RECOMMENDED ACTION
City Council:
1. Award a design contract to Psomas for the Parks Maintenance Yard Improvements
Preliminary Investigation and Concept Design and Studies, Project P4028, in the amount of
$259,519 and authorize a contingency in the amount of $38,928, for a total contract amount
not to exceed $298,447.
2. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
This design project will provide site improvements and additional amenities to support the Parks
and Facility Maintenance operations at the Central Park Yard (Yard), located on a 5.25-acre area
in the eastern portion of Central Park. The Yard is the hub for the City of Santa Clarita (City)
Parks and Facility Maintenance Divisions (Divisions). The facility includes staff offices and
parking, storage for equipment and supplies, City vehicle parking, and space for maintenance
operations.
The existing building was built as part of the initial construction of the Central Park development
in 2000. Interior tenant improvements were completed in 2010 to expand office space for the
supervisory team, and a portable classroom was transformed into a locker room for field staff.
With the continued growth of staff, City facilities, parks, trails, and open space, the Yard and
building structure need to be reevaluated and restructured for today's capacity and the City's
future growth.

This project supports the Sustaining Public Infrastructure theme of the City's five-year strategic
plan, Santa Clarita 2025.
This design project encompasses improvements identified through site studies and close
engagement with the Divisions. The project will include improvements to the existing staff
building, including functional workspaces for all staff, offices, and meeting spaces. Site
enhancements will include improvements to the staff parking area, City vehicle and equipment
parking, materials storage, maintenance facilities, gym and locker room facilities, wash bay,
improved circulation, and drainage and technology upgrades. A location map with an aerial view
of the project site is attached.
The scope of work for this design contract includes engineering and architectural design services
required to complete a comprehensive investigation of the site, research existing conditions,
prepare concept studies to deliver conceptual design plans, and prepare cost estimates for the
project. Upon completion of the concept, staff will request authorization from the City Council to
award a Construction Document Preparation Contract to Psomas to complete design services.
A Request for Proposal (RFP) for the project's design was prepared and posted on BidNet on
January 31, 2023. The RFP asked firms to identify their relevant experience with similar projects
and demonstrate their design approach for this project. On March 2, 2023, two firms submitted
proposals. Staff reviewed the proposals and, based on their evaluations, scored the firms on a
100-point scale.

The scoring system was based on the following criteria: responsiveness to the RFP,
qualifications and overall project team experience, proposed methodology, ability to meet the
scope of work, project approach, and references. Additionally, the consulting firms were asked to
provide a detailed schedule and scope of work required to prepare the plans, specifications, and
an engineer's estimate.
Psomas demonstrated an in-depth understanding of the project needs and provided a detailed
scope of work and approach to the project. They analyzed the project location and identified key
design factors that must be addressed in the design. Based on their design experience with
similar projects and the completeness of their proposal for this project, staff recommends
awarding the design contract to Psomas.
The requested contingency will cover the costs of unforeseen design constraints and account for
potential design modifications requested by the City and other permitting agencies during the
project's design. This includes potential adjustments to the architectural drawings, engineered
grades, change order requests made by the design firm, and change orders for additional work
requested by the City.
California Government Code 4526 prescribes the selection of architectural and engineering
services based on demonstrated competence and professional qualifications necessary for the

satisfactory performance of the services required and does not authorize the selection of
professional architect and engineering services based on cost. City staff reached an agreement
with Psomas at a fair and reasonable price.

Thank you for the opportunity to present our qualifications for the above -referenced project. Designing
projects like the Parks Maintenance Yard Improvements project gives us a fantastic opportunity to contribute
to our great community. Psomas and our staff are an integral part of the Santa Clarita community. We work
here, we live here (many of us were born and raised here), we raise our families here, and we are always
motivated to positively impact our community. We love working with the City of Santa Clarita, and every day
we experience firsthand how our work enhances the community. We are always very motivated to contribute
in this way and keep the cycle going.
Psomas is the right consultant to design the Parks Maintenance Yard Improvements project. We are experts in
maintenance facility design and park design. We have delivered for the City of Santa Clarita with the Central
Park Build Out (including the Saugus High School Shooting Memorial), the Canyon Country Community
Center Stormwater Project, and we are currently working on the design for Via Princessa Park and David
March Park. Our resume of City of Santa Clarita park projects cannot be matched. The City's staff knows
Psomas well and enjoys our working relationship. Our current City projects have us coordinating with a
consistent group of people at the City with whom we would coordinate on the Parks Maintenance Yard
Improvements as well.
Our technical strengths include expertise in complex grading and drainage, site development design, and land
surveying. Psomas' differentiator is our ability to prime and lead complex site improvement projects. We are
experts in managing multi -disciplined design teams. The Parks Maintenance Yard Improvements project
requires a team of true experts in their field. We have assembled that team with partners who have experience
working very closely with the City and experience with this particular site. Thus, we have included Pacific
Coast Land Design and Ninyo & Moore on our team to execute landscape architecture and geotechnical
engineering efforts, respectively. Psomas successfully manages multi -disciplinary teams of consultants,
provides quality control over the entire project, assists with planning, processes permits and approvals with
applicable agencies, and provides comprehensive construction administration oversight during construction
and project closeout.

