CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL:���,/� DATE: March 26, 2024 SUBJECT: 4TH OF JULY FIREWORKS DISPLAY DEPARTMENT: Economic Development PRESENTER: Phil Lantis RECOMMENDED ACTION City Council: Award a contract to Pyro Spectaculars North, Inc., for the July 4, 2024, Fireworks Show, in the amount of $36,750, and authorize a contingency of $3,675, for a total amount not to exceed $40,425. 2. Authorize the City Manager or designee to execute up to four optional, one-year renewals, not to exceed the annual contract amount, inclusive of a contingency of $3,675, plus an adjustment consistent with the appropriate Consumer Price Index, upon request of the contractor. 3. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval. BACKGROUND The City of Santa Clarita (City) entertains thousands of residents and visitors each year at the annual 4th of July Fireworks Show held at the Valencia Town Center. The show is a 22-minute electronically -fired pyrotechnic display with an announcement barrage, aerial presentation, and aerial grand finale choreographed to music. For the last two years, Pyro Spectaculars North, Inc., has been the contractor for the fireworks display, with last year's display costing $35,000. The City's Purchasing division, in collaboration with the Arts and Events division, conducted a Request for Proposal (RFP) to solicit proposals for the annual 4th of July fireworks display. The RFP was publicly advertised on February 1, 2024, on BidNet, the City's e-procurement platform, and was downloaded by one vendor. Purchasing received zero proposals from vendors by the closing date of March 1, 2024. Page 1 Packet Pg. 32 O In accordance with the City's Purchasing Policy, when no responsive or responsible proposals are received for an RFP, staff may reach out to qualified vendors directly and seek to negotiate proposals on the open market. Arts and Events staff reached out to the vendor used in previous years, Pyro Spectaculars North, Inc. As a result, staff negotiated a proposal of $36,750 with Pyro Spectaculars North, Inc., that met all the required and requested show parameters. Staff recommends the City Council award the contract to Pyro Spectaculars North, Inc., for the July 4, 2024, Fireworks Show, with four optional, one-year renewals. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Adequate funds for this agreement will be in the expenditure account 1003605-516102 (4th of July -Professional Services) as part of the Fiscal Year 2024-25 annual budget and are contingent upon appropriation of the funds by the City Council.
