SUBJECT: CENTRAL PARK RIVER OF LIGHTS PROJECT

RECOMMENDED ACTION
City Council:
1. Discuss reallocating funds from the Sheriff's Station Civic Art project to the Central Park
River of Lights project and provide direction to staff.
2. If the direction is to reallocate funds, decrease Sheriff's Station Civic Art project account
A3001602-516101 (Civic Art Fund) by $229,279, and appropriate $229,279 to Central Park
River of Lights project account P4033723-516101 (Facilities Fund); increase transfers out
from the Civic Art Fund (6029500-710723) and transfers in to the Facilities Fund (723-
600602) in the amount of $229,279.
BACKGROUND
At the March 12, 2024, City Council meeting, the City Council directed that an item be brought
forward to discuss reallocating funds from the Sheriff's Station Civic Art project to the Central
Park River of Lights (River of Lights) project.
The Sheriffs Station Civic Art project was identified and funded as the new Sheriff's Station on
Golden Valley Road was being designed. The project was intended to provide an art piece in the
lobby area of the station. The Arts Commission used the Public Art Planning and Selection
Process to identify an artist, however, the artist's proposal was not approved by the Arts
Commission to move forward to the City Council, and a new process was implemented.
The artist identified in the second selection process is currently in the stage of refining the
proposed art piece to be re -presented to the Artist Selection Committee (Committee). Members
of the Committee have expressed concerns that the current proposal would not meet the
expectations of the community.

If the City Council no longer deems the Sheriffs Station lobby as an appropriate site for a civic
art piece, the remaining funds in the amount of $229,279 can be reallocated to the River of
Lights project. This project is intended to complement and integrate with the civic art piece
"When a Cloud Meets a Cloud" by artist Sujin Lim, which is anticipated to be installed in late
2024.
Plans and specifications to obtain bid prices for the River of Lights project are currently being
developed, and an item will be brought forward to award a construction contract and appropriate
necessary funds. The engineer estimate for the project which was previously shared with City
Council on September 26, 2023, is $1.3 million.

FISCAL IMPACT
Upon approval of the second recommended action, $229,279 will be available in expenditure
account P4033723-516101 (Facilities Fund) to fund the Central Park River of Lights project.