Through our diverse park and maintenance facility experience, we understand that success means creating
a facility that can serve its intended reach within budget. But perhaps even more important, Psomas knows
that maintenance facility workers are unique in their skillset and job function, which leads them to be very
creative in enhancing the maintenance facility's efficiency. They modify their workspace like no others can
and have brilliant ideas that may be consistent with the project budget. Outreach with the maintenance staff
will be critical and fascinating.
Jeremy Johnson is designated as our project manager. Jeremy is based out of our Valencia office and has
20 years of extensive experience in the management and design of complex, multi -faceted projects. He will be
supported by expert technical professionals for the planning, design, and document delivery, making sure that
the appropriate talent and physical resources are committed to the project. Jeremy is well known by city staff
and management as a highly competent project manager who has repeatedly delivered successful projects.
Jeremy was born and raised in Santa Clarita and is now raising his own family here.

INTRODUCTION
The City of Santa Clarita wishes to improve the Parks Department's maintenance yard and building located at Central
Park in the community of Saugus. The existing maintenance yard serves as the main hub for the parks maintenance
team. The existing site provides staff with employee parking, equipment storage, office space, and a garage for storage
and repairs. The site was originally constructed in 2000 and is in need of improvements to better serve parks staff
today and in the future.
The proposed area of development includes the existing maintenance building, equipment yard, staff parking area, plant
nursery, and a portion of undeveloped land to the southeast of the maintenance building. Proposed improvements which
will be integrated into the existing site will include expanded staff parking, efficient equipment storage, improved
circulation, electrical and technology upgrades, and drainage improvements. Proposed improvements to the existing
maintenance building include functional work spaces for all staff, workout areas for staff, mudroom, and locker room.
PROJECT DESIGN
Design Objectives
The specific design objectives of
the Parks Maintenance Yard project
will seek to evaluate, reimagine, and
ultimately improve the facility for the
needs of today and future growth of
the city. As such, it will be crucial to
participate in staff engagement meetings
as a partner to the City to get feedback
from the Parks Maintenance team and
users of the facility.
As the project components materialize,
Psomas will coordinate with the
City and project team to establish a
conceptual design. The conceptual
design will be based off of staff input and
the constraints of the site. Specific areas
of focus during the conceptual design
phase include the staff parking lot,
equipment storage, circulation, building
improvements, and a new maintenance
building. Conceptual plans will be
produced and an early cost estimate
established to check against the City's budget for the
project. This provides an opportunity for the City and
design team to review the scope of work and perform
value engineering before proceeding with preliminary
design. The design phase will include regular meetings
with City to ensure the project direction, schedule, and
budget are staying on track.
Design Opportunities
The project's objectives as discussed in the RFP and
during the pre -proposal site walk present unique design
opportunities based on the existing site topography
and proposed building uses. The existing site grades
undulate across the site and there are also beautiful,
mature trees that give the space its character. The goal
from a civil engineering standpoint would be to work with the existing grades and keep the existing trees as
much as possible. This is not a site that we recommend mass grading and introducing large retaining walls but
rather massaging the existing grades and strategically adding slopes and walls to create flat areas. The existing
urban forestry yard is also an intriguing area that we feel can be reimagined into a more useful area for both
storage and trash collection. The existing staff parking lot has great opportunities for expansion by removal of
the abandoned water tank.
Architecturally, this project needs to fulfill the current and future needs of the Parks Maintenance Yard facility
while increasing the quality of the working environment and the usability, durability of its materials and
systems of the facility. Architecturally this project can be broken into two efforts, the administration office
building, and the service bay structure.
Our initial understandings of the administrative office portion of the project from an architectural standpoint
would include increasing the flexibility and usability of the existing building for administrative uses. Need for
additional workspace for field staff along with workstations and office areas for the current administrative staff.
Potential opportunities such as natural daylighting and ventilation as well as energy efficiency of lighting and
mechanical systems should be explored. Potential
improvements to the building's entry point and
public service counter could be a potential to
improve security while increasing the public
service identity.
Initial thoughts regarding the new service bay
structure would include planning for tool and
general storage along with hazardous material
storage, appropriate space for maintenance
crews to maintain and repair vehicles along with
equipment. Space planning for flexibility for
current and future needs will be critical along
with planning for the various infrastructure
components such as power, water, compressed
air, and any other consumables the city
would require.

Psomas also assisted the City with the
Memorial Plaza at Central Park. The Memorial
Plaza is in honor of Gracie Muehlberger and
Dominic Blackwell. Psomas performed civil
engineering services including fine grading,
drainage, structural design, and oversaw the
landscape and irrigation components of the
project. Psomas was touched to be able to work
on this important local project as many of our
Valencia staff members attended Saugus High
School. Psomas was happy to provide a portion
of our services at no cost to the City.
Psomas provided civil engineering services for
the Central Park Build -Out, which included four
additional multi -purpose fields complete with
lighting, restrooms, parking lot, exercise stairs,
and passive and active recreational opportunities.
The development area is eight acres and is adjacent
to a dog park and a cross-country course. Psomas
has completed the design on this project and it is
currently awaiting the start of construction.
Psomas' civil engineering services successfully
integrated the existing park with a parking
lot, walkways, trails, upgrades to the dog park,
a pedestrian drop-off area, landscaping, site
furnishing, and disc golf relocation. Psomas was
also responsible for establishing survey controls,
calculating the record boundary, collecting existing
ground visible utilities, and a topographical design
survey of the existing field, including the existing
dog park and walkways, surrounding asphalt
parking areas, and hillsides areas.

