CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: TAA,/� DATE: October 10, 2023 SUBJECT: PROFESSIONAL FINANCE AND ACCOUNTING SERVICES CONTRACT DEPARTMENT: Administrative Services PRESENTER: Brittany Houston RECOMMENDED ACTION City Council: Amend the existing contract with Robert Half International Inc. to increase the scope of work for professional finance and accounting services and authorize an expenditure authority increase in the amount of $50,000 for a total contract amount not to exceed $100,000. 2. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval. BACKGROUND The City of Santa Clarita (City) regularly uses professional services on an as -needed basis to assist staff during periods of high activity and staff vacancies. Professional finance and accounting services help supplement staffs effort to maintain the City's financial records efficiently and effectively. The efficient and effective maintenance of the City's finances and financial records have resulted in the City maintaining a AAA credit rating with S&P Global, as well as receiving the prestigious Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of the United States and Canada for 34 consecutive years. In an effort to fulfill the City's need for professional finance and accounting services, an external Part -Time Seasonal (PTS) Financial Analyst recruitment was conducted. The recruitment received only fourteen applications over a four -month period and candidates did not possess the skill level required. The City then contacted three temporary staffing firms: Creative Financial Staffing, MV Cheng & Associates, and Robert Half International Inc. Creative Financial Staffing could not identify a qualified candidate. MV Cheng & Associates could only identify candidates Page 1 Packet Pg. 25 O who could work limited hours per week. Robert Half International Inc. was the only firm that could provide qualified candidates who could work the hours required. Based on the results of this process, staff entered into a not to exceed $50,000 contract with Robert Half International Inc. to provide professional finance and accounting services to the City on an as -needed basis. By utilizing the firm selected, staff has had the ability to assign projects to contract finance and accounting professionals who are best suited to meet the City's needs, while retaining an appropriate level of staffing. The recommended action would increase the existing contract with Robert Half International Inc. from $50,000 to $100,000 to provide professional services necessary to efficiently and effectively maintain the City's finances and financial records. ALTERNATIVE ACTION Other action as determined by the City Council.
