CALL TO ORDER
Mayor Smyth called the Study Session to order at 5:01 p.m.
ROLL CALL

Council: Present: Mayor Cameron Smyth, Mayor Pro Tern Bill Miranda, Councilmembers
Laurene Weste, Jason Gibbs, and Marsha McLean who arrived at 5:04 p.m.
Absent: None
Planning Commission: Present: Chair Timothy Burkhart, Vice -Chair Patsy Ayala,
Commissioners Renee Berlin, and Dennis Ostrom.
Absent: Commissioner Lisa Eichman
Parks, Recreation, and Community Services Commission: Present: Chair Jonathan Waymire,
Commissioners Peggy Stabile, Rebecca Skye Ostrom, and Di Thompson who arrived at 5:06
p.m.
Absent: Vice -Chair Henry Rodriguez
Arts Commission: Present: Chair Patti Rasmussen who arrived at 5:16 p.m. and Vice -Chair Dr.
Michael Millar.
Absent: Commissioners April Scott -Goss, Susan Shapiro, and Andrea Vibe
FLAG SALUTE
Parks, Recreation, and Community Services Commissioner Peggy Stabile led the Flag Salute.
PUBLIC PARTICIPATION

ITEM 1 FISCAL YEAR 2024-2025 BUDGET
Each year the City goes through a budget process to develop the annual budget. This process
takes approximately six months, typically beginning in January and culminating in June, with
the adoption of a balanced annual budget. The budget process involves the members of the
City Council, the Commissions, all City departments, and the community.
RECOMMENDED ACTION: City Council; Planning Commission; Parks, Recreation,
& Community Services Commission; and Arts Commission receive the presentation on the
proposed Fiscal Year 2024-25 budget for review and discussion.
Assistant City Manager Frank Oviedo provided information on projections for the fiscal health
of the California and the City; general fund revenues and expenditures; and new funding
requests.
Council and Commission members' comments included enhancements to transit services,
running of red lights and utilizing Automatic License Plate Recognition (ALPER) system;
addressing widening Newhall Avenue between the round -about and Lyons Avenue; working
with a local EV charging station company; tourism and marketing outreach; and comments on
the new Arts Master Plan, Blue Cloud Bike Park, and Roller Rink.
