updates and supporting data. The progress report shall include accomplished tasks for the month, anticipated progress for the next month, pending issues, and schedule completion target dates. ECG will conduct monthly (PDT) meetings via video conferencing to ensure the project stays on schedule and to discuss status, concepts and critical issues that may affect the scheduled completion date. ECG shall gather the potholing information, subsurface identification data, and existing utility markings onto a single existing utility basemap. The proposed improvements will be overlayed to create and utility conflict plan. The existing utilities identified to be in conflict and require relocation will be coordinated. ECG will engage the utility agencies to coordinate and meet with each agency. Early utility coordination will help minimize the duration required to resolve conflicts. In addition to the utility notices requesting record drawings noted in Subtask 1.2, ECG will be prepared and send the following notices for the following: 1) Record drawings Request (per subtask 1.2) 2) Notice for potential conflicts- Follow up meetings may be required with utility agencies to coordinate and discuss their utilities in conflict. Our goal is to obtain an understanding with the utility agency on the plan for relocation. Plans and exhibits will be prepared in support of these meetings. 3) Notify agency to relocated utility- Once the utilities to be relocated and have been agreed upon, ECG will prepare and send a notice to relocate the utility. The goal is to put the utility agency on notice to prepare for relocation either prior or during construction. 4) Notice for construction. This will be the final notice identifying the estimated construction date and provide copies of the final construction plans. ECG has developed and will implement a QA/ QC plan throughout the entire duration of the project. An internal constructability review shall be performed by one of our Principals with extensive construction management and inspection experience to provide perspective from the contractor's point of view. output, 1. TASK 3: DESIGN Following the Kick off meeting and once the utility investigations and topographical mapping is completed, ECG shall prepare design plans for review at 30%, 60%, 90%, 100% complete and Final, (5 total submittals) including approved plans, construction estimates and specifications for bidding. Plans shall comply with the latest City of Santa Clarita Standards, City of Santa Clarita Landscape Maintenance District Standards, Standard Specifications for Public Works Construction (Greenbook). Plan sheets shall be compiled and grouped in such a way that they can be easily referenced during construction. It is understood that the project may require a permit for the relocation of existing facilities associated with the proposed pedestrian improvements. ECG will prepare separate plan submittals for the effected utilities company review and approval. Design plans shall include the following: Demolition Plans A construction demolition plan shall be prepared for the project. The plan shall indicate grading and drainage, striping and signage, utility and landscape demolition, general demolition notes and details if necessary. Plan shall also indicate features and utilities that need to be either relocated or protected in place. The plan shall minimize the number of removals from the property outside of City right of way. output- 1. Demolition plans Grading and Drainage Improvement Plans Prepare sidewalk and ADA improvement plans. Grading plan views shall show flow lines, existing top of curb elevations, stationing, grade breaks, and saw cut limits. Cross sections at every 50' intervals and details shall be shown on a separate sheet with legends. It is understood that the proposed improvements, including relocations that may impact private property improvements. The plan shall comply with the City of Santa Clarita standards and Greenbook. Grading and drainage plans shall consider the geotechnical finding for the design of concrete improvements. The potential for expansive soils will be reviewed and mitigated in design. output, 1. Prepare Grading and drainage improvement plans. Utility Relocation Plans ECG shall prepare a Utility Relocation Plan for existing utilities in conflict with the proposed pedestrian improvements. The plan will include existing information compiled from information gathered during Task 1 Preliminary Investigations phase. Proposed utility relocations will be presented to the City during the 30% submittal prior to submitting relocation plans to the corresponding agencies. It is anticipated that relocations will be necessary and plan approvals from outside agencies will be required. Relocations may include, but not limited to include fiber optic, street lights, electrical, water, gas and storm drain. ECG shall coordinate with utility companies throughout the design phase of the project. Subsurface location information shall be identified on the plan, in addition to any existing and proposed easements. output" 1. Prepare utility relocation plans. 