CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: ' DATE: May 23, 2023 SUBJECT: FINAL TRACT MAP FOR TRACT NO. 52455-13 (WEST CREEK - AREA D) DEPARTMENT: Public Works PRESENTER: Amalia Marreh RECOMMENDED ACTION City Council: 1. Approve Final Tract Map for Tract No. 52455-13. 2. Accept on behalf of the public the right to restrict further development of lot 1 until further subdivision by Final Map. 3. Make findings as follows: This project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved. 4. Instruct the Director of Administrative Services to endorse the Special Assessment Statement on the face of Final Tract Map for Tract No. 52455-13, which indicates all special assessments levied by the City of Santa Clarita are paid. 5. Instruct the City Clerk to endorse the City Clerk's Statement on the face of Final Tract Map for Tract No. 52455-13, which embodies the approval of said map. 6. Instruct the City Surveyor to endorse the City Surveyor's Statement on the face of Final Tract Map for Tract No. 52455-13, which provides for verification that the map is technically correct. 7. Instruct the City Engineer to endorse the City Engineer's Statement on the face of Final Tract Map for Tract No. 52455-13, which provides for verification of substantial conformance with the Tentative Tract Map and all provisions of local ordinances and state laws applicable at the time of approval. Page 1 Packet Pg. 44 O BACKGROUND The Final Tract Map for Tract No. 52455-13 (West Creek - Area D), an exhibit of which is attached hereto, has been reviewed by staff and found to be in substantial conformance with the principles and standards required by the Unified Development Code and State Subdivision Map Act. It was approved as Exhibit "A" of Amended Vesting Tentative Tract Map No. 52455 by the Los Angeles County Department of Regional Planning on June 5, 2007. This area was subsequently annexed to the City of Santa Clarita on November 15, 2016. This Final Tract Map for Tract No. 52455-13 consists of the subdivision of 200.03 acres into 10 lots. No development is currently being proposed with this map. Lot one (1) may be subdivided and developed in the future for condominium purposes. Developer will dedicate the lots within the San Francisquito Creek in fee simple to the City per separate instruments after environmental conservation easements have been recorded. The subject property is located west of the intersection of McBean Parkway and Copper Hill Drive, east of West Creek Community Park. Pursuant to Section 66474.1 of the Subdivision Map Act, a legislative body shall not deny approval of a final or parcel map if it was previously approved as a tentative map for the proposed subdivision and if it finds the final or parcel map is in substantial compliance with the previously approved tentative map. The Final Tract Map for Tract No. 52455-13 was reviewed to the satisfaction of the City Engineer and found to be in substantial conformance with the previously approved final tentative tract map. The conditions of approval established by Los Angeles County were adopted by the City of Santa Clarita and were met and fees have been and/or will be paid as indicated on the attached Fact Sheet. Therefore, the Final Tract Map for Tract No. 52455-13 is ready for City Council approval. ALTERNATIVE ACTION Staff has not identified alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT There is no fiscal impact associated with this action. Owner: The Newhall Land and Farming Company (a California Limited Partnership) Trails/Paseos: No new trails are being dedicated to the City by this map. B&T Fees: The applicable Bridge and Thoroughfare (B&T) Fee(s) were paid to the County of Los Angeles prior to annexation into the City of Santa Clarita. Transit Fees: The Transit Fee obligation was not required by Los Angeles prior to annexation into the City of Santa Clarita. Quimby Fees: The applicable Quimby Fee(s) were paid to the County of Los Angeles prior to annexation into the City of Santa Clarita. School Fees: No buildings are proposed with this map; therefore, no school fees are applicable. Packet Pg. 47
