CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: TAA,/� DATE: May 28, 2024 SUBJECT: RESOLUTIONS INITIATING THE ANNUAL LEVY OF SPECIAL DISTRICTS FOR FISCAL YEAR 2024-25 DEPARTMENT: Administrative Services PRESENTER: Andrew Adams RECOMMENDED ACTION City Council adopt resolutions initiating proceedings for the levy and collection of assessments for Fiscal Year 2024-25 for the Landscape and Lighting District, Drainage Benefit Assessment Areas, the Golden Valley Ranch Open Space Maintenance District, and the Open Space Preservation District. BACKGROUND This agenda item addresses the required procedural steps for adopting resolutions that initiate proceedings for the Fiscal Year (FY) 2024-25 Annual Levy of Special Districts, ensuring the continued provision of essential services across various zones. The City of Santa Clarita (City), under the authority granted by the Landscaping and Lighting Act of 1972 and Proposition 218 of the California Constitution, annually levies and collects special assessments for the following Special Districts: 1. Landscape and Lighting District (LLD), encompassing various zones; 2. Drainage Benefit Assessment Areas (DBAA), including specified areas; Golden Valley Ranch Open Space Maintenance District (GVROSMD); and 4. Open Space Preservation District (OSPD). The City has retained Willdan Financial Services (Willdan) for the purpose of assisting with the annual levy of assessments for these districts. Pending the adoption of these resolutions, Willdan is directed to prepare an Engineer's Report concerning the installation, construction, or Page 1 Packet Pg. 153 O maintenance of any authorized improvements in accordance with Article 4, commencing with Section 22565, of Chapter 1 of the 1972 Act. Subsequent to this action, the City Council will consider the adoption of resolutions declaring the City's intention to levy assessments for FY 2024-25 at their regular meeting of June 11, 2024. At that time, the City Council will also consider preliminary approval of all Engineer's Reports prepared by Willdan. If approved, a public hearing will be scheduled, ordering the FY 2024-25 levies. ALTERNATIVE ACTION Other direction as determined by the City Council. FISCAL IMPACT Special Districts assessments are budgeted, assessed, and collected annually for the provision of various services to the community. ATTACHMENTS FY 2025 LLD Initiation Resolution FY 2025 DBAA Initiation Resolution FY 2025 GVROSMD Initiation Resolution FY 2025 OSPD Initiation Resolution Page 2 Packet Pg. 154 7.a RESOLUTION 24- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, INITIATING PROCEEDINGS FOR THE SANTA CLARITA LANDSCAPING AND LIGHTING DISTRICT AND THE LEVY AND COLLECTION OF ASSESSMENTS FOR EACH ZONE WITHIN THE SANTA CLARITA LANDSCAPING AND LIGHTING DISTRICT FOR FISCAL YEAR 2024-25 WHEREAS, the City Council of Santa Clarita (City Council), California, pursuant to the provisions of the Landscaping and Lighting Act of 1972, being Division 15 of the Streets and Highways Code of the State of California (Act), desires to initiate proceedings for the Santa Clarita Landscape and Lighting District (District) inclusive of Streetlighting Zones A and B, and Landscaping Zones 1, 2, 3, 3A, 4, 5, 5A, 6, 7, 7A, 8, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, T1, T1B, T2, T2A,T3, T313, T4, T5, T6, T7, T8, T17, T20, T23, T23-1, T23-2, T23A, T23B, T29, T31-1, T31-1A, T31-2, T33, T44, T46, T47, T48, T51, T52, T62, T65, T65A, T65B, T67, T68, T69, T71, T76, T77, and 2008-1 (Area -wide Beautification), for the levy and collection of assessments within the District for Fiscal Year 2023-24, and for the purposes provided therefore in the Act; and WHEREAS, the City Council has retained Willdan Financial Services for the purpose of assisting with the annual levy of assessments for the District and to prepare and file a report with the City Clerk in accordance with Article 4, commencing with Section 22565, of Chapter 1 of the Act. NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does hereby resolve as follows: SECTION 1. Annual Levy Report: The City Council hereby orders Willdan Financial Q Services, acting as Assessment Engineer, to prepare and file with the City Clerk an Engineer's >_ Report concerning the installation, construction, or maintenance of any authorized improvements a under the Act, any proposed new improvements or any substantial changes in existing improvements, and the levy and collection of the proposed Fiscal Year 2024-25 assessments for the District as required by the provisions of the Act. c SECTION 2. Improvements: The installation, construction, or maintenance of any authorized improvements under the Act, including, but not limited to, streetlighting, traffic signals, landscape and irrigation improvements, and any facilities which are appurtenant to any of the aforementioned or which are necessary or convenient for the maintenance or servicing thereof. NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does hereby resolve as follows: SECTION 1. Annual Levy Report: The City Council hereby orders Willdan Financial 5-, Services, acting as Assessment Engineer, to prepare and file with the City Clerk the Assessment Q Engineer's Annual Levy Report concerning drainage improvements proposed to be installed and maintained, and the levy and collection of assessments for the Areas as required by provisions of the Assessment Law. SECTION 2. Areas Improvements: The maintenance of drainage improvements shall include the furnishing of services and materials for the ordinary and usual maintenance, operation, and servicing of the improvements. NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does hereby resolve as follows: SECTION 1_ Annual Levy Report: The City Council hereby directs Willdan Financial Services, acting as Assessment Engineer, to prepare and file with the City Clerk the Assessment Engineer's Annual Levy Report concerning the installation, construction, or maintenance of any authorized improvements under the Act, and the levy and collection of assessments for the District as required by the provisions of the Assessment Law.
