PUBLIC PARTICIPATION FOR AGENDIZED ITEMS (ONE MINUTE LIMIT) No requests to speak were received. REMARKS BY OUTGOING MAYOR Mayor Gibbs commented on his appreciation for the community and that it was an honor to serve. Mayor Gibbs spoke of the City's 2023 accomplishments, among them the City's budget, the West Creek all-inclusive play area, the Vista Canyon Multi -Modal Center, the return of the Cowboy Festival, and The Big I Do wedding event. PRESENTATION TO OUTGOING MAYOR BY CITY MANAGER City Manager Ken Striplin highlighted the Mayor's accomplishments and presented Mayor Gibbs with a memento. PRESENTATION TO OUTGOING MAYOR BY NON -CITY OFFICIALS Making presentations to Mayor Gibbs were State Senator Scott Wilk; Board President Gary Martin, representing the Santa Clarita Valley Water Agency; Board of Trustees President Dr. Edel Alonso, representing the Santa Clarita Community College District; Governing Board Members Linda Storli and Erin Wilson, representing the William S. Hart Union School District; Tami Stephens, representing Congressman Mike Garcia; Andrew Taban, representing Assemblywoman Pilar Schiavo; Stephanie English, representing Los Angeles Board of Supervisor Kathryn Barger; Di Thompson, representing the Santa Clarita Valley Chamber of Commerce; David Cantrell and Selina Thomas, representing the Santa Clarita Valley Industry Association; Jey Wagner, representing the Santa Clarita Valley Economic Development Corporation; Matt Nelson, representing the Santa Clarita Valley Boys & Girls Club; Marco Rios, Packet Pg. 15 O representing the Santa Clarita Valley Senior Center; and Gloria Mercado-Fortine, representing the Santa Clarita Valley Sheriff's Station Foundation. NOMINATIONS FOR MAYOR 2024 Mayor Gibbs turned the gavel over to the City Clerk. City Clerk Mary Cusick opened the nominations for office of Mayor. Motion to: Nominate Mayor Pro Tem Smyth for Mayor. RESULT: APPROVED [UNANIMOUS] MOVER: Laurene Weste, Councilmember SECONDER: Marsha McLean, Councilmember AYES: Gibbs, Smyth, McLean, Miranda, Weste CITY CLERK SWEARS IN NEW MAYOR City Clerk Mary Cusick administered the Oath of Office and handed the gavel to incoming Mayor Smyth. NEW MAYOR ACCEPTANCE SPEECH Mayor Smyth thanked Council for their support and commented on upcoming projects and goals for 2024. NOMINATIONS FOR MAYOR PRO TEM 2024 Mayor Smyth opened the nominations for Mayor Pro Tem. lVlotlon to: INominate Uouncilmember Miranda Tor Mayor Fro Tem. RESULT: APPROVED [4 TO 0] MOVER: Laurene Weste, Councilmember SECONDER: Bill Miranda, Councilmember AYES: Jason Gibbs, Cameron Smyth, Bill Miranda, Laurene Weste ABSTAIN: Marsha McLean COUNCIL COMMENTS Mayor Smyth commented on his appreciation of outgoing Mayor Gibbs' term as Mayor, with his leadership during a significant change of the governing structure through the transition to districts. Councilmember Weste commented on outgoing Mayor Gibbs' dedication to the community and applauded his spirit of collaboration. Councilwoman McLean thanked outgoing Mayor Gibbs for his diligence and how he makes everyone feel welcome in the Council Chambers.
