You may address the Council once per meeting during Public Participation on any matter within the Council's jurisdiction that is not listed on the agenda. Public Participation speaker's cards must be submitted to the City Clerk BEFORE this portion of the meeting begins. To address the Council regarding an item on the agenda, please fill out a speaker's card and submit it to the City Clerk BEFORE the Mayor announces the item. Each person addressing the Council is given three minutes to speak (with double the time allotted to non-English speakers using a translator) indicated by a colored light system on the Council dais. If you wish to provide information to the Council, please present the City Clerk with 10 copies. Otherwise, your materials will simply be added to the official record. Please note use of City Council Chamber technology equipment to present electronic material during meetings is not allowed. In compliance with the Americans with Disabilities Act, if you need special assistance to participate in this meeting, please contact the City Clerk's Office, (661) 255-4391. Notification 48 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to this meeting. INVOCATION Weste CALL TO ORDER ROLL CALL FLAG SALUTE EXECUTIVE MEETING This time has been set aside for Councilmembers to review the agenda and obtain any further information that may be needed. Council will also discuss each individual item during the course of the meeting with the exception of the Consent Calendar, which may be approved in its entirety by one motion, unless there is a request to pull an item for discussion. No action will be taken on public agenda items during the Executive Meeting. AWARDS AND RECOGNITIONS West Ranch High School Band Childhood Cancer Awareness Month Proclamation Constitution Week Proclamation PUBLIC PARTICIPATION This time has been set aside for the public to address the City Council on items NOT listed on the agenda. The City Council will not act upon these items at this meeting other than to review and/or provide direction to staff. All speakers must submit a speaker's card to the City Clerk PRIOR to the beginning of this portion of the meeting. Thirty minutes are allotted for public input at this time. The FIRST TEN people to submit a speaker card prior to the beginning of Public Participation will be heard. STAFF COMMENTS COMMITTEE REPORTS/COUNCILMEMBER COMMENTS NEW BUSINESS NOMINATION TO THE LOS ANGELES COUNTY EXECUTIVE COMMITTEE ON HOMELESSNESS - The Los Angeles County Executive Committee on Homelessness was recently established by the Los Angeles County Board of Supervisors and is intended to develop a countywide plan to address homelessness. The motion establishes a nine -member Executive Committee, including a representative for the Los Angeles North County and San Fernando Valley subregions. RECOMMENDED ACTION: City Council discuss and recommend a member of the City Council to serve on the Los Angeles County Executive Committee on Homelessness. Page 2 CONSENT CALENDAR All matters listed under the Consent Calendar are considered routine and will be enacted by one motion by the City Council. The items are not individually discussed by the City Council unless a request is made by a member of the public or the Council, in which case, the item(s) will be removed from the Consent Calendar and will be considered separately. 2. APPROVAL OF REGULAR MEETING MINUTES — The minutes of the City Council are submitted for approval. RECOMMENDED ACTION: City Council approve the minutes of the August 22, 2023 Regular Meeting. 3. CHECK REGISTER NOS. 17 AND 18 - Check Register No. 17 for the Period 07/14/23 through 07/27/23 and 08/03/23. Electronic Funds Transfers for the Period 07/17/23 through 07/28/23. Check Register No. 18 for the Period 07/28/23 through 08/10/23 and 08/17/23. Electronic Funds Transfers for the Period 07/31/23 through 08/11/23. RECOMMENDED ACTION: City Council approve and ratify for payment the demands presented in Check Register No. 17 and Check Register No. 18. 4. SANTA CLARITA VALLEY GROUNDWATER SUSTAINABILITY AGENCY MEMBERSHIP FUNDING - City Council consideration to authorize an appropriation of $20,000 for the City of Santa Clarita's annual member contribution to the Santa Clarita Valley Groundwater Sustainability Agency. RECOMMENDED ACTION: City Council appropriate $20,000 annually from the Stormwater Utility fund balance to expenditure account 3567200-510102 for Fiscal Year 2023-24 through Fiscal Year 2026- 27 to pay for Santa Clarita Valley Groundwater Sustainability Agency membership dues. Appropriations commencing in Fiscal Year 2024-25 are contingent upon appropriation of funds by the City Council during the annual budget process. 5. 2023 ENGINEERING AND TRAFFIC SURVEY STUDY - City Council consideration to establish prima facie speed limits for 13 highway segments that meet the criteria included in the 2023 Traffic and Engineering Survey Study. RECOMMENDED ACTION: City Council: Adopt a resolution establishing prima facie speed limits on each roadway segment included in the 2023 Engineering and Traffic Survey Study. 2. Direct the City Clerk to certify the 2023 Engineering and Traffic Survey Study. Page 3 Direct staff to install the necessary speed limit signage changes brought about by adopting the 2023 Engineering and Traffic Survey Study. 