Via Princessa Park is a County of Los Angeles
Measure-W project that focuses on stormwater
management while providing active and passive
recreation spaces in addition to water education
opportunities. This project, while still in the design
phases, showcases Psomas and PCLD's master
planning and project visualization capabilities in
combination with interdisciplinary and inter -agency
coordination capacity.
Psomas was selected to complete the Via Princessa
Park Master Plan and related access studies. The park
master plan is scheduled to include three multi -purpose
fields, field lighting, shade components, an optional
play structure, and an educational element component.
Studies include a Measure W Feasability Study,
engineering studies including bank lining, pedestrian
and vehicle access, and creek crossing solution. Psomas
is also assisting the City of Santa Clarita in earning a
sustainability certification for the Via Princessa Park.

The park will provide four lit multi -purpose fields
surrounded by a system of accessible pathways and
stormwater swales that will convey runoff to the
underground BMP on site. Honby Channel will be
incorporated into the stormwater improvements and
will include educational components to engage visitors
with on -site hydraulic engineering.
Public art and wayfinding elements will tie into the
requirements for Measure-W's education on site,
engaging users with both formal and passive moments
throughout the park. Instances of engaging educational
art around the park reference the 8' diameter
corrugated infiltration gallery pipes in the subgrade
BMP. The stormwater swales will double as informal
play opportunities connected to natural play areas
along the perimeter of the park.
Additionally, a nature-themed formal playground will
be centrally located adjacent to the shaded entry plaza
which includes a restroom. A variety of amenities are
strategically placed around the park, inviting users to
take part in an assortment of recreational activities
both outside of the sports fields and in conjunction
with them. Play areas and play field spectator areas will
include shade structures to protect visitors from the
elements in summer months.

Psomas was selected to complete the Plans,
Specifications, and Estimates for the project. The design
plans included the relocation of the existing entrance
gate to provide sufficient stacking distance for large
buses, a new gate with a card reader that will allow
automatic access, a center island with call button,
and video surveillance. In addition, the driveway was
widened in order to accommodate a turnaround outside
of the gate for cars and delivery trucks. Under Psomas'
supervision, subconsultants provide landscape and
irrigation plans, electrical plans, and low voltage plans.
Psomas provided civil engineering
and surveying services for the Transit
Maintenance Facility for the redesign of
the existing access driveway at the Transit
Maintenance Facility location in Santa
Clarita. This included a new driveway
entrance design for the existing driveway
that was more favorable to the fleet size and
daily operations at the facility. The Transit
Maintenance Facility is the main operational
hub for the city's public transportation
facilities and includes administrative offices,
bus parking, and a vehicle maintenance
shop. Psomas has completed the design on
this project, and it is currently awaiting the
start of construction.

The Metropolitan Water District originally retained RNT to perform facilities assessments for four existing residential
employee villages constructed in the 1930s and 1940s to support adjacent MWD pump station facilities, as well
as a prototypical village master plan and priority planning for phased delivery. Based on the facility assessments
and master planning outcomes, RNT has
additionally been engaged for design of
improvements at all four villages. Scope
includes the following new buildings:
74 residences, four clubhouses, two lodges,
two dining halls, and four storage buildings.
The scope of work also includes infrastructure
upgrades, road paving, landscaping,
playgrounds, sport courts, pools, and fitness
trails at each of the four employee villages.
The proposed structure replacements and
village enhancements will increase quality
of life for the resident employees who live and
work in these remote desert villages, and the
improvements will position MWD to attract
and retain quality employees into the future.

Headquarters and Master Plan: RNT completed this 92,000 SF remodel of the entire facility's interior spaces. All
existing interior walls, ceilings and utilities were demolished with the exception of utility rooms. The resulting
converted Class A office space provides the client with a desirable, vibrant work environment to help attract and retain
talent. Workspaces consist of private offices, project rooms, conference rooms and focus rooms with cubicle areas
broken down into smaller zones to manage
scale. Wayfinding is aided by the use of
distinct finishes to indicate separate zones
within the facility. A fitness center, full -
service dining room, large auditorium, break
rooms and some informal meeting spaces are
provided to enhance the work experience. The
space was designed with flexibility in mind,
making use of demountable partitions and
ceilings that can be rearranged as the space
utilization changes over time. Daylighting

to provide everyone with direct daylight.

Document services to the City of Carlsbad for a new shared, centralized 62,500 SF Emergency, Maintenance and
Operations Center (EMOC) facility and 225-space parking structure. RNT assisted the City with developing a clear
understanding of the design intent to be communicated to the Architect/General Contractor as part of the Design -Build
delivery process. The new facility will create efficiencies by sharing the cost of equipment and labor and establish a
common culture to meet the City's current and future needs. The site is planned to be adjacent to the existing Public
Safety Center and the Fleet Services Center. The EMOC facility will include the following: shop space; indoor/outdoor
storage; office space; 5-1/2 acres for a fleet yard; a shared yard for various departments; ground parking; a parking
structure; and two acres for future expansion to fulfill additional needs. Sustainable features included orienting the
building and developing sections to promote natural ventilation, and passive solar strategies to naturally heat and cool
the building. Additionally, the site plan and roof forms are optimized for solar photovoltaic systems. Modular office
wall systems allow for flexibility and less remodeling waste.