2. Any work required to transition the proposed stripes to join with existing stripes will also be provided. The plans would conform to the City of Santa Clarita requirements, and would be prepared for final plotting on D-sized sheets at 1" = 40'. Plans shall be prepared drawn on 24 inch by 36 inch format, with a City specified border, title block, and signature block. Retaining Wall Plans ECG and our in-house structural engineer will review the geotechnical report for the seismic design criteria and apply the data to the footing and wall design calculations. ECG will review the standard APWA Green book retaining wall for reference. We believe that a custom wall design will allow for a reduced footing width. This will allow the back of wall to be set closer to the right of way and will maximize the pedestrian sidewalk design. ECG will prepare a wall calculation package and prepare wall profiles with cross sections and details. Output, Retaining wall calculations 2. Retaining wall plans including profiles Technical Specifications ECG shall prepare the technical specifications at the 90%, 100% and final, for each item of work associated with a particular improvement plan set and will incorporate them to the City's supplied Standard General Provisions and Construction Contract Agreement. Technical Specifications documents will be prepared in a format acceptable to the City. Prepare specifications in a format consistent with the latest edition of the Standard Specifications for Public Works Construction (SSPWC). For work items not adequately covered in the SSPWC. Output, 1. Technical specification will be delivered at the 90%, 100% and final submittals. Specifications will be prepared using Microsoft Word format. Estimates Estimates of probable implementation cost will be maintained throughout the course of the design. The estimates are prepared using the project quantity takeoffs and current unit prices. Unit costs for civil, landscape and traffic items such as standards, mast arms, detector loops, conduit, interconnect cable, pull boxes, AC paving, curb, striping and other such work items are all maintained in a spreadsheet and updated whenever new cost information is available. ECG will prepare solicitation bid documents in compliance with the City's requirements and Greenbook standards. Bid documents will be prepared as MS Word format and delivered in electronic and hardcopy format. Estimates shall be submitted at the 90%, 100% and Final milestones. Subtask 3.1- Schematic Preliminary Engineering Plans Prepare schematic plan drawings illustrating all components of the Project including utilities, limits of improvements, tree removals, impacts to private properties, right of way issues, ADA ramp types, ADA compliant driveways, utility relocations, striping and signage and design options. The schematic plan will look at designs for the proposed pedestrian improvements. Once the plan is developed, we shall meet with the Project Development Team to further enhance the schematic preliminary plan. Meeting minutes shall be prepared for meetings during this phase. If required, a field meeting can be arranged to further understand any issues that may come up during our initial investigations and studies. Comments will then be incorporated onto the preliminary plan. A meeting with agencies and utility companies will be held to ensure that we address any potential utility conflicts. Once the schematic preliminary design plan is reviewed and approved by the City, ECG will move ahead toward the 60% design. output- 1. Schematic preliminary plans Subtask 3.2- 60%, 90%, 100% and Final PS&E Once the schematic preliminary plan review comments are received, we shall proceed to develop construction documents. ECG will conduct a team design meeting to review the documents and discuss City comments. We will incorporate review comments into the subsequent submittal and provide the City with a log of how each comment was addressed. If it is determined that more field data is necessary, ECG shall obtain further supplemental survey data to refine the Preliminary plan set. ECG shall submit construction documents for plan review at 60%, 90%, 100% and Final, and issue approved plans and specifications for bidding. A separate Project Development Team Meeting (PDT) shall be held after each plan check to go over comments and design direction on the project. Technical specifications will be prepared per APWA Greenbook standards or the City's desired format. A bid sheet and cost estimate shall be prepared including bid item, description, units of pay, quantities and estimates costs. ECG will provide the necessary updates and will assist the City uploading the document on the State's SMARTS system. The plan will include the risk level, identify the potential pollutants, erosion control plan, selection of the appropriate Best Management Practices (BMP's), maintenance and inspection and assembling the required documents and attachments. A draft SWPPP will be submitted with the 90% PS&E package. output- 1. As an optional service, ECG can prepare a LID Report based on the City of Santa Clarita Green Street LID standards and County of LA LID standards. It is understood that the project site has limited right of way which will make it difficult to implement some LID applications without acquiring right of way. ECG will look for opportunities to implement LID applications to the maximum extent practicable. The findings will be discussed with the City to make a determination for the proper approach to the LID requirements. Environmental (OPTIONAL) If the initial study (Per Subtask 1.6) determines there is a potential for a significant impact to the environment, ECG will work with our environmental subconsultant Rincon Consulting to prepare an additional proposal for the environmental review document required, plus any additional studies that may need to be done to satisfy the environmental review requirements. Landscape and Irrigation Plans (OPTIONAL) Based on the RFP scope of work and the pre -proposal meeting presentation, it is understood that landscape and irrigation plans are not anticipated. ECG has successfully completed similar projects for the City of Santa Clarita without landscape and irrigation plans. The adjustments to the existing landscape and irrigation were identified by a plan call out and in the specifications for the contractor to adjust as part of their contract documents. No issues or change orders were issued. If during the negotiations with the business owners it is determined that enhanced landscape plans are required, then ECG will work with Pacific Coast Land Design to develop a separate scope and fee if necessary. Bid Phase Support and Construction Phase Services (OPTIONAL) ECG will provide technical support during the bid phase of the project. Since 1969, the Earth Systems group of companies has provided expert geo-professional services to assist our clients through all aspects of geotechnical and geologic engineering, environmental engineering, and construction related materials testing and inspection services. Through our previous work in the region, our dedicated staff understands the diverse geotechnical, geologic, and construction -related issues that may affect the proposed project and will work to develop practical and economical geotechnical engineering solutions through innovative approaches. We have prepared this proposal based on our understanding of preliminary project information provided in emails from Mr. Sal Contreras on October 17, 2022. We understand that the proposed project will be developed under the regulation of the 2019 California Building Code (CBC). Based upon the anticipated conditions, the following sections describe our understanding of the project and our anticipated scope of services in order to meet the above requirements. This project will be managed by Ms. Renee Morales, GE 3170, who will also oversee the engineering evaluation and report preparation. Mr. Anthony Mazzei, GE 2823 will be the Principal on the project. PROJECT UNDERSTANDING Earth Systems understands the proposed project will consists of sidewalk improvements along both sides of Avenue Scott from the proposed San Francisquito Trail connection to Rye Canyon Road, as well as along the west side of Rye Canyon Road from Avenue Scott to Gateway Village and along the southern side of Rye Canyon Road between Avenue Stanford and Avenue Scott in the City of Santa Clarita, California. Based on our review of the scope exhibits, the development will consist of new pedestrian flatwork and retaining walls and curbs. At this time the height of the retaining walls was not made available. We understand that the proposed project will be developed under the regulation of the 2019 California Building Code (CBC). November 2, 2022 2 Proposal No.: PAL-22-11-001 Preliminary design plans were not available at the time that this proposal was prepared; however, most of the improvement areas are generally flat and, as such, we have assumed that proposed finished grades will likely be within five feet of existing site grades. The purpose of our study will be to explore the subsurface conditions and provide geotechnical recommendations for project design. This proposal contains a brief project description, our proposed approach to the project based upon our initial assessment of site conditions and readily available information, our proposed scope of services, schedule, and proposed fee. Since detailed services may involve greater expense, we ask that our clients participate in determining the level of service, that will provide adequate information for their purposes. Please review this information and our proposed scope. If you should have any questions or suggested revisions to our scope, please do not hesitate to contact the signatory of this proposal. Our proposal is based upon the assumption that we will be provided full access to the site during normal business hours (M-F, 7am to 6pm) to complete field activities and that drilling with a gasoline powered drill rig equipped with a 140-pound hammer to drive the soil samplers can be used at the site. PROPOSED SCOPE OF SERVICES Our scope will include performing subsurface exploration, laboratory testing, and preparing one report of our findings in accordance with the 2019 CBC. Once field and laboratory testing is completed, the data will be organized by a member of our professional staff to develop conclusions and recommendations relevant to site development as we understand it. As required by the CBC, our report will be signed and stamped by a California registered Engineer. Task 1 - Literature Review We propose to begin our services by reviewing select geotechnical literature pertaining to the project area. This will include a review of various hazard, fault and geologic maps prepared by the California Geological Survey, the U.S. Geological Survey, Los Angeles County, and other governmental agencies as they relate to the site. Task 2 - Utility Coordination, USA Layout, and Permitting Each of our proposed field exploration locations will be located and marked in the field and cleared with known utility lines as identified by Underground Service Alert (USA). Our proposed exploration locations will be located in the field by hand measuring devices such as tape or a wheel, based on the control provided, and a consumer grade hand-held GPS (accuracy +/- 15 feet). The accuracy of locations will be governed by the method used. We will apply for any necessary "no fee" permits