City Council Chambers CALL TO ORDER Mayor Gibbs called to order the Joint Regular meeting of the City Council and Board of Library Trustees at 6:32 p.m. ROLL CALL All Councilmembers were present, with Mayor Pro Tern Smyth participating remotely. FLAG SALUTE Cub Scout Pack 40 led the pledge of allegiance and flag salute. EXECUTIVE MEETING This time has been set aside for Councilmembers to review the agenda and obtain any further information that may be needed. Council will also discuss each individual item during the course of the meeting with the exception of the Consent Calendar, which may be approved in its entirety by one motion, unless there is a request to pull an item for discussion. No action will be taken on public agenda items during the Executive Meeting. The City Manager requested to amend the recommended action on Agenda Item 5. Agenda Items 4, 5, and 6 received requests to speak. AWARDS AND RECOGNITIONS Councilmember Weste discussed the Los Angeles County Sanitation Districts' work on constructing, operating, and maintaining facilities that collect and treat wastewater. Councilmember Weste announced the City's recognition of the Los Angeles County Sanitation Districts for their 100th anniversary and invited Chief Engineer and General Manager Robert Ferrante to the dais to accept the certificate and take a photo. PRESENTATIONS Mayor Gibbs invited Deputy Director of Planning, Annie Nam, from the Southern California ON% Association of Governments (SCAG) to present its long-range Regional Transportation Plan, Connect SoCal 2024. Ms. Nam discussed creating a safe transportation infrastructure. Council thanked Ms. Nam for her presentation and made inquiries regarding 15-minute communities, freeway infrastructure, and multi -modal roadways, and Ms. Nam responded. Councilwoman McLean commented regarding the deterioration of local freeways and the lack of viable alternatives to cars. Mayor Gibbs inquired if the state has taken a position on the expansion of the freeways and Ms. Nam responded that the state advocates for non -expansion, however, due to substantial goods movement, understands the need for capacity improvement for certain areas, including southern California. PUBLIC PARTICIPATION Addressing the Council were Douglas (no last name provided) regarding lack of a small claims court and the MV bus strike; Diane Zimmerman regarding support for Israel, Abelia Road speed humps, Cemex mining projects, elections, and the new California state; Steve Petzold regarding posters at the College of the Canyons, antisemitism, and the Human Relations Roundtable; Lourdes Garcia, representing Teamsters Local 572, regarding the MV bus strike; Elaine (no last name provided) regarding trash rates at mobile home parks and antisemitism; Rachael Benson regarding the MV bus strike; Arjun Kamarsu, representing Mana Andari Telugu, regarding an invitation to a Deepavali event at Sierra Vista Junior High School; Crystal Kacmar regarding the MV bus strike; Sandra Cattell, representing Sierra Club and North Angeles Forest Coalition, ^ regarding establishing a national monument in the North Angeles Forest; and Kenneth Thornton regarding the MV bus strike. STAFF COMMENTS City Manager Ken Striplin commented that the City has addressed trash rates with the mobile home park management and is awaiting a decision, and discussed the City's support for resolving the MV bus strike by providing MV Transportation with flexibility in the contract to negotiate a compromise. Councilwoman McLean inquired about staff reaching out to Ms. Cattell regarding the status of the North Angeles Forest monument project, and Mr. Striplin responded he transmitted a memo to Council and is awaiting Council direction. Councilwoman McLean requested, and Council concurred, to agendize the support of North Angeles Forest monument. Councilwoman McLean expressed her desire for a consensus for Council to come up with language that the Council does not support racism, terrorism, and people being evil against one another. Councilmember Weste suggested a Council letter in the newspaper. To prevent delay in transmitting a letter, Council concurred for a letter signed by the Mayor only addressing antisemitism. COMMITTEE REPORTS/COUNCILMEMBER COMMENTS Councilmember Weste requested to adjourn the meeting in memory of founding City Councilmember Jan Heidt. Page 2 Councilmember Miranda requested to adjourn the meeting in memory of Parks, Recreation and Community Services Commissioner Don Cruikshank. Councilwoman McLean spoke about the kindness and contributions of Jan Heidt and Don Cruikshank; discussed attending several recent holiday events including the Boys & Girls Club Festival of Trees, Old Town Newhall Light Up Main Street, Salvation Army Ribbon Cutting, and serving at one of the Thanksgiving dinner events at the Community Centers. Councilwoman McLean discussed the Metrolink Christmas Train on December 9 and the inclusion of residents of Santa Clarita by requesting access to the train, and invited residents to attend the galactic themed Family Literacy Festival at the Old Town Newhall Library branch on December 2. Mayor Gibbs thanked Council for their adjournments. RECOMMENDED ACTION: City Council approve the minutes of the November 14, 2023, Special Meeting. ITEM 2 APPROVAL OF REGULAR MEETING MINUTES — The minutes are submitted for approval. RECOMMENDED ACTION: City