Conejo Recreation and Park District, Oakbrook Service Yard - Thousand
Oaks, CA: Assistant Project Manager provided civil engineering for the two -acre
service yard which is located off of Erbes Road. Psomas provided a site plan,
fine grading and drainage plan, utility plan, and a Stormwater treatment report.
The efforts also included close coordination with the Calluegas Municipal Water
District, Ventura County Fire Dept., and prefab manufacturer of the service
building. Psomas assisted the District from predesign through bidding and

City Yard Services Building Drainage - Burbank, CA: Project Manager
for an alternate Stormwater infiltration system at the new City Yard Services
Building in compliance with the City of Burbank LID program. Psomas provided
a Low Impact Development Feasibility Analysis for the 9.5 acre City Yard site.
The analysis included a conceptual hydrology that quantified on -site stormwater
run-off, and run-off coming from off -site drainage areas; and evaluated all the
site's drainage areas and mitigation of the stormwater runoff via the installation
of BMP infiltration systems per City requirements.

(approximately 150,000 SF) to multi -use artificial turf sports fields and retaining
wall at Edward Vincent Jr. Park.
Kaiser Permanente Sports Village, Phase III - Bakersfield, CA: Assistant
Project Manager responsible for site development and civil engineering for a
soccer field, playground, park and lake expansion. Psomas provided all the civil
engineering for the site grading, drainage, roads, walkways, wet utilities and
parking design. Psomas also provided the detailed design for the expansion of
the lake with a perimeter walking path and lookout locations on the lake banks.
Cochran Street/Las Llajas Channel and Los Angeles Avenue/Tapo
Canyon Channel - Simi Valley, CA: Project Engineer for the awarded road
widening and bridge improvement project, however, awaiting federal funds.
Services will include survey map, street and adjoining flood control channel
right of way lines, horizontal location, DTM prepared with contours, and cross
section elevations and civil engineering services for hydraulic analysis for the
existing and proposed conditions.
Lost Canyon Road Bridge Widening Over the Sand Canyon Wash -
Santa Clarita, CA: Project Manager for the roadway improvement design
and hydrology/hydraulics of the structural design. The project reconstructed
the bridge and adjacent roadways and intersections to provide wider lane and
shoulder conditions as well as a multi -use pedestrian and bicycle path that
created a safer route for students at the adjacent school.
Storm Drain Outfalls 2, 2A, 3, and 12 - Universal City, CA: Assistant Project
Manager completed a hydrology and hydraulics analysis for the tributary areas
of several outfalls to the Los Angeles River. Psomas' services included design,
permitting, and administration services for the new outfall. This included
permitting through the County of Los Angeles, United States Army Corps of
Engineers, Los Angeles Regional Water Quality Control Board, and California
Department of Fish and Wildlife. Psomas also provided design and construction

Continued BMP Project/Recreation Center - Los Angeles, CA: Project Manager
provided civil engineering services for the stormwater BMP design to divert,
treat, detain, and disinfect runoff from a 270-acre watershed for reuse as an
irrigation source for the existing park. The project diverts stormwater from the
existing 78-inch storm drain in Sawtelle Boulevard through a treatment train
which includes trash removal, hydrodynamic separation, a stormwater diversion
and circulation pump station, an underground 260,000-gallon detention facility
(constructed under tennis courts), and a chlorination and dechlorination system.
City of Los Angeles, Proposition O Implementation, South Los Angeles
Wetland Park - Los Angeles, CA: Proposition O Lead Project Manager for
a new purpose-built nine -acre public nature park and sustainable stormwater
treatment wetland constructed on a former MTA Brownfield redevelopment site.
This multi -benefit project includes riparian habitat, trails, boardwalks, viewing
platforms, outdoor classroom, educational signage, passive recreational space,
and picnic benches. The treatment facilities include diversion from a major
existing subsurface storm drain, structural pretreatment, high and low flow
pump station, and a 3-cell, 4.5-acre treatment wetland. The wetland treats a
portion of the runoff from the contributing 525-acre watershed using that runoff
to sustain the wetland. The project was delivered in partnership between the City
of Los Angeles Bureaus of Engineering and Sanitation, Recreation and Parks,
MTA, and Council District 9.
City of Los Angeles, Proposition O Implementation, Westside
Rainwater Park - Los Angeles, CA: Project Manager provided civil
engineering services for this purpose-built park constructed in a Los Angeles
Department of Water and Power Transmission Easement and improves the water
quality stormwater runoff entering Ballona Creek. It also provided a recreational
park to the community, including a Universally Accessible Playground (UAP).
A true collaborative effort with many stakeholders including the Bureau of
Engineering, Bureau of Sanitation, Recreation and Parks, LADWP - all assisting
the City to meet stormwater pollution reduction goals in the surf zone.
Milton Street Park - Los Angeles, CA: Project Manager provided civil
engineering design for a new 1.2-acre urban park alongside the Ballona Creek
Bike Trail. The park includes native plantings, bird watching platforms,
bike trail enhancements, seating areas, outdoor picnic areas, and an on -site
stormwater capture and treatment system. Public improvements included "green
street' measures within the Milton Street right-of-way abutting the park site,

Extensive hydrology analysis and alternative drainage solutions were
designed for the property to expand the facility's developable area and reduce

Whittier Greenway Trail East -Whittier, CA: Project Surveyor for this project
to extend the Whittier Greenway Trail 2.8 miles to connect with future trails in
La Habra and Brea. The trail is constructed on a city -owned railroad easement
parallel to abandoned Union Pacific Railroad tracks. The project will provide
scenic open space, alleviate traffic congestion, and improve air quality. Special
structural design of retaining walls and bridge abutments was required due to
the constrained right of way, a large gasoline pipeline under the pathway, and
many smaller utilities along the alignment. Drilled shafts supporting the bridge
are designed to straddle the utilities. Retaining walls were designed to lessen the
temporary construction easements required.