4. Request the Los Angeles County Sheriff's Department to continue the radar enforcement program on City of Santa Clarita streets and highways covered in the 2023 Engineering and Traffic Survey Study as soon as the signage changes are complete. 6. SPECIALIZED DUMP TRUCK CONTRACT - This item would approve the purchase of a 2025 Freightliner 114SD, Cummins L9N 320 HP Engine, CNG dump truck, using Sourcewell contract 4060920-NAF. RECOMMENDED ACTION: City Council: 1. Approve the "piggyback" purchase of a 2025 Freightliner 114SD, Cummins L9N 320 HP Engine, Compressed Natural Gas dump truck, using Sourcewell cooperative purchasing contract 4060920-NAF in an amount not to exceed $327,733. 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. 7. SECOND READING AND ADOPTION OF AN ORDINANCE TO CHANGE THE ZONING DESIGNATION FROM NON -URBAN 5 TO MIXED -USE NEIGHBORHOOD, AND ESTABLISH THE JOBS CREATION OVERLAY ZONE FOR THE DEVELOPMENT OF THE SHADOWBOX STUDIOS PROJECT (MASTER CASE 21-109) - The second reading of an ordinance for the implementation of a zone change and overlay zone associated with the Shadowbox Studios project, a nearly 1.3 million square foot film and television studio campus, including 19 soundstages, a two-story warehouse support building, three-story office, catering facilities, and a four-story (with five parking levels) parking garage. RECOMMENDED ACTION: City Council waive reading of the text and consent to read by title only, as listed on the agenda, and adopt an ordinance entitled "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, APPROVING ZONE CHANGE 21-001 (MASTER CASE 21-109) TO AMEND THE CITY'S ZONING MAP AND CHANGE THE ZONING DESIGNATION OF ASSESSOR'S PARCEL NUMBERS 2834-002-046, 2834-003-044, 2834-016-041, 2834-017-021, 2834-001-014, 2834-005- 041, 2834-004-045, 2834-014-043, AND 2834-015-021 FROM NON -URBAN 5 TO MIXED -USE NEIGHBORHOOD, AND ESTABLISH THE JOBS CREATION OVERLAY ZONE ACROSS ASSESSOR'S PARCEL NUMBERS 2834-021-034, 2834- 001-034, 2834-011-021, 2834-010-043, 2834-008-039, 2834-001-015, 2834-006-041, 2834-007-045, 2834-013-041, 2834-021-023, 2834-005-041, 2834-004-045, 2834-014- 043, AND 2834-015-021." Mary Cusick City Clerk Santa Clarita, California Page 5 PROCLAMATION Childhood Cancer Awareness Month September 2023 WHEREAS, each year approximately 300,000 children and youth under the age of 19 are diagnosed with cancer worldwide; and WHEREAS, childhood cancer is the number one disease -related cause of death for children in the United States and many other countries; and WHEREAS, two-thirds of those who survive childhood cancer endure chronic health conditions from the toxic effects of cancer treatment, including secondary cancers and other life -threatening illnesses; and WHEREAS, the causes of childhood cancer are largely unknown and more study is needed to understand which treatments work best for children; and WHEREAS, cancer treatment for children often must differ from traditional adult treatments to take into account children's developmental needs and other factors. NOW, HIERf'J'ORE, the City of Santa Clarita does hereby proclaim September 2023 as Childhood Cancer Arvwarreness Month and encourage residents to learn more about how they can help children who are diagnosed with cancer and their families. Signed this 12- day of September, 2023 Jason Gibbs, Mayor Santa Clarita, California r Packet Pg. 6 PROCLAMATION Constitution Week S( ?pfember 17-23, 2023 WHEW EAS, September 17, 2023, marks the two hundred and thirty-sixth anniversary of the drafting of the Constitution of the United States of America by the Constitutional Convention; and iVHERE,9bS, it is fitting and proper to officially recognize this magnificent document and the anniversary of its creation; and iVHERE,9b? Public Law 915 guarantees the issuing of a proclamation each year by the President of the United States of America designating September 17 through 23 as Constitution Week; and WHEREAS, the United States Constitution stands as a testament to the tenacity of Americans throughout history to maintain their liberties, freedoms, and inalienable rights; and WHEREAS, this celebration of the Constitution was started by the Daughters of the American Revolution. In 1955, DAR petitioned Congress to set aside September 17 through 23 annually to be dedicated for the observance of Constitution Week. The resolution was later adopted by the U.S. Congress and signed into public law on August 2, 1956, by President Dwight D. Eisenhower; and WHEREAS, the goals of the Constitution Week celebration are to: emphasize citizens' responsibilities for protecting and defending the Constitution; informing people that the Constitution is the basis for America's great heritage and the foundation for our way of life; and encouraging the study of the historical events which led to the framing of the Constitution in September 1787; and WHEREAS, Constitution Week is a great time to learn more about this important document and celebrate the freedoms it gave us. We encourage residents to learn more about the Constitution by visiting the City of Santa Clarita Public Libraries.
