THE COUNTY OF LOS ANGELES FOR THE CITY OF SANTA
CLARITA'S FISCAL YEAR 2024-25 MEASURE H ALLOCATION

RECOMMENDED ACTION
City Council:
Approve and authorize the City Manager or designee to execute an amendment to the
contract with the County of Los Angeles Homeless Initiative to receive Measure H funding
in the amount of $335,217 to assist with completing construction on Family Promise of Santa
Clarita Valley's interim housing facility in the Newhall community and for a Homeless
Services Coordinator to continue the implementation of the Community Plan to Address
Homelessness.
2. Increase revenue account 272-462101 by $335,217, and appropriate $25,979 to expenditure
account 2723205-500201 for the Homeless Services Coordinator, and $309,238 to
expenditure account 2723205-516101 for the Family Promise interim housing facility.
3. Authorize the City Manager or designee to execute all contracts and associated documents
and make non -material amendments that may arise, subject to City Attorney approval.
BACKGROUND
In March 2017, Los Angeles County (County) voters approved Measure H, a quarter -cent sales
tax dedicated to preventing and addressing homelessness countywide. The measure was
projected to raise $355 million annually for 10 years, with a sunset date of 2027.
Since the inception of Measure H, the City of Santa Clarita (City) has received direct allocations
totaling approximately $1.2 million, including the most recent allocation of $319,565 for Fiscal
Year 2024-25 and a continuation of previously -awarded funds totaling $15,652. Over the years,

these funds have been leveraged to address homelessness locally, supporting various programs
and initiatives.
In 2018, the City received a $50,000 Measure H grant to develop a comprehensive plan to
combat and address homelessness in Santa Clarita. Following this, in 2019, the City entered into
an agreement with the County to receive Measure H funding in the amount of $548,493. With
this funding, the City provided Family Promise of Santa Clarita Valley (Family Promise) with
$300,015 for pre -construction -related costs associated with the development of an interim
housing facility in Newhall. In addition, the City completed a Notice of Funding Availability
process in late 2020, providing $126,493 in innovation grants to six local -serving, non-profit
organizations. This funding helped facilitate a shared housing program and student -housing
feasibility study, among others, all aimed at addressing homelessness and housing insecurity in
our community. The portion of these funds also went towards funding a Homeless Services
Coordinator (Coordinator), who was instrumental in implementing the action items identified in
the Community Action Plan to Combat Homelessness.
In Fiscal Year 2023-24, the City was awarded $266,743 in Measure H funding, of which
$247,383 was provided to Family Promise to continue its efforts to construct a new interim
housing facility. The $19,360 in remaining funds supported a Coordinator to assist in completing
the 2022 Community Action Plan to Combat Homelessness, adopted by the Community Task
Force on Homelessness (Task Force) in July 2022.
For Fiscal Year 2024-25, the City is being awarded $319,565 in Measure H funding and a
continuation of previously -awarded funds totaling $15,652, for a total amount of $335,217. Staff
recommends that $309,238 of the funding go to Family Promise to complete the construction of
its interim housing facility. The project is fully entitled and is estimated to be completed and
operational by fall 2024, but continues to have a funding shortfall. An agenda item will be
presented to the City Council at a future date to authorize a grant agreement with Family
Promise.
The $25,979 in remaining Measure H funds are recommended to be retained by the City for a
Coordinator. The remaining funding will provide approximately 1,000 hours of staff time for the
Coordinator, who will help culminate the 2022 Community Action Plan to Combat
Homelessness, and help develop and implement the new 2024 Community Action Plan to
Combat Homelessness.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Upon approval of the recommended actions, adequate budget will be available in Fiscal Year
2024-25 to fund a part-time Homeless Services Coordinator and provide financial assistance to
Family Promise of Santa Clarita Valley for the construction of its approved interim housing
facility. These activities will be offset by Measure H dollars and will have no impact on the
General Fund.