- Oxnard, CA: As Project Manager, Tyson led his team to design a Facilities
Master Plan for the Water Department Yard. The plan included a new

ground water storage tank, hardscape and landscape plan. As a product of this
plan, a 3-1) and physical model were created to explain the design intent. Cline

Helen Keller Community Park Community Building Project - Los Angeles,
CA: Served as Principal Geologist providing geotechnical consulting services and
oversight for the construction of a new 4,700 SF, community building located in
Los Angeles. Site improvements include a new reinforced masonry site wall, new
underground utility pipelines, concrete walkways, curb and gutters, as well as new
asphalt concrete paving. Earthwork for the project included overexcavation and
recompaction below the new building and site wall, as well as the exterior concrete
and paving areas in order to remove and replace the undocumented fill soils that
exist below the ground surface.
Elysian Valley Gateway Park Project located on Knox Avenue - Los
Angeles, CA: As Principal Geologist, provided geotechnical consulting services
for the Park Project. This park redevelopment project involved the design of a new
view deck surfaced with decomposed granite, dual-purpose retaining walls/seat walls
along the Los Angeles River Path, new concrete and decomposed granite walking
paths, fitness and bike repair stations, picnic areas, a play structure and interpretive
signage. Services included review of background geotechnical data and conceptual
improvement plans, coordination with Underground Service Alert for utility markout
and acquisition of boring permits from the County of Los Angeles, subsurface

PRELIMINARY
INVESTIGATION
The first activity to be undertaken for the design of the
Parks Maintenance Yard project is a comprehensive
investigation of the site and existing conditions.
Additionally, we will have a kickoff meeting with
the Project Development Team (PDT) to gather a full
understanding of their needs and expectations. Specific
activities and deliverables related to this task are
listed below.

Reconnaissance

the PDT to discuss the scope, purpose, schedule, and

with video from the project perimeter.
1.4 — Geotechnical and Soils Reports
Obtain and review available reports, maps, data,
infrastructure improvement plans, and any applicable
previous studies that have been conducted in the
vicinity of the project site. ►

determine and identify locations of all existing
underground and overhead utilities within the project
area, as well as future utility requirements. Obtain
available utility data from record drawings and
provide the information as part of the site base map
for the project.
► Confer and coordinate with affected agencies and
utility companies to identify design controls and
considerations necessary for plan preparation and
approvals.
► Review and analyze project objectives and
communicate with the Project Development Team

Perform all necessary geotechnical, soil
investigation, and engineering in support of the
project's design and grading plans. These include,
but are not limited to, recommendations for grading,
foundations and footings for buildings and accessory
structures, retaining walls, drainage, infiltration for
LID features, and road and parking lot subgrades.
Prepare a Geotechnical Report with the
recommendations for the proposed project. Report
will include all recommendations needed for
final design of the project, including design and
construction recommendations for the proposed road,
earthwork including site preparation, excavation,
and placing of fill. Task includes geotechnical site
investigation, laboratory testing, and preparation of
the geotechnical report for review and acceptance
by the City. Geotechnical Report will be submitted
to City's Engineering Services Division for review,
comment, and acceptance.

2.2 — Monthly Progress Report
Prepare monthly progress reports, progress schedule
updates, and supporting data. The progress report will
include accomplished tasks for the month, anticipated
progress for the next month, pending issues, and
schedule completion target dates.
2.3 — Schedule
Within two weeks of the Notice to Proceed (NTP),
provide a detailed project baseline schedule indicating
milestones, major activities, and deliverables to the City
for review and comment. Consultant will update the
schedule, as needed.
2.4 — Quality Control
Have a quality control plan in effect during the entire
course of the project.
2.5 — Staff Engagement
Consultant will attend and present at staff meetings,
if required and prepare project exhibits as needed in
support of the staff engagement process. Assume there
will be three staff meetings.

