CALL TO ORDER
Mayor Weste called the Special Meeting to order at 5:11 p.m.
ROLL CALL
All Councilmembers were present, with the exception of Councilmember Miranda.
FLAG SALUTE
Councilmember Smyth led the flag salute.
COLLEGE OF THE CANYON'S CHAMBER SINGERS
The College of the Canyon's Chamber Singers performed for the City Council and members of
the public.
PUBLIC PARTICIPATION FOR AGENDIZED ITEMS (ONE MINUTE LIMIT)
Addressing the Council was Elaine Ballace.
PRESENTATIONS
OUTGOING MAYOR MAKES COMMENTS
Mayor Weste commented on several challenges, as well as many accomplishments and unique
events throughout the year, and wished everyone joy and a happy holiday season.
Mayor Pro Tern Gibbs read a letter Mayor Weste received from the National Parks Conservation
Association regarding the Mayor's accomplishments of advancing the Rim of the Valley
Corridor Preservation Act.
PRESENTATION TO OUTGOING MAYOR BY CITY MANAGER
City Manager Ken Striplin highlighted the Mayor's accomplishments and presented Mayor
Weste with a memento.
Mayor Weste thanked staff for their work during the past year.
PRESENTATION TO OUTGOING MAYOR BY NON -CITY OFFICIALS
Making presentations to Mayor Weste were State Senator Scott Wilk; Assemblywoman Pilar
Schiavo; Board President Gary Martin representing the Santa Clarita Valley Water Agency;
Board of Trustees Vice President Joan MacGregor representing the Santa Clarita Community
College District; Board President Joe Messina representing the William S. Hart School District;
Tami Stephens representing Congressman Mike Garcia; Stephanie English representing
Supervisor Kathryn Barger; Matt Nelson representing the Santa Clarita Valley Boys & Girls
Club; Peter Warda representing the Santa Clarita Valley Chamber of Commerce; David Cantrell -�
representing the Santa Clarita Valley Industry Association; Dr. Alan Pollack representing the
Santa Clarita Valley Historical Society; Bill West and E.J. Stephens representing Friends of Hart
Park; Kevin MacDonald representing the Santa Clarita Valley Senior Center; and Gloria
Mercado-Fortine representing the Santa Clarita Valley Sheriff's Station Foundation.
Holly Schroeder, representing the Santa Clarita Valley Economic Development Corporation, was
unable to attend but provided a certificate for the Mayor.

RESOLUTION RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD
ON TUESDAY, NOVEMBER 8, 2022
On December 5, 2022, the Los Angeles County Registrar-Recorder/County Clerk certified the
results of the November 8, 2022, General Election.
RECOMMENDED ACTION:
City Council adopt a resolution reciting the fact of the General Municipal Election held on
November 8, 2022, declaring the results and such other matters as provided by law.

OATH OF OFFICE TO ELECTED COUNCILMEMBERS
City Clerk Mary Cusick administered the Oath of Office and presented Certificates of Election to
newly elected Councilmembers Weste, McLean, and Miranda.
NOMINATIONS FOR MAYOR 2023
OUTGOING MAYOR TURNS GAVEL OVER TO CITY CLERK
Mayor Weste turned the gavel over to City Clerk Mary Cusick.
CITY CLERK OPENS NOMINATIONS FOR MAYOR FOR 2023
City Clerk Mary Cusick opened the nominations for the office of Mayor.

Motion by Weste, second by Smyth, to nominate Mayor Pro Tem Gibbs as Mayor 2023.
Hearing no further nominations, the nomination period was closed.
On roll call vote:
Ayes: Weste, Smyth, McLean, Gibbs
Noes: None
Absent: Miranda
Motion carried.
CITY CLERK SWEARS IN NEW MAYOR
City Clerk Mary Cusick administered the Oath of Office to incoming Mayor Gibbs.
CITY CLERK TURNS GAVEL OVER TO NEW MAYOR
City Clerk Mary Cusick presented the gavel to Mayor Gibbs.
NEW MAYOR ACCEPTANCE SPEECH
Mayor Gibbs thanked his family and friends for their support and looks forward to upcoming
projects, working with Council and staff.
NOMINATIONS FOR MAYOR PRO TEM 2023
Mayor Gibbs opened the nominations for Mayor Pro Tem 2023.
Motion by Weste, second by McLean, to nominate Councilmember Smyth as Mayor Pro
Tem 2023.
Hearing no further nominations, the nomination period was closed.
On roll call vote:
Ayes: Weste, McLean, Smyth, Gibbs
Noes: None
Absent: Miranda
Motion carried.
COUNCIL COMMENTS
Councilmember Weste commented on working with Mayor Gibbs, a strong leader and a
compassionate person, to serve the citizens of Santa Clarita.
Mayor Pro Tem Smyth commented that he is proud to have him as Mayor and Mayor Gibbs'
comments brought back memories of his first term as Mayor, and it is a reminder that Santa
Clarita is a special place.
Councilmember Mclean commented on looking forward to working with Mayor Gibbs.
