CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: TAA,/� DATE: June 13, 2023 SUBJECT: TRANSPORTATION DEVELOPMENT PLAN UPDATE CONTRACT DEPARTMENT: Economic Development PRESENTER: Adrian Aguilar RECOMMENDED ACTION City Council: Award a contract to Transportation Management & Design, Inc., to update the City of Santa Clarita Transit's Transportation Development Plan in a total contract amount not to exceed $299,856. 2. Authorize the City Manager or designee to execute all contract documents, subject to City Attorney approval. BACKGROUND Santa Clarita Transit has served the residents of the City of Santa Clarita (City) since 1992. In the 31 years of transit operations, the City has grown significantly in both size and population. As a result, the transit system has grown as well. Beginning as a small local transit operation, the transit fleet has now grown to over 100 vehicles providing local, commuter, Dial -A -Ride, and Micro -transit services. The Transportation Development Plan (TDP) serves as a guiding document to ensure Santa Clarita Transit continues to meet the needs of our ever -changing community. The TDP covers a planning period of five -to -ten years and is updated with similar regularity. This project will update the 2018 TDP, which included a series of short-, medium-, and long- term recommendations. Incremental route enhancements have since been made which address nearly all of the 2018 TDP recommendations. However, since the document's completion, several significant changes within the City have taken place which elicit the need to review the service as a whole. The 2023 TDP update will address recent and future developments such as the Vista Canyon, FivePoint Valencia, Tesoro del Valle, The Center at Needham Ranch, Five Page 1 Packet Pg. 167 Knolls, and Williams Ranch projects, as well as shifts in demographics and employment trends to ensure service recommendations adequately address projected transit needs. The Request for Proposals (RFP) was published on Bidnet on March 15, 2023. Notifications were also sent directly to consultants on file. Fifty-five (55) vendors downloaded the RFP and two (2) proposals were received by the closing date of April 21, 2023. The RFP was conducted in compliance with federal procurement standards. The two responsive bidders were: Company Location Transportation Management & Design, Inc. (TMD) Carlsbad, California Kimley Horn Los Angeles, California Written proposals were scored in five categories: Understanding of the Project Requirements (15%), Staff Qualifications (35%), Experience (20%), References (10%) and Cost of Services Provided (20%). A panel of three City staff members evaluated and scored all responsive proposals. The figures below represent an average of the individual staff scores. While both bidders are capable and have excellent references, TMD's proposal was more thorough in describing their technical approach and methodologies in every requested task, demonstrating a deeper understanding of the intricacies of the transit industry and the overall project. In addition, their prior experience with developing over 100 TDPs and over 500 transit -specific planning projects demonstrates their ability to deliver a document that can be referenced for years to come. It is staff s recommendation that TMD be awarded the contract for the project. ALTERNATIVE ACTION 1. Direct staff to reissue an RFP to update the City of Santa Clarita Transit's Transportation Development Plan. 2. Other action as determined by the City Council. FISCAL IMPACT There is no fiscal impact to the General Fund. All required funding has been programed into the FY 2023-24 Transit Division budget as a result of a federal grant award from the competitive FY 2021 Route Planning Restoration Program.