TASK 3 - CONCEPT DESIGN
AND STUDIES
Preparation of the concept design and studies is a critical
scope of work that will inform the project elements and
construction budget. This task encompasses the items of
work necessary to evaluate the project for opportunities
and constraints related to functionality for Parks
maintenance staff, the development of a conceptual plan
document and staff outreach.
3.1 — Staff Parking Lot Concept Design
and Study
This subtask is for the study and analysis of potential
parking layouts within the existing project site. The
parking lot will be sufficient to accommodate all
staff reporting to the Park's maintenance facility and
possibility include additional spaces for future growth.
Tasks include:
P. Work with City staff to evaluate required spaces,
lighting, and security cameras, vehicle access
requirements, and design parameters.
P. Explore possibility of removal of existing water
tank located in existing parking lot with associated
constraints and costs.
► The study should provide a summary, concept plans,
typical sections, profiles, construction cost estimates
and anticipated design and construction challenges.
3.2 e. City Vehicle and Maintenance
Equipment Parking Concept Design
and Study
This subtask is for the study and analysis of potential
parking layouts within the existing project site. The
parking areas will be sufficient to accommodate all
City vehicles and large maintenance equipment while
allowing for ease of circulation and protection from
the elements. Tasks include:
► Work with City staff and outside agencies to evaluate
required spaces, lighting, and security cameras,
vehicle access requirements, and design parameters.
► Provide parking layout that is conducive to frequent
vehicle movement, provides adequate space for
circulation of large vehicles and trucks with trailers,
suitable clearance and general improvement of
circulation.
P. Develop a concept for covered or enclosed parking
for large maintenance equipment and vehicles such
as riding lawn mowers, tractors, utility vehicles.
3.3 — Existing Staff Building Improvement
Concept Design and Study
This subtask is for the study and analysis of interior
improvements to existing maintenance building to
accommodate the following; staff offices, workspaces,
restrooms, meeting space, private conference space,
kitchen, copy room, office supply space, mudroom, gym,
locker room, and other potential required spaces.
Tasks include:
► Work with City staff and outside agencies to evaluate
required work spaces, storage, technology upgrades
and design parameters.
► Evaluate options for addition of a staff gym and
locker room in existing building or as an accessory
structure.
► Provide building expansion concept design plans.
Incorporate any required code upgrades and permits.
3.4 — Maintenance Building Concept Design
and Study
Create a conceptual plan for a maintenance structure
or structures to include the following; equipment repair
shop, small equipment and material storage, restroom,
mudroom and other potential required spaces.
Tasks include:
► Work with City staff and outside agencies to evaluate
required shop needs, storage requirements, and
design parameters.
► The study should provide a summary, concept plans,
typical sections, profiles, construction cost estimates,
a comparison of advantages and disadvantages, and
any associated easements, permitting and anticipated
design and construction challenges. Incorporate any
code requirements and permits.
3.ii General Site Improvement Concept
Design and Study
This subtask is for the study and analysis of the Parks
Maintenance Yard site with all proposed improvements
taken into consideration. Functionality, circulation and
drainage will all be addressed in this concept.
Tasks include:
► Evaluate options to provide improved vehicular
and pedestrian circulation linking all proposed
improvements. Safe paths of travel for pedestrians
and improved vehicular circulation will be
demonstrated.
► Develop a plan illustrating improved functionality
of Urban Forestry yard. Explore options for either
preserving current location or identifying a more
suitable location within the project site.
► Identify a location within project site and provide a
concept design for a fully functional wash bay with
clarifier and undercarriage wash station.
► Provide location within project site for roll -off trash
bins. Location will be accessible for pick up and
drop off and ease of loading. Work with City staff to
evaluate required space and quantities.
► Include technology upgrades in concept plan. Items
to be included; security system site -wide, WIFI,
fiber, computer connections, IT equipment room, and
EV charging infrastructure.
► Provide drainage plan that demonstrates an ample
system for capture of site water.
P. Provide a conceptual landscape plan for the project
site. Plan will explore the possibility of an outdoor
staff area.
3.6 - Staff Engagement
► Facilitate and attend three (3) staff meetings.
► Implement design changes received from staff
feedback.
► Provide coordination services to aid in the City's
staff engagement effort.
P. Prepare exhibits as needed in support of the staff
engagement process.

development phase of the project. The Consultant will
prepare project documents and provide the necessary
deliverables for a 30% design milestone.
P. Create a preliminary Site Plan that demonstrates the
size and relationship of the project components in
conjunction with the site constraints and topography.
The site plan should encompass the entire project
area, including pedestrian and vehicle access roads,
all site plan elements related to the revised parking
lot, building expansion, vehicle and equipment
storage and Urban Forestry yard.
P. Prepare architectural, structural, and M/E/P
preliminary building expansion plans.
P. Prepare a preliminary rough grading plan with
associated earthwork calculations.
P. Prepare a preliminary fine grading, paving, and
drainage plan.
P. Provide a preliminary wet utility plan that includes
storm drain, domestic water, and irrigation for the
site.
P. Develop a preliminary site lighting plan. Design
should include parking, and all site lighting locations
and sizing, with supporting calculations.
P. Develop preliminary landscape plans.
P. Prepare a preliminary estimate of probable
construction cost based on the program established
in the preliminary design.
P. Work with City staff to evaluate needs, required
space and amenities for temporary relocation of
City staff and maintenance operations during
construction. Provide relocation plan outlining
operational offset during constructions.

