SUBJECT: CONTRACT FOR THE PURCHASE OF A TRANSIT BUSINESS
INTELLIGENCE PLATFORM
DEPARTMENT: Economic Development

RECOMMENDED ACTION
City Council:
1. Award a contract to TransSIGHT to develop a transit analytics platform and provide three
years of licensing and support for a total contract amount not to exceed $374,988.
2. Authorize the City Manager or designee to execute all contract documents, or modify the
award in the event issues of impossibility of performance arise, subject to City Attorney
approval.
BACKGROUND
Santa Clarita Transit has served the residents of our City since 1992. In the 32 years since,
technology in the industry has exponentially grown in scale, variety, and complexity. As a data -
driven organization, the City adopted several of these technologies which have dramatically
improved operational efficiency and transformed the transit rider experience. The City now
employs several systems that collect and produce critical data needed to run a modern transit
service. Examples of data being collected include real-time bus arrival information, passenger
boarding data, the on -time performance of our buses, fare revenue data and vehicle maintenance
and fuel consumption information.
As data complexity continues to grow, new analytical tools are needed to generate valuable
insights. Powerful data analytics platforms are available which are capable of ingesting,
aggregating, and analyzing data from different sources to generate new levels of insights. These
platforms act as a clearinghouse that is capable of processing data from multiple systems and
data languages and consolidating them into a single source of truth.

The goal of this project is to procure a system that allows City staff to leverage its existing data
to identify new correlations and relationships in the data, dive deeper into performance metrics,
respond timely to data trends, produce more meaningful reports, and make greater impactful
data -driven decisions.
A Request for Proposal (RFP) for this project was prepared and posted on Bidnet on August 24,
2023. On October 17, 2023, eight companies submitted proposals. The RFP was conducted in
compliance with federal procurement standards. The eight responsive companies were:

Written proposals were scored according to four categories: proposer qualifications and
capabilities of the system (40 points), experience on similar projects (15 points), approach to
providing services (15 points), and cost of materials and services provided (30 points). A panel
of four City staff members evaluated and scored all responsive proposals. The figures below
represent an average of the individual staff scores.
The results of the evaluation are shown below. Included are the costs from each proposal when
factoring in three years of licensing and support:

After employing the aforementioned scoring procedures and factoring in budget constraints,
TransSIGHT, Dimensional Insight, TransTrack Systems and BI Consulting Services were
selected to meet with the evaluation panel and demo the proposed system. The four bidders were
scored again using the methodology above. The top three firms were then asked to submit their
best and final cost proposal to the City. The best and final cost proposals were scored on a
sliding scale with the lowest cost receiving a maximum of 30 points. The original scores were
then combined with the interview scores for a maximum of 200 points, and each firm was ranked
as follows.

TransSIGHT was the top -ranked bidder at 170.75 points. While all the top bidders are capable
and have excellent references, TransSIGHT's platform has more advanced ad -hoc reporting
tools, enabling Transit staff to easily compare data sets without limitation. In addition,
TransSIGHT demonstrated stronger mastery of the data through their robust cross -source data
validation and correlation process, which enables data to be checked and validated, furthering the
City's priority for a platform that can act as a single source of truth. TransSIGHT also
demonstrated that they have successfully integrated their proposed system with a number of the
City's existing data providers and sources including Connexionz, Cubic, Trapeze, UTA and
Twillio.
As a result of the overall evaluation process, staff recommends that TransSIGHT be awarded the
project for transit data analytics platform as they provide the greatest value to the City.
ALTERNATIVE ACTION
1. Direct staff to reissue an RFP to procure a transit data analytics platform.
2. Other action as determined by the City Council.
FISCAL IMPACT
There is no fiscal impact to the General Fund. The City has programmed Federal Transit
Administration (FTA) grant funds to cover 80 percent of the total contractual costs. The
remaining 20 percent will be using Municipal Operating Service Improvement Program
(MOSIP) funds. Adequate funds to support this contract are available in the Transit Capital
Outlay Expenditure account 7003702-516101.