within the City of Santa Clarita as needed for our field exploration. Our fee does not include an estimate for traffic control. Other permitting that we are not currently aware of is outside the scope of this proposal and will be charged on a time and expense basis. Task 3 — Field Exploration EARTH SYSTEMS PACIFIC November 2, 2022 3 Proposal No.: PAL-22-11-001 We propose to evaluate the general subsurface conditions at the site by rubber -tire mounted drill rig utilizing hollow -stem auger type techniques. Borings will be performed to collect soil samples and evaluate the general nature of the anticipated site soils. Our proposed exploration locations will be selected based on the email information or additional information provided by the client. Our planned geotechnical exploration will include approximately five geotechnical borings. Boring depths will range from approximately 5 to 25 feet below the existing ground surface. Boring depths are as measured below the existing ground surface and will be excavated to the approximate stated depths or to practical refusal, whichever occurs first. A representative of Earth Systems will log subsurface conditions and will obtain samples for visual observation, classification and laboratory testing. Soils will be logged in general accordance with the Unified Soil Classification System. Our typical sampling interval will be approximately every 2% to 5 feet to the full depth explored; however, sampling intervals may be adjusted depending on the materials encountered. Bulk samples of the soil materials will be obtained. The number of blows necessary to drive either a Standard Penetration Test (SPT) sampler or a California -type sampler within the borings will be recorded. The depth to groundwater will be measured, if encountered. Borings will be backfilled with the soils from the cuttings and tamped upon completion. Controlled compaction of the backfill is not proposed. Our field exploration will be provided under the direction of a State of California Certified Engineering Geologist or a Registered Engineer from our firm. In the event that unusual site conditions not presently anticipated are encountered during the exploration, we will bring it to your attention and will discuss with you the effect of these conditions on both the estimated cost and timing of the report. Task 4 - Laboratory Testing Laboratory tests will be performed on selected samples to evaluate the physical characteristics of the materials encountered during our field exploration. We anticipate laboratory testing may include moisture content, dry unit weight, maximum density/optimum moisture content, sieve analysis, shear strength, and Expansion Index testing. Testing will be performed in general accordance with American Society for Testing and Materials (ASTM) or appropriate test procedure. The tests selected and the frequency of testing may be modified and will be based on the subsurface conditions actually encountered. Task 5 —Analysis and Report Earth Systems will analyze the field data obtained, perform preliminary engineering analyses, and, as needed and applicable, provide recommended design parameters for earthwork and foundations for the proposed retaining walls. The results of our field exploration and engineering analysis will be summarized in a report prepared under the supervision of a Registered Engineer and Certified Engineering Geologist as required by the 2019 CBC. Based upon the reporting requirements, we anticipate that our report will include: EARTH SYSTEMS PACIFIC November 2, 2022 4 Proposal No.: PAL-22-11-001 • A description of the proposed project including a site plan showing the approximate boring locations. • A description of the surface and subsurface site conditions including groundwater conditions, as encountered in our field exploration, and groundwater management during construction (if applicable). • A discussion of site conditions, including the geotechnical suitability of the site for the general type of construction proposed. • Geotechnical seismic design coefficients and soil profile type in accordance with the 2019 California Building Code for General Procedure. • Recommendations for imported fill (if required) for use in compacted fills. • Recommendations for foundation design including parameters for at -grade and shallow foundations, and subgrade preparation. • Anticipated total and differential settlements for the recommended foundation system. • Recommendations for lateral load resistance for below grade structures including drainage requirements and seismic earth pressures. • Recommendations for site preparation, earthwork, and fill compaction specifications. • Recommendations for underground utility trench backfill and import soils. • Recommendations for stability of temporary trench excavations. • Recommendations for slabs -on -grade. • An appendix, which will include a summary of the field exploration and laboratory testing program. Task 6 — Consultation If needed, we have included 6 hours of consultation during report preparation and design, or unforeseen issues that may occur during our exploration or analysis. This fee is Time and Materials and will only be used if needed. FEES It is our desire to provide you with the highest quality services at reasonable fees. On behalf of Earth Systems, we look forward to working with you. For this project our estimated fees are provided below. We propose to complete the proposed scope of work on a fixed fee basis as detailed below: Geotechnical Engineering Report (Tasks 1, 2, 3, 4 