The Consultant will prepare PS&E documents and
provide the necessary deliverables at each specified
design milestone. Plans will be prepared, reviewed and
approved in phases based on the construction phasing
prepared by the Consultant and approved by the City.
5.1— Plans, Specifications, and Estimates (PS&E)
► Submit for plan review at 60%, 90%, and 100%, and
issue approved plans and specifications for bidding.
Provide all items required for submittal by the
reviewing agencies.
P. Provide visual presentation materials, including
drawings, color boards, computer generated 3-D
renderings, and other appropriate materials for use
and display in meetings.
► Provide an animated rendering video of the project
for the purpose of having an overall illustration
to capture and highlight the primary project

► Submit at all milestones, an updated design schedule,

Agencies, and utilities. Provide all necessary plan

► Map existing utilities on project base plans based
on as -built obtained from utility companies,
Underground Service Alert (USA) markings, and
potholing information.
► Provide coordination with required utility companies
to assist with any additional upgrades or service
necessary to supply the project site.

proposed project construction phasing, that include
but are not limited to the following:

sizing calculations and report in support of the

► Prepare a Standard Urban Stormwater Mitigation
Plan (SUSMP) for the project improvements per the
City's Municipal Code Chapter 17.95
► Prepare preliminary storm runoff analysis subject
to NPDES permit. Prepare a Storm Water Pollution
Prevention Plan (SWPPP) for all the construction
activities. The preparation of the SWPPP will be
done by a Qualified SWPPP Developer (QSD) and
it will meet all the requirements of the State's most
current version of the General Permit for Storm
Water Discharges Associated with Construction
Activities.
► Consultant will prepare specifications in a format
consistent with the latest edition of the Standard
Specifications for Public Works Construction
(SSPWC). For work items not adequately covered in
the SSPWC, project specific specifications will be
developed.
► The submitted plans and specification will be issued
in a condition such that the documents are complete,
fully coordinated between disciplines, and ready to
be issued for plan checking.
► Evaluate the feasibility and cost effectiveness to
pursue sustainability recognition and certification
through an industry recognized rating system such
as LEED, Envision, Sites or other equally accepted
program.
► The evaluation should include recommendations for
rating system programs with corresponding award
levels, all associated certification costs, a summary
of any additional design or coordination needed to
achieve final project certification, and an outline of
the process and estimated schedule.
► Prepare and provide all required Sustainability
Certification requirements, if the City chooses to
pursue the recommended certification.
► Prepare a construction cost estimate. The estimate
should include a breakdown of costs for each item
of work and match the bid schedule, item by item,
included in the specifications.
► Provide electronic copy of all documents developed
during the contracted period wi th the City.
Drawings are to be developed on AutoCAD Version
2022 or equivalent and documents will be prepared
utilizing Microsoft Office Suite (i.e., Word, Excel,
PowerPoint, and MSProject.)
5.2 — Plan Approvals and Permits
► Receive plan check approvals from all City divisions
including but not limited to Planning, Engineering
Services, Building and Safety, Traffic, Information
Services, Urban Forestry, Environmental Services,
Recreation and Community Services, Park
Maintenance, Parks Planning, and outside agencies
such as Los Angeles County Fire, or as needed for
construction permits.
► Los Angeles County approvals for any associated
storm drain and sanitation permits.
► Obtain any necessary Fire Department approvals,
including a Fuel Modification Plan approval.
► Consultant to provide all documentation for the
SWPPP permit. City will assemble the NOI for
the project.
► Finalize all required Sustainability Certification
requirements, if needed.
► The Consultant is to provide the City with an
original and/or updated complete set of approved
plans, specifications, and estimate. Construction
specifications will be written specific to the project.
5.3 — Bid Meetings and Support

► Attend weekly job site meetings and inspection visits
► Respond to RFIs and review submittals and shop

► Prepare construction bulletins as needed

Consultant and submitted to the Project Manager.

► Perform final review and contribute to the punch list
with the contractor.
► Procure and maintain construction management
software for coordination and filing of construction
documents.
6.2 — As -Built Plans
Consultant will prepare as -built drawings upon
completion of the project and acquire the contractor's
daily red lined plans from the contractor and their
subcontractors. Final Record Drawing will need to be
both in electronic files (CAD and PDF) and hard copies.
This subtask will be noted as a separate line item.

