CALL TO ORDER Mayor Gibbs called to order the Joint Regular meeting of the City Council and Board of Library Trustees at 6:06 p.m. ROLL CALL All Councilmembers were present. FLAG SALUTE Mayor Pro Tern Smyth led the flag salute. EXECUTIVE MEETING This time has been set aside for Councilmembers to review the agenda and obtain any further information that may be needed. Council will also discuss each individual item during the course of the meeting with the exception of the Consent Calendar, which may be approved in its entirety by one motion, unless there is a request to pull an item for discussion. No action will be taken on public agenda items during the Executive Meeting. AWARDS AND RECOGNITIONS Councilmember Weste discussed the accomplishments of Team USA in the 16th International Dragon Boat Racing Championships in Thailand, who brought home 68 medals, and invited them to the dais to take a photo. Mayor Gibbs spoke of the Tidings for Teens program, which provides local foster youth with gift cards during the back to school season and holidays, and invited founding members Jessica and Kaylin Mai to the dais to receive a certificate and take a photo. Councilmember Miranda stated that this year's Hispanic Heritage month theme is "Todo Somos, Somos Uno: We Are All, We Are One" and that the City launched new Spanish social media platforms. Councilmember Miranda announced that the City proclaims September 2023 as Hispanic Heritage Month and invited Chair Patsy Ayala and members of the Latino Business Alliance to the dais to receive the proclamation and take a photo. Councilwoman McLean addressed the effects of domestic violence and the support of the Child and Family Center to help victims. Councilwoman McLean announced that the City proclaims October 2023 as National Domestic Violence Awareness Month in Santa Clarita and invited staff members from the Child and Family Center, Nikki Buckstead, Jaime Piscione, Tiffany Thomas, and Shenice Bah to the dais to accept the proclamation and take a photo. Councilmember Miranda commented on The Master's University achieving a high ranking in many categories in the recent Wall Street Journal survey of best colleges in the United States. Councilmember Miranda invited Todd Kostjuk, Dr. Mitch Hopewell, Chris Beck, David Crater, Mason Nesbitt, and John Russell to the dais to receive a certificate and take a photo. PUBLIC PARTICIPATION Addressing the Council were Kody Amour regarding affordable housing and artificial intelligence; Nancy Friedman regarding the need for an additional trauma level 1 center, women's healthcare, and diverse shopping and restaurant opportunities; Diane Zimmerman regarding politicians; Elaine (no last name provided) regarding politicians, funding striking workers, and daylight savings; and Sandra Qattell regarding noise from The Master's University r� housing. STAFF COMMENTS City Manager Ken Striplin commented that staff will follow up with Ms. Cattell. COMMITTEE REPORTS/COUNCILMEMBER COMMENTS Councilmember Weste announced the return of the free Hart of the West Pow Wow event taking place at Williams S. Hart Park on September 30 and October 1, invited residents to participate in the City's 2023 hiking challenge by signing up on HikeSantaClarita.com., and commented on the need to reach out to other communities about enforcing laws due to the decline in prosecutions and escalation of crimes. Councilmember Weste requested adjournment of tonight's meeting in memory of Chris Rushing. Councilmember Miranda invited residents to enjoy date nights at The MAIN and to attend the upcoming State of the City event at the Canyon Country Community Center on October 26. Councilmember Miranda commented on attending a METAvivor organization fundraiser event held at Porsche Santa Clarita and thanked the community for their support and mentioned the upcoming Bridge to Home fundraising event, which is already sold out. Councilwoman McLean announced the City's new website, SantaClarita.gov, is now live; spoke of the candlelight vigil for Deputy Clinkunbroomer and support for law enforcement; commented on calling into a Los Angeles Metro Planning and Programming Committee Page 2 meeting, where the expansion of services for the Antelope Valley line was discussed; and commented on her attendance at the Hispanic Heritage Evening event. Councilwoman McLean discussed several