and 5) $15,800.00 Consultation T&M (Task 6) $1,140.00 The fee for Tasks 1-5 should be sufficient to provide a report typically approved by reviewing agencies. However, if there is request for additional review, responses, plan reviews, reporting, EARTH SYSTEMS PACIFIC November 2, 2022 5 Proposal No.: PAL-22-11-001 meetings, information beyond the normal review process and reporting requirements detailed herein, or any other service not specifically detailed, additional fees will be required. Additionally, our fee does not include testing or observation during construction or consultation. If required, services in addition to the scope of work described above can be billed on a time -and -expense basis, based on the fee schedule in effect at that time. SCHEDULE Based on the requested information, we feel confident that we can provide the geotechnical engineering report as outlined in this proposal in an expeditious manner. Typically, once authorization to enter the property and a signed contract is received, we can mark respective boring locations in the field. Subsequent to field marking, we will contact Underground Service Alert which requires 48 hours notification prior to any underground excavation or drilling. Depending on subcontractor availability, we anticipate excavating our field borings within two to three weeks after the minimum 48 hours wait required by Underground Service Alert. Drilling operations will take approximately one day. Laboratory testing is anticipated to take three weeks after drilling is completed. This time frame is governed by the type of testing performed as certain tests anticipated for this project require at least one week to run. Normal time frames from receipt of authorization to report submittal is approximately six to eight weeks. If requested, we can provide design data in the interim period before the report is finalized. Our proposal is based on the understanding that our services, as outlined in this proposal, are not subject to Prevailing Wage Law for non-professional field staff (i.e., drillers and helpers). EARTH SYSTEMS PACIFIC November 2, 2022 6 Proposal No.: PAL-22-11-001 TERMS FOR SERVICE The following terms and conditions shall be incorporated into the agreement for services and form the basis for the fees developed within. Contract terms more onerous than presented within or insurance greater than $1,000,000 typical limit could incur greater fee. 1. STUDY, MONITORING & INSPECTION: If the services include monitoring or inspection of soil, construction and/or materials, Client shall authorize and pay for Consultant to provide sufficient observation and professional inspection to permit Consultant to form opinions according to accepted statistical sampling methods as to whether the work has been performed in accordance with recommendations. Such opinions, while statistically valid, do not guaranty uniformity of conditions or materials. Similarly, soils and geology investigations do not guaranty uniformity of subsurface conditions. Client hereby represents and warrants that it has provided and shall provide to Consultant all information and sufficient advance notice necessary in order for Consultant to perform the appropriate level of services. No statement or action of Consultant can relieve Client's contractors of their obligation to perform their work properly. Consultant has no authority to supervise or stop the work of others. 2. SITE ACCESS & UTILITIES: Client has sole responsibility for securing site access, locating utilities, and any repair. 3. BILLING AND PAYMENT: Client will pay Consultant the proposal amount or, if none is stated, according to the fee schedule in effect at the time our services are provided. Prior to initiation of fieldwork, a retainer may be required. This retainer shall be maintained throughout the project and shall be applied to the final invoice. Payment is due on presentation of invoices, and is delinquent if Consultant has not received payment within 30-days from date of an invoice. Client will pay an additional charge of 1-1/2 (1.5) percent per month (or the maximum percentage allowed by law, whichever is lower) on any delinquent amount. Each payment will first be applied to accrued interest, costs and fees and then to the principal unpaid amount. All time spent and expenses incurred (including any in-house or outside attorney's fees) in connection with collection of any delinquent amount will be paid by the Client to Consultant per Consultant's current fee schedule. Payment by Credit Card is subject to a 3% additional fee. 4. OWNERSHIP OF DOCUMENTS: Consultant owns all documents it creates and grants Client limited license to use the documents for the purposes stated in the documents. Consultant reserves the right to withhold delivery of documents to Client until payment in full of current invoices has been received. S. TERMINATION: This agreement may be terminated by either party effective seven (7) days from the date of written notice, or if the client suspends the work for three (3) months. In the event of termination, Consultant will be paid for services performed prior to the date of termination plus reasonable termination expenses. If Consultant has not received payment for any invoice within 30 days from the date of the invoice, or in the event of anticipatory breach by Client, Consultant may suspend performance of its services immediately and may terminate this contract. 