SUBJECT: FINAL TRACT MAP, ACCEPT/REJECT OFFERS OF DEDICATION,
AND ABANDON EASEMENTS FOR TRACT NO. 53074-01 (SAND
CANYON PLAZA)

RECOMMENDED ACTION
City Council:
1. Approve Tract Map for Tract No. 53074-01.
2. Accept on behalf of the public the offer of dedication and grant of: (1) the easements for
public use and road purposes; (2) the easements for covered storm drain, appurtenant
structures, ingress and egress purposes; (3) the easements for sanitary sewers and sanitary
sewers ingress and egress purposes; (4) all sanitary sewers and appurtenant structures; and
(5) the right to restrict and prohibit any and all allowable uses or construction within lot 16
designated as open space on the map.
3. Reject the offer of dedication and grant in fee simple all of lot 11 of Tract No. 53074-01.
4. Authorize the City Manager or designee to rescind the rejection and accept the offer of
dedication and grant in fee simple of lot 11 when construction improvements are completed
to the satisfaction of the Director of Public Works.
5. Abandon the existing easements for public roads and highway, flood control, slope, and slope
and drainage purposes as shown on the attached Easement Abandonment Exhibit.
6. Make findings as follows: This project is consistent with the provisions of Sections 66474
and 66474.1 of the Subdivision Map Act and should be approved.

7. Instruct the Director of Administrative Services to endorse the Special Assessment Statement
on the face of Final Tract Map for Tract No. 53074-01, which indicates all special
assessments levied by the City of Santa Clarita are paid.
8. Instruct the City Clerk to endorse the City Clerk's Statement on the face of Final Tract Map
for Tract No. 53074-01, which embodies the approval of said map, the acceptance of the
dedications shown thereon, the rejection of the offer of dedication shown thereon, and the
abandonment of easements described thereon.
9. Instruct the City Surveyor to endorse the City Surveyor's Statement on the face of Final
Tract Map for Tract No. 53074-01, which provides for verification that the map is technically
correct.
10. Instruct the City Engineer to endorse the City Engineer's Statement on the face of Final Tract
Map for Tract No. 53074-01, which provides for verification of substantial conformance with
the Tentative Tract Map and all provisions of local ordinances and state laws applicable at
the time of approval.
BACKGROUND
The Final Tract Map for Tract No. 53074-01, an exhibit of which is attached hereto, has been
reviewed by staff and found to be in substantial conformance with the principles and standards
required by the Unified Development Code and State Subdivision Map Act. Tentative Tract Map
No. 53074 was approved by the City's Planning Commission on June 6, 2017, under Master
Case MC14-077. This Final Tract Map for Tract No. 53074-01 consists of the subdivision of
55.66 acres into 16 lots. The proposed development is for a mixed -use project consisting of up to
461 residential dwelling units, 45,000 square feet of retail commercial (including restaurants),
and a 147,000 square -foot (up to 140-bed) assisted living facility. The proposed project will also
include three private recreation areas, commercial plaza areas, various private streets, driveways,
parking, and landscaped areas. The subject property is located east of the intersection of Sand
Canyon Road and Soledad Canyon Road.
Lot 11, shown on the attached location map exhibit, will be developed into a debris basin for
flood control purposes and will be owned in fee by the Los Angeles County Flood Control
District (LACFCD) after the storm drain improvements are constructed. The City of Santa
Clarita (City) is rejecting the irrevocable offer of dedication on this map to limit liability during
construction. Following construction, the fee ownership will be accepted by the City and then
quitclaimed to the LACFCD as part of the storm drain transfer process.
Existing easements for public road and highway, flood control, slope, and slope and drainage
purposes were previously dedicated per deed recorded April 7, 1936, in book 14058 page 234,
deed recorded August 16, 1960, as instrument number 3749 in book D946 page 543, document
recorded December 19, 1980, as instrument numbers 80-1279084 and 80-1279087. The
easement for flood control purposes was recorded May 20, 2009, as instrument number
2009748355. The easement for slope purposes was recorded December 19, 1980, as instrument
number 80-1279080. The easement for slope and drainage purposes was recorded January 12,
1962, as instrument number 5338 in book D1478 page 602. Due to the site's modified

topography, these easements are being abandoned by this map. These easements are shown on
the attached Easement Abandonment Exhibit.
The Final Tract Map for Tract No. 53074-01 was reviewed to the satisfaction of the City
Engineer and found to be in substantial conformance with the previously approved tentative tract
map. The conditions of approval adopted by the City have been met and fees have been and/or
will be paid as indicated on the attached Fact Sheet. Therefore, the Final Tract Map for Tract No.
53074-01 is ready for City Council approval, acceptance/rejection of dedications, and
abandonment of easements described thereon.
Pursuant to Section 66474.1 of the Subdivision Map Act, a legislative body shall not deny
approval of a final or parcel map if it was previously approved as a tentative map for the
proposed subdivision and if it finds the final or parcel map is in substantial compliance with the
previously approved tentative map.
ALTERNATIVE ACTION
Staff has not identified alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
The additional width of the public streets shown on the Final Tract Map for Tract No. 53074-01
will be dedicated to the City and will be constructed by the developer. The maintenance of the
additional width of the public street will have minimal impact to the City's street maintenance
budget.
