CITY OF SANTA CLARITA AGENDA REPORT NEW BUSINESS CITY MANAGER APPROVAL: TAA,/� DATE: June 27, 2023 SUBJECT: LOS ANGELES COUNTY SHERIFF'S DEPARTMENT DEPUTY ROTATION FIVE -SIGNATURE LETTER DEPARTMENT: City Manager's Office PRESENTER: Jason Gibbs RECOMMENDED ACTION City Council discuss and provide direction to staff regarding sending the attached letter to Sheriff Robert Luna, opposing the Los Angeles County Sheriff Civilian Oversight Commission recommendation to require the regular rotation of patrol deputies. BACKGROUND In February 2023, the Los Angeles County Sheriff Civilian Oversight Commission (Commission) was presented with a report by the Special Counsel. The report includes 27 recommendations to combat "deputy gangs and cliques" in the Los Angeles County Sheriff's Department, including a recommendation that the Los Angeles County Sheriff (Sheriff) regularly rotate all patrol deputies every five years. At the March 7, 2023, Los Angeles County Board of Supervisor's (Board of Supervisors) meeting, a motion was made by Supervisor Hilda Solis to adopt all 27 recommendations and request Sheriff Robert Luna adopt and implement the recommendations. The Board of Supervisors unanimously approved the motion (5-0), which also directed the County Chief Executive Office and the Special Counsel to report back on whether any additional action from the Board of Supervisors is necessary to implement any of the 27 recommendations. A report back has not been published and no subsequent action has been taken by Sheriff Robert Luna at the time this report was developed. At the June 13, 2023, regular City Council meeting, Mayor Jason Gibbs requested that the City Council consider sending a letter to Sheriff Robert Luna, opposing the recommendation to require the regular rotation of patrol deputies. At the time this report was developed, cities and individual local officials from 31 of the 41 Page 1 Packet Pg. 107 O contract cities have sent letters opposing the recommendation to require the regular rotation of patrol deputies. ALTERNATIVE ACTION Other action as directed by the City Council. FISCAL IMPACT Approval of the recommended action requires no additional resources beyond those already contained within the adopted FY 2022-23 budget. Temple Street Los Angeles, CA 90012 Dear Sheriff Robert Luna: SUBJECT: Opposition to the Los Angeles County Sheriff Civilian Oversight Commission's Recommendation to Regularly Rotate Patrol Deputies We are writing to express the Santa Clarita City Council's opposition to the Los Angeles County Sheriff Civilian Oversight Commission's recommendation to regularly rotate patrol deputies and respectfully urge that this recommendation not be implemented. The City of Santa Clarita (City) values the collaborative and effective partnership with the Santa Clarita Valley Sheriff's Station (Station), which has provided law enforcement services to the City since incorporation in December 1987. The Station is made up of many patrol deputies who have grown up and currently live and raise their families here in Santa Clarita. The community awareness, pride, and ownership that comes with serving a community you currently live in or have served for an extended period of time significantly enhances the quality of service and community benefit and is not something that can be replicated through trainings. Additionally, allowing for patrol deputies to serve consistently at one station enables them to develop and maintain strong relationships and trust with residents, businesses, schools, and other community stakeholders, further enhancing their ability to address specific and unique community concerns and effectively combat local crimes. Packet Pg. 109 Honorable Robert Luna 5.a June 27, 2023 Page 2 Imposing mandatory rotations for all patrol deputies would impede on the community -driven law enforcement services that have played a significant role in the City's successful partnership with the Station. For these reasons, the City of Santa Clarita opposes the recommendation to regularly rotate patrol deputies and respectfully urges that this recommendation not be implemented.
