You may address the Council once per meeting during Public Participation on any matter within the Council's jurisdiction that is not listed on the agenda. Public Participation speaker's cards must be submitted to the City Clerk BEFORE this portion of the meeting begins. To address the Council regarding an item on the agenda, please fill out a speaker's card and submit it to the City Clerk BEFORE the Mayor announces the item. Each person addressing the Council is given three minutes to speak (with double the time allotted to non-English speakers using a translator) indicated by a colored light system on the Council dais. If you wish to provide information to the Council, please present the City Clerk with 10 copies. Otherwise, your materials will simply be added to the official record. Please note use of City Council Chamber technology equipment to present electronic material during meetings is not allowed. In compliance with the Americans with Disabilities Act, if you need special assistance to participate in this meeting, please contact the City Clerk's Office, (661) 255-4391. Notification 48 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to this meeting. (28CFR 35.102-35.104 ADA Title 11) Pursuant to Government Code 54957.5 any writings or documents distributed to a majority of the members of the City Council regarding any open session item on this agenda will be made available for public inspection in the City Clerk's Office located at 23920 Valencia Boulevard, Suite 120, during normal business hours. INVOCATION Miranda CALL TO ORDER ROLL CALL FLAG SALUTE EXECUTIVE MEETING This time has been set aside for Councilmembers to review the agenda and obtain any further information that may be needed. Council will also discuss each individual item during the course of the meeting with the exception of the Consent Calendar, which may be approved in its entirety by one motion, unless there is a request to pull an item for discussion. No action will be taken on public agenda items during the Executive Meeting. AWARDS AND RECOGNITIONS Los Angeles County Sanitation Districts - 100 Year Anniversary PRESENTATIONS Southern California Association of Governments - Connect SoCal 2024 PUBLIC PARTICIPATION This time has been set aside for the public to address the City Council on items NOT listed on the agenda. The City Council will not act upon these items at this meeting other than to review and/or provide direction to staff. All speakers must submit a speaker's card to the City Clerk PRIOR to the beginning of this portion of the meeting. Thirty minutes are allotted for public input at this time. The FIRST TEN people to submit a speaker card prior to the beginning of Public Participation will be heard. STAFF COMMENTS COMMITTEE REPORTS/COUNCILMEMBER COMMENTS CONSENT CALENDAR All matters listed under the Consent Calendar are considered routine and will be enacted by one motion by the City Council. The items are not individually discussed by the City Council unless a request is made by a member of the public or the Council, in which case, the item(s) will be removed from the Consent Calendar and will be considered separately. Page 2 APPROVAL OF SPECIAL MEETING MINUTES — The minutes of the City Council are submitted for approval. RECOMMENDED ACTION: City Council approve the minutes of the November 14, 2023 Special Meeting. 2. APPROVAL OF REGULAR MEETING MINUTES — The minutes of the City Council are submitted for approval. RECOMMENDED ACTION: City Council approve the minutes of the November 14, 2023 Regular Meeting. 3. CHECK REGISTER NO. 24 - Check Register No. 24 for the Period 10/20/23 through 11/02/23 and 11/09/23. Electronic Funds Transfers for the Period of 10/23/23 through 11/03/23. RECOMMENDED ACTION: City Council approve and ratify for payment the demands presented in Check Register No. 24. 4. FISCAL YEAR 2023 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT PROGRAM - The City of Santa Clarita has been awarded a grant for a total of $23,677 by the United States Department of Justice, Bureau of Justice Assistance, through the Fiscal Year 2023 Edward Byrne Memorial Justice Assistance Grant program. The program allows state and local governments to support a broad range of activities to prevent and respond to crime, based on local needs and conditions. RECOMMENDED ACTION: City Council: 1. Accept Fiscal Year 2023 Edward Byrne Memorial Justice Assistance Grant funds from the U.S. Department of Justice, Bureau of Justice Assistance. 2. Appropriate funds in the amount of $23,677 to Justice Assistance Grant 2023 (Fund 206) Special Supplies account 2066106-511101 and increase BJA Law Enforcement Grant (Fund 206) revenue account 206-446124 by $23,677. 3. Authorize the City Manager, or designee, to execute all contracts and associated documents subject to City Attorney approval. 5. LOCAL APPOINTMENTS LIST - Government Code Section 54972 requires that, on or before December 31 of each year, the legislative body, or City Council, must cause to be prepared a list of appointments of all ongoing boards, commissions, and committees which are appointed by the City Council. RECOMMENDED ACTION: City Council approve the Local Appointments List and designate all branches of the Santa Clarita Public Library to receive a copy of the list. Page 3 6. MCBEAN PARKWAY REALIGNMENT, PROJECT S1047 - DEVELOPER AGREEMENT BETWEEN THE CITY OF SANTA CLARITA, HENRY MAYO NEWHALL HOSPITAL, AND HCN G&L VALENCIA SUB, LLC - The proposed McBean Parkway Realignment Project will improve circulation on McBean Parkway at Orchard Village Road and improve ingress and egress at Henry Mayo Newhall Hospital. RECOMMENDED ACTION: City Council: Approve the draft developer agreement between the City of Santa Clarita, Henry Mayo Newhall Hospital, and HCN G&L VALENCIA SUB, LLC, stipulating Henry Mayo Newhall Hospital and HCN G&L VALENCIA SUB, LLC, will provide all project related costs above and beyond grant funds obtained by the City of Santa Clarita and providing the City of Santa Clarita right -of -entry to construct and stage on Henry Mayo Newhall Hospital and HCN G&L VALENCIA SUB, LLC, properties. 2. Authorize the City Manager or designee to execute all required documents, subject to City Attorney approval. 7. PARCEL MAP NO. 83898, ABANDONMENT OF EASEMENT (23206 LYONS AVENUE AT WAYMAN STREET) - Pursuant to Section 66474.1 of the Subdivision Map Act, approve Parcel Map and Abandonment of Easement for Parcel Map No. 83898. RECOMMENDED ACTION: City Council: 1. Approve parcel map for Parcel Map No. 83898. 2. Abandon the existing easement for slope purposes per instrument No. 3481, recorded October 23, 1970. Make findings as follows: This project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved. 4. Instruct the Director of Administrative Services to endorse the Special Assessment Statement on the face of the Parcel Map for Parcel Map No. 83898, which indicates all special assessments levied by the City of Santa Clarita are paid. 5. Instruct the City Clerk to endorse the City Clerk's Statement on the face of the Parcel Map for Parcel Map No. 83898, which embodies the approval of said map, and abandonment of easement described thereon. 6. Instruct the City Surveyor to endorse the City Surveyor's Statement on the face of the Parcel Map for Parcel Map No. 83898, which provides for verification that the map is technically correct. 7. Instruct the City Engineer to endorse the City Engineer's Statement on the face of the Parcel Map for Parcel Map No. 83898, which provides for verification of substantial Page 4 conformance with the tentative parcel map and all provisions of local ordinances and state laws applicable at the time of approval. 8. Find Parcel Map No. 83898 exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline 15061(b)(3) because the division does not include any proposed development or construction. PUBLIC PARTICIPATION This time has been set aside for any speakers that have turned in speaker cards and were not heard in the first thirty minutes allotted to address the City Council on items that are NOT on the agenda. Speaker cards may not be submitted relating to any items listed on the agenda.
