SUBJECT: FINAL TRACT MAP, ACCEPT OFFERS OF DEDICATION, AND
ABANDON EASEMENTS FOR TRACT NO. 53074 (SAND CANYON
PLAZA)

RECOMMENDED ACTION
City Council:
1. Approve Tract Map for Tract No. 53074.
2. Accept on behalf of the public the offer of dedication and grant of: (1) the easements for
public use and road purposes; (2) the easements for sanitary sewers and sanitary sewers
ingress and egress purposes; (3) all sanitary sewers and appurtenant structures; and (4) the
right to restrict and prohibit any and all allowable uses or construction within lot 8 designated
as open space on the map.
3. Abandon the existing easements for slope and drainage purposes.
4. Make findings as follows: This project is consistent with the provisions of Sections 66474
and 66474.1 of the Subdivision Map Act and should be approved.
5. Instruct the Director of Administrative Services to endorse the Special Assessment Statement
on the face of Final Tract Map for Tract No. 53074, which indicates all special assessments
levied by the City of Santa Clarita (City) are paid.
6. Instruct the City Clerk to endorse the City Clerk's Statement on the face of Final Tract Map
for Tract No. 53074, which embodies the approval of said map, the acceptance of the
dedications shown thereon, and the abandonment of easements described thereon.

7. Instruct the City Surveyor to endorse the City Surveyor's Statement on the face of Final
Tract Map for Tract No. 53074, which provides for verification that the map is technically
correct.
8. Instruct the City Engineer to endorse the City Engineer's Statement on the face of Final Tract
Map for Tract No. 53074, which provides for verification of substantial conformance with
the Tentative Tract Map and all provisions of local ordinances and state laws applicable at
the time of approval.
BACKGROUND
The Final Tract Map for Tract No. 53074, an exhibit of which is attached hereto, has been
reviewed by staff and found to be in substantial conformance with the principles and standards
required by the Unified Development Code and State Subdivision Map Act. Tentative Tract Map
No. 53074 was approved by the City's Planning Commission on June 6, 2017, under Master
Case MC14-077. This Final Tract Map for Tract No. 53074 consists of the subdivision of 34.65
acres into 8 lots. The proposed subdivision consists of 119 single-family detached residential
dwelling units for condominium purposes on lots 1, 2, 3, and 4, a private street on lot 5, a future
public utility pump station for Santa Clarita Valley Water Agency on lot 6, a privately
maintained slope on lot 7 and a private open space on lot 8. The subject property is located east
of the intersection of Sand Canyon Road and Soledad Canyon Road.
Existing easements for slope and slope and drainage purposes were acquired by the City per
document recorded December 19, 1980, as instrument No. 80-1279080 and document recorded
January 12, 1962, as instrument No. 5338 in book D1478 page 602. Due to the site's modified
topography, these easements are no longer necessary and are being abandoned by this map.
These easements are shown on the attached Easement Abandonment Exhibit.
The Final Tract Map for Tract No. 53074 was reviewed to the satisfaction of the City Engineer
and found to be in substantial conformance with the previously approved tentative tract map. The
conditions of approval adopted by the City have been met and fees have been and/or will be paid
as indicated on the attached Fact Sheet. Therefore, the Final Tract Map for Tract No. 53074 is
ready for City Council approval, acceptance of dedications, and abandonment of easements
described thereon.
Pursuant to Section 66474.1 of the Subdivision Map Act, a legislative body shall not deny
approval of a final or parcel map if it was previously approved as a tentative map for the
proposed subdivision and if it finds the final or parcel map is in substantial compliance with the
previously approved tentative map.
ALTERNATIVE ACTION
Staff has not identified alternative actions that would conform to requirements set forth in the
Subdivision Map Act.

FISCAL IMPACT
The additional width of the public streets shown on the Final Tract Map for Tract No. 53074 will
be dedicated to the City and will be constructed by the developer. The maintenance of the
additional width of the public street will have minimal impact to the City's street maintenance
budget.
