SUBJECT: DEDICATION OF EASEMENT TO SOUTHERN CALIFORNIA
EDISON IN TAPIA OPEN SPACE

RECOMMENDED ACTION
City Council approve and authorize the City Manager or designee to execute the attached Grant
of Easement to Southern California Edison Company, Easement APN 2865-021-903, subject to
City Attorney approval.
BACKGROUND
Southern California Edison (SCE) has formally requested a non-exclusive easement spanning
approximately 456 square feet on the City of Santa Clarita's property, as illustrated in the
attached location map. The purpose of this easement is to allow Dish Wireless (Dish) to install a
wireless facility on the existing Crown Castle cell tower located on City of Santa Clarita (City)
property at 26730 West Tapia Canyon Road, Castaic, California. The cell tower sits on a
perpetual easement owned by Crown Castle. The non-exclusive easement extends to City Open
Space Assessor Parcel Number 2865-021-903.
Dish has engaged with Crown Castle to secure antennas and ground equipment space. Dish has
also submitted a power application to SCE, specifically for a Dish meter at the location above.
Upon review, SCE has confirmed the presence of power on an electrical pole approximately 65
feet north of the cell tower. Southern California Edison proposes to trench the power line from
the existing utility pole south to the meter, strategically placed within the fenced lease area.
Recognizing that the City owns the property in question, Dish has requested SCE to facilitate the
establishment of an easement to cover the power route from the pole to the cell tower. This
easement aligns with SCE's standard specifications.

The anticipated timeline for completing the necessary work is approximately three to four weeks,
during which Tapia Open Space will remain open to the public. Additionally, as part of the
agreement, the City will receive a one-time payment of $100 from SCE upon granting the
easement.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Upon approval of the recommended action, Southern California Edison will remit to the City of
Santa Clarita $100, and the funds will be receipted into the General Fund (100-462101).

CITY OF SANTA CLARITA, a municipal city, (hereinafter referred to as "Grantor"), hereby grants to SOUTHERN
CALIFORNIA EDISON COMPANY, a corporation, its successors and assigns (hereinafter referred to as "Grantee"), a non-
exclusive easement and right of way to construct, use, maintain, operate, alter, add to, repair, replace, reconstruct, inspect and
remove at any time and from time to time underground electrical supply systems and electric distribution related communication
systems (hereinafter referred to as "systems"), consisting of wires, underground conduits, cables, vaults, manholes, handholes, and
including above -ground enclosures, markers and concrete pads and other appurtenant fixtures and equipment necessary or useful
for distributing electrical energy and for transmitting intelligence, data and/or communications (eg. through fiber optic cable), in,
on, over, under, across and along that certain real property in the County of Los Angeles, State of California, described as follows:
FOR LEGAL DESCRIPTION, SEE EXHIBITS "A" AND `B", BOTH ATTACHED HERETO AND MADE A PART
HEREOF.
Grantor further grants, bargains, sells and conveys unto the Grantee the right of assign and apportion the easement, in
whole or in part, for the intended uses described herein.
Grantor agrees for himself, his heirs and assigns, not to erect, place or maintain, nor to permit the erection, placement or
maintenance of any building, planter boxes, earth fill or other structures except walls and fences on the above described real
property. The Grantee, and its contractors, agents and employees, shall have the right to trim or cut tree roots as may endanger or
interfere with said systems and shall have free access to said systems and every part thereof, at all times, for the purpose of
exercising the rights herein granted; provided, however, that in making any excavation on said property of the Grantor, the Grantee
shall make the same in such a manner as will cause the least injury to the surface of the ground around such excavation, and shall
replace the earth so removed by it and restore the surface of the ground to as near the same condition as it was prior to such
excavation as is practicable.
To the extent that Grantee, in the exercise of its discretion, determines that this easement is no longer needed, then upon
written request, Grantee shall execute a quitclaim deed on a mutually acceptable form at no cost to Grantor.