upcoming ballot initiatives: California Business Roundtable ballot initiative; ACA1; and ACA13. Councilwoman McLean requested that the initiatives be compared by the Legislative Committee since they appear to be in opposition of each other. Councilwoman McLean encouraged the community to attend the Parent Resource Symposium to discuss the impact of fentanyl on the community on September 28 at the Canyon Country Community Center. Mayor Gibbs requested adjournment of tonight's meeting in memory of Deputy Ryan Clinkunbroomer. Councilwoman McLean requested that agenda item 2 be heard prior to agenda item 1 due to speakers in the audience, and Council concurred. NEW BUSINESS ITEM 1 CENTRAL PARK BUILDOUT - RIVER OF LIGHTS, PROJECT P4019 This item will present decorative lighting options along the plaza and adjacent to the exercise stairs at the Central Park Buildout project, and request direction from the City Council. -- RECOMMENDED ACTION: City Council receive presentation outlining decorative lighting options at the Central Park Buildout project and provide direction to staff. Assistant City Engineer Shannon Pickett provided the staff report. Addressing the Council were Patti Rasmussen and representing Iron Workers Local 416, Johnny Escobedo. Council commented that the rendering of either lighting option is a showpiece for the final build out of Central Park; spoke of making the artwork a learning opportunity for water education; discussed the opportunity to coordinate lights with special holidays and events; and discussed suggested staff research options to reduce the cost of the project. Council requested that staff move forward with the project with both lighting options for bid and return an agenda item to Council with details of the operations and potential for reallocating some of the art capital project funds. RESULT: APPROVED [UNANIMOUS] MOVER: Bill Miranda, Councilmember SECONDER: Laurene Weste, Councilmember AYES: Gibbs, Smyth, McLean, Miranda, Weste Page 3 ITEM 2 "" LEAGUE OF CALIFORNIA CITIES MEMBERSHIP The League of California Cities (Cal Cities) is a legislative advocacy association that represents the interests of cities throughout the State, primarily on matters related to state legislation. The City of Santa Clarita (City) has been a member of Cal Cities since City incorporation in December 1987 and annual membership is approximately $45,000. RECOMMENDED ACTION: City Council discuss and provide direction to staff. Intergovernmental Relations Officer Masis Hagobian provided the staff report. Addressing the Council was Kody Amour, and representing Cal Cities were Bea Dieringer and Ali Sajjad Taj. Council discussed the City's membership in the Cal Cities and that many positions taken by Cal Cities are in opposition to the City's legislative positions, including loss of local land use control; spoke of no longer being able to participate in Cal Cities' committees; and commented on reaching out to other communities to research alternatives to Cal Cities. Council made inquiries regarding the return of Redondo Beach to Cal Cities and the position of Cal Cities on upcoming ballot initiatives, and Mr. Hagobian responded. Council concurred to not pay this year's dues and reconsider membership later. Electronic Funds Transfers for the Period of 08/14/23 through 08/25/23. RECOMMENDED ACTION: City Council approve and ratify for payment the demands presented in Check Register No. 19. ITEM 6 QUICK RESPONSE CODE BUS STOP SIGN REPLACEMENT City Council consideration to award Sterndhal Enterprises, LLC, the contract for the replacement and installation of Quick Response Codes at 692 bus stops. RECOMMENDED ACTION: City Council: 1. Authorize the City Manager or designee to execute a contract with Sterndhal Enterprises, LLC, for the removal of old/damaged signs and installation of new Quick Response code signs at 692 bus stops in an amount of $196,740, and authorize a 10 percent project contingency of $19,674, for a total contract amount not to exceed $216,414. 2. Authorize the City Manager or designee to execute all contract documents and extensions, •N% subject to City Attorney approval. One written comment was received in support. PUBLIC PARTICIPATION II Addressing the Council was Angel Lopez regarding proposing a crosswalk on Arroyo Park Drive, the City's recognitions, and fire hazards on Placerita Canyon.
