CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR 14) CITY MANAGER APPROVAL: ' DATE: January 23, 2024 SUBJECT: FINAL TRACT MAP AND ACCEPTANCE OF OFFERS OF DEDICATION FOR TRACT NO. 61924 (GOLDEN TRIANGLE) DEPARTMENT: Public Works PRESENTER: Amalia Marreh RECOMMENDED ACTION City Council: 1. Approve the Final Tract Map for Tract No. 61924. 2. Accept on behalf of the public the offer of dedication and grant of: (1) the easements for public use and road purposes; (2) the easements for sanitary sewers and sanitary sewers ingress and egress purposes; (3) all sanitary sewers and appurtenant structures; (4) the easements for sight distance purposes; (5) the easements for public use and sidewalk purposes; and (6) the right to restrict or prohibit any and all allowable uses, including but not limited to any and/or all development within lot 4. 3. Make findings as follows: This map is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved. 4. Instruct the Director of Administrative Services to endorse the Special Assessment Statement on the face of Final Tract Map for Tract No. 61924, which indicates all special assessments levied by the City of Santa Clarita are paid. 5. Instruct the City Clerk to endorse the City Clerk's Statement on the face of Final Tract Map for Tract No. 61924, which embodies the approval of said map and the acceptance of the dedications shown thereon. 6. Instruct the City Surveyor to endorse the City Surveyor's Statement on the face of Final Tract Map for Tract No. 61924, which provides for verification that the map is technically correct. Instruct the City Engineer to endorse the City Engineer's Statement on the face of Final Tract Map for Tract No. 61924, which provides for verification of substantial conformance with the Tentative Tract Map and all provisions of local ordinances and state laws applicable at the time of approval. BACKGROUND The Final Tract Map for Tract No. 61924, a location map exhibit of which is attached hereto, has been reviewed by City of Santa Clarita (City) staff and found to be in substantial conformance with the principles and standards required by the Unified Development Code and State Subdivision Map Act. Tentative Tract Map No. 61924 was approved by the City's Planning Commission on March 16, 2021, under Master Case MC20-041 for a proposed 164-unit residential apartment project. The Tentative Tract Map was approved for condominium purposes allowing flexibility to either rent or sell the units. Final Tract Map for Tract No. 61924 consists of the subdivision of 20.38 acres into four lots located at the southwest corner of Golden Triangle Road and Isabella Parkway. The site is partially developed with an existing commercial automotive parts store, Pep Boys, located within lot 2. The subdivision also includes the proposed 164 residential condominiums units within lot 1, a water quality detention basin within lot 3, and an open space within lot 4. The Final Tract Map for Tract No. 61924 was reviewed to the satisfaction of the City Engineer and found to be in substantial conformance with the previously approved tentative tract map. The conditions of approval adopted by the City have been met and fees have been and/or will be paid as indicated on the attached Fact Sheet. Therefore, the Final Tract Map for Tract No. 61924 is ready for City Council approval and acceptance of dedications of easements described thereon. Pursuant to Section 66474.1 of the Subdivision Map Act, a legislative body shall not deny approval of a final or parcel map if it was previously approved as a tentative map for the proposed subdivision and if it finds the final or parcel map is in substantial compliance with the previously approved tentative map. ALTERNATIVE ACTION Staff has not identified alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT The additional width of the public streets shown on the Final Tract Map for Tract No. 61924 will be dedicated to the City and will be constructed by the developer. The maintenance of the additional width of the public street will have minimal impact to the City's street maintenance budget. B&T Fees: The applicable Bridge and Thoroughfare (B&T) Fee(s) will be paid prior to issuance of building permits. Transit Fees: The applicable Transit Fee(s) will be paid prior to issuance of building permits. Quimby Fees: The applicable Quimby Fee(s) will be paid prior to issuance of building permits.