6. RISK ALLOCATION: In order for Client to obtain the benefit of a fee which includes a lesser allowance for compensating Consultant for its litigation risk, Client agrees to indemnify, hold harmless and defend Consultant, its agents, employees, or officers, from and against any EARTH SYSTEMS PACIFIC November 2, 2022 7 Proposal No.: PAL-22-11-001 and all loss, claim, expenses, including attorney's fees, injury, damages, liability or costs arising out of non -design services (i.e., services other than as defined by Civil Code Section 2784) performed by Consultant on this project, except where such loss injury, damage, liability, cost, expenses or claims are the result of the sole negligence or willful misconduct of Consultant. Client further agrees to limit the total aggregate liability of Consultant, its agents, employees, and officers to Client on the entire project, to the greater of $25,000.00 or total fees charged by Consultant, except that Consultant's liability for willful misconduct shall not be limited. These terms may be negotiable depending on the particular facts of your project. You should consult with an attorney experienced in construction contracts and litigation regarding this provision. 7. HAZARDOUS MATERIALS: Consultant is responsible only for hazardous materials brought by Consultant onto the site. Client retains ownership and responsibility in all respects for other hazardous materials and associated damage. 8. ASSIGNS AND THIRD PARTIES: This Contract is intended only to benefit the parties hereto. No person who is not a signatory to this Contract shall have any rights hereunder to rely on this Contract or on any of Consultant's services or reports without the express written authorization of Consultant. This Contract shall not be assigned by Client without the Consultant's written consent. This Contract is binding on any successor companies to Client or Consultant, and on the surviving corporation in the event of a merger or acquisition. 9. STANDARD OF CARE: Consultant agrees to strive to perform its services that are intended solely for the use of the Client, in a proper and professional manner in accordance with current standards of environmental practice in this community at this time. The Client agrees to pay for and look to Consultant only for such performances. No warranty or guarantee is expressed or implied. Consultant and the Client agree that there are risks of earth movement and property damage inherent in land development and repair and that Consultant has not been authorized to perform the exhaustive and economically unfeasible investigation necessary to eliminate such risks. 10. EFFECTS OF SITE EXPLORATION: It is understood that in the normal course of providing these services, Consultant may be required to access the site to perform field exploration. All boreholes will be backfilled at completion; however, some settlement should be anticipated. Consultant will attempt to minimize the effects of the exploration operations on the site. However, it must be understood that some damage to existing roadways, vegetation, or other improvements may occur. Consultant does not propose to restore the site to the same condition as was present prior to the exploration operations. 11. ENVIRONMENTAL SERVICES: The scope of geotechnical services does not include any environmental assessment or investigation for the presence or absence of wetlands, hazardous or toxic materials in the soil, surface water or groundwater, or air, on or below, or around the site. 12. GOVERNING LAW, SURVIVAL AND FORUM SELECTION: The contract shall be governed by laws of the State of California. If any of the provisions contained in this agreement are held invalid, the enforceability of the remaining provisions will not be impaired. Limitations of liability, indemnities, representations and warranties by Client will survive termination of this agreement. CALIFORNIA PREVAILING WAGE LAW: Client represents and warrants that the Project is not a public works project which is subject to California Prevailing Wage ("Code"). Client acknowledges that Consultant is relying on this representation and warranty in good faith and has negotiated the terms of this contract based on such reliance. In the event that it is determined by any federal, state or local agency, or any appropriate judicial or administrative body, that any of the services performed by Consultant on the Project are subject to the provisions of the Code and that Consultant is required to pay a specified prevailing wage rate for all or any portion of such services, Client agrees to defend, indemnify and hold Consultant harmless from and against any and all claims, actions, demands, deficiencies, levies, assessments, judgments, penalties, interest, expenses and recoveries arising from or related to Consultant's noncompliance with the Code based on Consultant's reliance on Client's aforesaid representation and warranty. The aerial mapping limits are indicated in green on the attached layout. The photography will consist of 2 flight line and 20 exposures utilizing 4cm digital imagery. Accuracies of plus or minus 0.262' can be expected as it relates to the topographical information generated from the Digital Terrain Modeling (DTM) information. Accuracies of plus or minus 0.176' can be expected as it relates to the DTM information itself. Project accuracy to conform to generally accepted photogrammetric standards established by the American Society of Photogrammetry and Remote Sensing (ASPRS). Aerial Ground Control We understand that Encompass Consultant Group will be responsible for the establishment of aerial ground control for the aerial survey.
