CITY OF SANTA CLARITA AGENDA REPORT UNFINISHED BUSINESS CITY MANAGER APPROVAL: TAA,/� DATE: February 27, 2024 SUBJECT: LOCAL APPOINTMENTS DEPARTMENT: Administrative Services PRESENTER: Bill Miranda RECOMMENDED ACTION Mayor Pro Tem Miranda nominate and City Council approve the unscheduled vacancy appointment to the unexpired term on the Parks, Recreation, and Community Services Commission, ending December 31, 2026. BACKGROUND At the January 23, 2024, City Council meeting, Mayor Pro Tem Miranda announced the withdrawal of Rob Cruikshank's nomination to the Parks, Recreation, and Community Services Commission, thereby continuing an unscheduled vacancy on the Parks, Recreation, and Community Services Commission with the expiration of December 31, 2026. A Special Notice of an Unscheduled Vacancy was posted online, at City Hall, and at the Santa Clarita Public Library branches on January 26, 2024, and published in The Signal Newspaper on January 29, 2024. Vacancy and application information was also made available on the City's website, along with press and social media outreach. The deadline to apply was 5 p.m., February 15, 2024. Upon the deadline, the City Clerk submitted copies of the applications received to the City Council. The following is a list of applicants, and their applications are available in the City Clerk's Office: • Sharlene Duzick-Johnson • Christian Gadbois • Mark Hudson • John Lite • Kenneth Dean • Di Thompson • John Estrada Page 1 Packet Pg. 20 O Pursuant to procedures adopted by the City Council in Resolution 91-194, it is recommended that Councilmember Miranda make a nomination to fill the unexpired term of office on the Parks, Recreation, and Community Services Commission. It is anticipated the City Clerk will administer the oath of office for the newly appointed member at or prior to the next regularly scheduled meeting following appointment. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT There is no fiscal impact. ATTACHMENTS Special Notice of Unscheduled Vacancy Resolution 91-194: Appointment Process Page 2 Packet Pg. 21 3.a CITY OF SANTA CLARITA SPECIAL NOTICE OF UNSCHEDULED VACANCY NOTICE IS HEREBY GIVEN that the City of Santa Clarita encourages residents to apply for a position to participate in local government as a result of an unscheduled vacancy. One unexpired term of office on the Parks, Recreation and Community Services Commission ends December 31, 2026. Applicants must be 18 years or older and must maintain their principal residence in the City of Santa Clarita during their term of office. Residents may obtain applications or further information from the City Clerk's Office or by calling 661-255-4391. Applications are also available on the City's website at santaclarita.gov/city-clerk/notice-of-vacancy. All applicants E must also submit three letters of recommendation with their application. CITY OF SANTA CLARITA PRESCRIBING THE PROCEDURE FOR APPLICATION, NOMINATION AND APPOINTMENT TO CITY COMMISSIONS THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council does hereby prescribe the following procedure for the application, nomination and appointment process to City Commissions: m .r c m Within twenty (20) days of the creation of a vacancy on a E r Commission, the City Cleric shall cause to be advertised a S notice of the vacancy and solicitation of applications. a Q The application period shall not be less than fourteen (14) calendar days. o J Completed applications shall be submitted to the City N Clerk. Applications shall require not less than three references. ° r-+ The City Clerk shall submit copies of the applications to the nominating authority on the City Council and the other members of the City Council. The nominating authority shall submit a nomination for ratification by the City Council. Ratification shall consist of not less than three affirmative votes for the nominee. Failure of a nominee to receive ratification by the full City Council shall cause the nominating authority to submit a new nominee to the City Council for ratification at the next regular meeting of the City Council. Failure of a nominating authority to receive ratification on three nominees, shall cause a nomination for the appointment to be made by any member of the City Council from the list of applicants for that position. Ratification votes shall be taken until such time as a nominee is approved. The final appointment shall not be made less than ten (10) days after publication of the notice in conformance with Government Code 54974. The appointee of the City Council shall be seated on the Commission at the next regular meeting of the Commission. Reappointments to Commissions are not automatic. Commissioners desiring reappointment for another term of office shall be required to follow the full Commission appointment procedure as outlined.
