CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: ' DATE: May 14, 2024 SUBJECT: PARCEL MAP AND REJECTION OF IRREVOCABLE OFFER OF DEDICATION FOR PARCEL MAP NO. 82979 (DENTEC) DEPARTMENT: Public Works PRESENTER: Amalia Marreh RECOMMENDED ACTION City Council: 1. Approve Parcel Map for Parcel Map No. 82979. 2. Accept on behalf of the public the right to prohibit the erection or construction of any buildings or structures within parcels 1 through 3 until subsequent final maps are recorded on the parcels. 3. Reject the offer of dedication and grant for public use of private and future street easements. 4. Make findings as follows: This project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved. 5. Instruct the Director of Administrative Services to endorse the Special Assessment Statement on the face of the Parcel Map for Parcel Map No. 82979, which indicates all special assessments levied by the City of Santa Clarita are paid. 6. Instruct the City Clerk to endorse the City Clerk's Statement on the face of the Parcel Map for Parcel Map No. 82979, which embodies the approval of said map and the acceptance and rejection of the dedications shown thereon. 7. Instruct the City Engineer to endorse the City Engineer's Statement on the face of the Parcel Map for Parcel Map No. 82979, which provides for verification of substantial conformance with the Tentative Tract Map and all provisions of local ordinances and state laws applicable at the time of approval. Instruct the City Surveyor to endorse the City Surveyor's Statement on the face of the Parcel Map for Parcel Map No. 82979, which provides for verification that the map is technically correct. 9. Find Parcel Map No. 82979 exempt from review under the California Quality Act (CEQA) pursuant to CEQA Guideline 15061(b)(3) because the division does not include any proposed development or construction. BACKGROUND Parcel Map for Parcel Map No. 82979, a location map exhibit of which is attached hereto, has been reviewed by City of Santa Clarita (City) staff and found to be in substantial conformance with the principles and standards required by the Unified Development Code and State Subdivision Map Act. Parcel Map No. 82979 is a unit of Vesting Tentative Tract Map (VTTM) 52829 which was approved by the Los Angeles County Department of Regional Planning on March 19, 2005, prior to the annexation of North Copper Hill area into the City on November 29, 2012. Parcel Map for Parcel Map No. 82979 consists of a subdivision of 74.92 acres into 3 parcels located at the western terminus of Franwood Drive, the northern terminus of Urbandale Avenue, and south of Copper Hill Drive. The parcel map does not include any development or construction and shall remain subject to the terms specified in the Pre -Annexation Agreement for VTTM 52829 dated February 1, 2013. A dedication has been placed on the Parcel Map restricting building until further subdivision by Final Map. The parcel map was reviewed to the satisfaction of the City Engineer and the City Surveyor and found to be in substantial conformance with the previously approved VTTM. The conditions of approval established by Los Angeles County were also met. No development impact fees are applicable since no buildings are proposed as indicated on the attached Fact Sheet. Therefore, this Parcel Map is ready for City Council approval. Pursuant to Section 66474.1 of the Subdivision Map Act, a legislative body shall not deny approval of a final or parcel map if it was previously approved as a tentative map for the proposed subdivision, and if it finds the final or parcel map is in substantial compliance with the previously approved tentative map. ALTERNATIVE ACTION Staff has not identified alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT There is no fiscal impact associated with this action.
