CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: TAA,/� DATE: August 22, 2023 SUBJECT: DRAYTON STREET IMPROVEMENTS, PROJECT F 1024 - PLANS, SPECIFICATIONS, AND CONSTRUCTION CONTRACT DEPARTMENT: Public Works PRESENTER: Shannon Pickett RECOMMENDED ACTION City Council: 1. Approve the plans and specifications for the Drayton Street Improvements, Project F1024. 2. Find the Drayton Street Improvements Project exempt from review under the California Environmental Quality Act (CEQA) pursuant to Title 14 of the California Code of Regulations, Article 19, Section 15301. 3. Award the construction contract to R.C. Becker and Son, Inc., in the amount of $570,624 and authorize a contingency in the amount of $85,593, for a total contract amount not to exceed $656,217. 4. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Drayton Street Improvements will provide sidewalk, curb and gutter, and curb ramps along the south side of Drayton Street to provide a continuous pedestrian path of travel from Railroad Avenue up to the termination of Drayton Street. The project will also provide pavement rehabilitation treatment for Drayton Street and segments of Springbrook Avenue and surface drainage improvements in this area. This project provides the necessary roadway improvements and pedestrian facilities in support of the ongoing construction of a year-round homeless shelter. This project supports the Sustaining Public Infrastructure theme and the Building and Creating Community theme of the City of Page 1 Packet Pg. 196 O Santa Clarita's (City) five-year strategic plan, Santa Clarita 2025. The Drayton Street Improvements Project is not subject to CEQA review pursuant to Title 14 of the California Code of Regulations, Article 19, Section 15301, which exempts from CEQA review projects that consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of existing or former use. Examples include, but are not limited to, existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities, as well as the addition of safety protection devices in conjunction with existing facilities. This project meets the criteria for this exemption because the Drayton Street Improvements will include repairs and maintenance to existing streets, adding sidewalk, curb and gutter, and does not alter or expand the existing use. Construction Solicitation Process An invitation to bid was prepared and published twice, on July 6 and 13, 2023, and was posted on BidNet. A total of two bids were submitted to the City and opened by Purchasing on July 28, 2023. The bidders were instructed to provide bids for two separate bid schedules, each corresponding to a pavement treatment option. Purchasing conducted a selection process in accordance with California Public Contract Code section 20103.8(d) which states that "The lowest bid shall be determined in a manner that prevents any information that would identify any of the bidders or proposed subcontractors or suppliers from being revealed to the public entity before the ranking of all bidders from lowest to highest has been determined." This process was followed to ensure fairness when opening, reviewing, and determining the lowest responsive and responsible bidder. After review of the bids by the project manager, the basis for award was determined to be the lowest bid within the project budget for the chosen overlay option. Oxnard, CA $1,034,040 Staff recommends awarding the construction contract to R.C. Becker and Son, Inc., the lowest responsive and responsible bidder. This contractor possesses a valid state contractor's license and is in good standing with the Contractors State License Board. Staff reviewed the bid response for accuracy and conformance to the contract documents and found it to be complete. The bid proposal adheres to the project's plans and specifications and is available in the City Clerk's Reading File. The Drayton Street Improvements budget will fund the construction and construction support services. The budget will also provide for staff oversight, public works inspection, labor compliance services, project management, utility fees, and miscellaneous project administration costs. The requested construction contingency will cover the cost of unforeseen conditions such as potential utility conflicts, abandoned utilities not shown in record drawings, field adjustments, and additional work requested by the City. FISCAL IMPACT Adequate funds are available in expenditure accounts F1024233-516101 (TDA Article 8 Fund) and F1024393-516101 (City Housing Successor Fund) to support the recommended contract and project administrative costs.
