CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: TAA,/� DATE: April 25, 2023 SUBJECT: PURCHASE OF A FLOOR SCRUBBER FOR THE TRANSIT MAINTENANCE FACILITY DEPARTMENT: Economic Development PRESENTER: Adrian Aguilar RECOMMENDED ACTION City Council: 1. Authorize the City Manager or designee to execute a contract with Air & Lube Systems, Inc., for the purchase of a floor scrubber for the Transit Maintenance Facility in the amount of $50,679, and authorize a contingency of 10 percent in the amount of $5,068, for a total contract not to exceed $55,747. 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Transit Maintenance Facility (TMF) was constructed to house and maintain the City of Santa Clarita's (City) bus operations, administration, and maintenance programs. The TMF opened in April 2006 and is occupied by City Transit staff, as well as bus operator (currently MV Transportation) staff. In line with the City's Transit Asset Management (TAM) Plan, staff has begun replacing existing equipment that has exceeded its useful life. The TAM Plan uses criteria for equipment replacement, such as age, frequency of failures, accessibility of parts, and funding availability for establishing the replacement cycle. The existing floor scrubber used at the TMF is over 16 years old and has undergone multiple overhauls/repairs. Its age and condition have resulted in decreased reliability and increased operating and repair costs. Based on rising costs and part obsolescence, it has been determined that replacing the existing unit is the most cost-effective approach. Page 1 Packet Pg. 81 On February 9, 2023, staff released a Request for Quotes (RFQ) for the purchase of a new "ride - on" floor scrubber for the TMF. The document was downloaded by seven firms, with only one firm, Air & Lube, Inc., submitting a quote within the prescribed timeframe. Following the submission deadline, the other six firms who downloaded the RFQ but did not submit a bid were contacted to inquire why they chose not to submit pricing. Reasons ranged from "too small of a project" to "excessive paperwork requirements." A cost analysis was completed to ensure the pricing submitted by Air and Lube, Inc., aligns with industry standards. If approved, this award will facilitate the replacement of the existing ride -on floor scrubber used to clean and maintain the vehicle maintenance garage floor. The new unit is battery -powered and designed to clean epoxy flooring safely, eliminating the need for harsh detergents or chemicals. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT There is no fiscal impact to the General Fund. The City has programmed Federal 5307 Transit Grant funds to cover 80 percent and MOSIP funds to cover 20 percent of the total contractual cost.