SUMMARY OF CONTRACTUAL REQUIRMENTS
1. A contract is required for any service performed on behalf of the City of Santa Clarita (City).
2. By submitting a proposal, you have reviewed the sample contract documents contained within this
request for proposals and agree to be bound by the requirements set forth.
3. Questions and requests for modification of these terms must be negotiated and approved prior to
proposal submission and are at the full discretion of the City.
SUMMARY OF INDEMNITY AND INSURANCE REQUIREMENTS
1. These are the Indemnity and Insurance Requirements for Contractors providing services or supplies to
City of Santa Clarita (City). By agreeing to perform the work or submitting a proposal, you verify that you
comply with and agree to be bound by these requirements. If any additional Contract documents are
executed, the actual Indemnity language and Insurance Requirements may include additional provisions
as deemed appropriate by City's Purchasing Agent.
2. You should check with your Insurance advisors to verify compliance and determine if additional
coverage or limits may be needed to adequately insure your obligations under this agreement. These are
the minimum required and do not in any way represent or imply that such coverage is sufficient to
adequately cover the Contractor's liability under this agreement. The full coverage and limits afforded
under Contractor's policies of Insurance shall be available to Buyer and these Insurance Requirements
shall not in any way act to reduce coverage that is broader or includes higher limits than those required.
The Insurance obligations under this agreement shall be: 1—all the Insurance coverage and limits carried
by or available to the Contractor; or 2—the minimum Insurance requirements shown in this agreement,
whichever is greater. Any insurance proceeds in excess of the specified minimum limits and coverage
required, which are applicable to a given loss, shall be available to City.
3. Contractor shall furnish the City with original Certificates of Insurance including all required amendatory
endorsements and a copy of the Declarations and Endorsement Page of the CGL policy listing all policy
endorsements to City before work begins. City reserves the right to require full -certified copies of all
Insurance coverage and endorsements.
I. INDEMNIFICATION:
To the fullest extent permitted by law, including without limitation Civil Code sections 2782 and
2782.8, CONSULTANT shall defend (with legal counsel reasonably acceptable to CITY), indemnify and hold
harmless CITY and its officers, agents, departments, officials, representatives and employees (collectively
"Indemnitees") from and against any and all claims, loss, cost, damage, injury (including, without
limitation, economic harm, injury to or death of an employee of CONSULTANT or its subconsultants),
expense and liability of every kind, nature and description that arise from or relate to (including, without
limitation, incidental and consequential damages, court costs, attorneys' fees, litigation expenses and fees
of expert consultants or expert witnesses incurred in connection therewith and costs of investigation) that
arise from or relate to, directly or indirectly, in whole or in part, from: (1) any negligent act or omission
of CONSULTANT, any subconsultant, anyone directly or indirectly employed by them, or anyone that they
control; (2) any actual or alleged infringement of the patent rights, copyright, trade secret, trade name,
trademark, service mark or any other intellectual or proprietary right of any person or persons in
consequence of the use by CITY, or any other Indemnitee, of articles or Services to be supplied in the
performance of this Agreement; or (3) any breach of this Agreement (collectively "Liabilities"). Such
obligations to defend, hold harmless and indemnify any Indemnitee shall not apply to the extent such
Liabilities are caused by the sole or active negligence or willful misconduct of such Indemnitee, but shall
apply to all other Liabilities.
The foregoing indemnification provisions will not reduce or affect other rights or obligations
which would otherwise exist in favor of the CITY and other Indemnitees.
CONSULTANT shall place in its subconsulting agreements and cause its subconsultants to agree to
indemnities and insurance obligations in favor of CITY and other Indemnitees in the exact form and
substance of those contained in this Agreement.
II. INSURANCE
(A) Before commencing performance under this Agreement, and at all other times this
Agreement is effective, CONSULTANT will procure and maintain the following types of insurance with
coverage limits complying, at a minimum, with the limits set forth below:

(i) Commercial general liability insurance will meet or exceed the requirements of
ISO-CGL Form No. CG 00 01 11 85 or 88. The amount of insurance set forth above will be a combined
single limit per occurrence for bodily injury, personal injury, and property damage for the policy coverage.
Automobile coverage will be written on ISO Business Auto Coverage Form CA 00 01 06 92, including
symbol 1 (Any Auto). Liability policies will be endorsed to name CITY, its officials, and employees as
"additional insureds" under said insurance coverage and to state that such insurance will be deemed
"primary" such that any other insurance that may be carried by CITY will be excess thereto. Such
endorsement must be reflected on ISO Form No. CG 20 10 1185 or 88, or equivalent. Such insurance will
be on an "occurrence," not a "claims made," basis and will not be cancelable or subject to reduction
except upon thirty (30) days prior written notice to CITY.
(ii) Professional liability coverage will be on an "occurrence basis" if such coverage is
available, or on a "claims made" basis if not available. When coverage is provided on a "claims made
basis," CONSULTANT will continue to renew the insurance for a period of at least three (3) years after this
Agreement expires or is terminated. Such insurance will have the same coverage and limits as the policy
that was in effect during the term of this Agreement, and will cover CONSULTANT for all claims made by
CITY arising out of any errors or omissions of CONSULTANT, or its officers, employees or agents during the
time this Agreement was in effect.
CONSULTANT will furnish to CITY duly authenticated Certificates of Insurance evidencing
maintenance of the insurance required under this Agreement, including endorsements, and such other
evidence of insurance or copies of policies as may be reasonably required by CITY from time to time.
Insurance must be placed with California -admitted insurers with (other than workers compensation) a
current A.M. Best Company Rating of at least "A:VII."
Waiver of Subrogation: The insurer(s) agree to waive all rights of subrogation against CITY, its
elected or appointed officers, officials, agents, volunteers and employees for losses paid under the terms
of the workers compensation policy which arise from work performed by CONSULTANT for CITY.
Should CONSULTANT, for any reason, fail to obtain and maintain the insurance required by this
Agreement, CITY may obtain such coverage at CONSULTANT's expense and deduct the cost of such
insurance from payments due to CONSULTANT under this Agreement or terminate pursuant to
TERMINATION section. In the alternative, should CONSULTANT fail to meet any of the insurance
requirements under this Agreement, City may terminate this Agreement immediately with no penalty.
Should CONSULTANT'S insurance required by this Agreement be cancelled at any point prior to
expiration of the policy, CONSULTANT must notify City within 24 hours of receipt of notice of cancellation.
Furthermore, CONSULTANT must obtain replacement coverage that meets all contractual requirements
within 10 days of the prior insurer's issuance of notice of cancellation. CONSULTANT must ensure that
there is no lapse in coverage.
The CITY shall be entitled to any coverage in excess of the minimums required herein.
I have read and understand the above requirements and agree to be bound by them for any work
performed for the City.