Council approve the minutes of the November 14, 2023, Regular Meeting. ITEM 3 CHECK REGISTER NO. 24 Check Register No. 24 for the Period 10/20/23 through 11/02/23 and 11/09/23. Electronic Funds Transfers for the Period of 10/23/23 through 11/03/23. RECOMMENDED ACTION: City Council approve and ratify for payment the demands presented in Check Register No. 24. Page 3 ITEM 4 FISCAL YEAR 2023 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT PROGRAM The City of Santa Clarita has been awarded a grant for a total of $23,677 by the United States Department of Justice, Bureau of Justice Assistance, through the Fiscal Year 2023 Edward Byrne Memorial Justice Assistance Grant program. The program allows state and local governments to support a broad range of activities to prevent and respond to crime, based on local needs and conditions. RECOMMENDED ACTION: City Council: 1. Accept Fiscal Year 2023 Edward Byrne Memorial Justice Assistance Grant funds from the U.S. Department of Justice, Bureau of Justice Assistance. 2. Appropriate funds in the amount of $23,677 to Justice Assistance Grant 2023 (Fund 206) Special Supplies account 2066106-511101 and increase BJA Law Enforcement Grant (Fund 206) revenue account 206-446124 by $23,677. 3. Authorize the City Manager, or designee, to execute all contracts and associated documents subject to City Attorney approval. Addressing the Council was Nancy (no last name provided). ITEM 5 LOCAL APPOINTMENTS LIST Government Code Section 54972 requires that, on or before December 31 of each year, the legislative body, or City Council, must cause to be prepared a list of appointments of all ongoing boards, commissions, and committees which are appointed by the City Council. RECOMMENDED ACTION: City Council approve the Local Appointments List and designate all branches of the Santa Clarita Public Library to receive a copy of the list. City Manager Ken Striplin requested to include a recommended action to amend the Local Appointments List to reflect a vacancy on the Parks, Recreation, and Community Services Commission due to Commissioner Don Cruikshank's passing. Addressing the Council was Steve Petzold. In response to public comment regarding censure of conservative books at the library, Mayor Gibbs inquired if books are censored, and Mr. Striplin confirmed that they are not. Council concurred to approve the amended recommended action. Page 4 ITEM 6 MCBEAN PARKWAY REALIGNMENT, PROJECT S 1047 - DEVELOPER AGREEMENT BETWEEN THE CITY OF SANTA CLARITA, HENRY MAYO NEWHALL HOSPITAL, AND HCN G&L VALENCIA SUB, LLC The proposed McBean Parkway Realignment Project will improve circulation on McBean Parkway at Orchard Village Road and improve ingress and egress at Henry Mayo Newhall Hospital. RECOMMENDED ACTION: City Council: Approve the draft developer agreement between the City of Santa Clarita, Henry Mayo Newhall Hospital, and HCN G&L VALENCIA SUB, LLC, stipulating Henry Mayo Newhall Hospital and HCN G&L VALENCIA SUB, LLC, will provide all project related costs above and beyond grant funds obtained by the City of Santa Clarita and providing the City of Santa Clarita right -of -entry to construct and stage on Henry Mayo Newhall Hospital and HCN G&L VALENCIA SUB, LLC, properties. 2. Authorize the City Manager or designee to execute all required documents, subject to City Attorney approval. Addressing the Council was Linda Rompal. ITEM 7 PARCEL MAP NO. 83898, ABANDONMENT OF EASEMENT (23206 LYONS AVENUE AT WAYMAN STREET) Pursuant to Section 66474.1 of the Subdivision Map Act, approve Parcel Map and Abandonment of Easement for Parcel Map No. 83898. RECOMMENDED ACTION: City Council: 1. Approve parcel map for Parcel Map No. 83898. 2. Abandon the existing easement for slope purposes per instrument No. 3481, recorded October 23, 1970. Make findings as follows: This project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved. 4. Instruct the Director of Administrative Services to endorse the Special Assessment Statement on the face of the Parcel Map for Parcel Map No. 83898, which indicates all special assessments levied by the City of Santa Clarita are paid. 5. Instruct the City Clerk to endorse the City Clerk's Statement on the face of the Parcel Map —' for Parcel Map No. 83898, which embodies the approval of said map, and abandonment of easement described thereon. Instruct the City Surveyor to endorse the City Surveyor's Statement on the face of the Parcel Map for Parcel Map No. 83898, which provides for verification that the map is technically correct. 7. Instruct the City Engineer to endorse the City Engineer's Statement on the face of the Parcel Map for Parcel Map No. 83898, which provides for verification of substantial conformance with the tentative parcel map and all provisions of local ordinances and state laws applicable at the time of approval. Find Parcel Map No. 83898 exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline 15061(b)(3) because the division does not include any proposed development or construction. PUBLIC PARTICIPATION II Addressing the Council were John Parks regarding the MV bus strike; James Campbell regarding the MV bus strike; Cindy Josten regarding public safety, District Attorney Gascon, and elections; Nancy (no last name provided) regarding the William S. Hart School District Board; and Austin Wright regarding the MV bus strike, state officials, and constitutional rights.
