SUBJECT: RESOLUTION TO INCORPORATE SENATE BILL 1, ROAD REPAIR
AND ACCOUNTABILITY ACT OF 2017, LOCAL STREETS AND
ROADS, ROAD MAINTENANCE AND REHABILITATION FUNDS
INTO THE CAPITAL IMPROVEMENT PROGRAM

RECOMMENDED ACTION
City Council:
Adopt a resolution declaring the incorporation of a list of projects proposed to be funded by
Senate Bill 1, Road Repair and Accountability Act of 2017, Local Streets and Roads, Road
Maintenance and Rehabilitation for Fiscal Year 2024-25 into the Capital Improvement
Program.
2. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
On April 28, 2017, Governor Brown signed Senate Bill 1 (SB 1) to address basic road
maintenance, rehabilitation, and critical safety needs for California state highways, local streets,
and road systems. Funds provided by SB 1 will be available to the City of Santa Clarita (City) in
the Road Maintenance and Rehabilitation Account (RMRA). The percentage of funds allocated
to the City was predetermined by, and is pursuant to, Streets and Highways Code Section
2034(a)(1). The estimated allocation of funds for Fiscal Year 2024-25 is $5,903,107.
Local Streets and Roads funding is supported by RMRA funding, which includes portions of
revenues pursuant to Streets and Highways Code Section 2031 from the following sources:
An additional 12 cents per gallon increase to the gasoline excise tax effective
November 1, 2017.

• An additional 20 cents per gallon increase to the diesel fuel excise tax effective
November 1, 2017.
• An additional vehicle registration tax, called "Transportation Improvement Fee," with
rates based on the value of the motor vehicle effective January 1, 2018.
• An additional $100 vehicle registration tax on zero emissions vehicles (ZEV) of model
year 2020 or later effective July 1, 2020.
• Annual rate increases to these taxes beginning on July 1, 2020, (July 1, 2021, for the
ZEV fee) and every July 1 thereafter equal to the change in the California Consumer
Price Index.
Senate Bill 1 emphasizes the importance of accountability and transparency. For this reason,
California Transportation Commission (CTC) staff, in collaboration with stakeholders,
developed Local Streets and Roads Funding Annual Reporting Guidelines. To be eligible for SB
1 and RMRA funding, the guidelines require the City to provide annual project reporting to the
CTC, specifically, a list of project(s) proposed to be funded with RMRA funding. All proposed
projects must be adopted by a resolution by the City Council at a regular public meeting prior to
the July 1, 2024, submission deadline.
The 2024-25 Overlay and Slurry Seal Program Design and Construction Project was selected to
receive the SB 1 RMRA funds. This project reflects the City's commitment to roadway
infrastructure and supports the Santa Clarita 2025 theme of Sustaining Public Infrastructure. The
Proposed Fiscal Year 2024-25 SB 1 Project List is subject to change, as specific roadway
segments will be finalized during the design process. Staff anticipates construction will begin in
June 2025.
The 2023-24 Overlay and Slurry Seal Program Design and Construction Project list was
previously approved by the CTC in 2023 and will continue to utilize SB 1 RMRA funds for
Fiscal Year 2024-25. The project will be in construction this summer and is projected to be
completed by the end of 2024.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Upon approval of the recommended actions, estimated allocations of SB 1 RMRA funds (Fund
267) will be earmarked for the 2024-25 Overlay and Slurry Seal Program. Appropriation of SB 1
RMRA funds will be part of the Fiscal Year 2024-25 budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, DECLARING THAT IT HAS ADOPTED A LIST OF PROJECTS FOR
FISCAL YEAR 2024-25 FUNDED BY SENATE BILL 1: THE ROAD REPAIR AND
ACCOUNTABILITY ACT OF 2017, LOCAL STREETS AND ROADS, ROAD
MAINTENANCE AND REHABILITATION FUNDS INTO THE CAPITAL IMPROVEMENT
PROGRAM
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017
(Chapter 5, Statutes of 2017) was passed by the legislature and signed into law by the governor
in April 2017 to address the significant multi -modal transportation funding shortfalls statewide;
and
WHEREAS, SB 1 includes accountability and transparency provisions that will
ensure the residents of our City of Santa Clarita (City) are aware of the projects proposed for
funding in our community and which projects have been completed each fiscal year; and
WHEREAS, the City must adopt by resolution a list of projects proposed to receive
fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by
SB 1, which must include a description and the location of each proposed project, a proposed
schedule for the project's completion, and the estimated useful life of the improvement; and
WHEREAS, the City, will receive an estimated $5,903,107 in RMRA funding in
Fiscal Year 2024-25 from SB 1; and
WHEREAS, this is the eighth year in which the City is receiving SB 1 funding and
will enable the City to continue essential road maintenance and rehabilitation projects, safety
improvements, repairing and replacing aging bridges, and increasing access and mobility options
for the traveling public that would not have otherwise been possible without SB 1; and
WHEREAS, the City has undergone a robust public process to ensure public input
into our community's transportation priorities/the project list; and
WHEREAS, the City used a Pavement Management System to develop the SB 1
project list to ensure revenues are being used on the most high -priority and cost-effective
projects that also meet the community's priorities for transportation investment; and
WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate
numerous streets/roads, bridges, add active transportation infrastructure throughout the City this
year, and hundreds of similar projects into the future; and
WHEREAS, the 2018 California Statewide Local Streets and Roads Needs
Assessment found that the City streets and roads are in an "at -risk" condition and this revenue
will help us increase the overall quality of our road system and over the next decade will bring
our streets and roads into a "good" condition; and

WHEREAS, the SB 1 project list and overall investment in our local streets and roads
infrastructure with a focus on basic maintenance and safety, investing in complete streets
infrastructure, and using cutting -edge technology, materials and practices, will have significant
positive co -benefits statewide.
NOW THEREFORE, the City Council of the City of Santa Clarita, California, does
hereby resolve as follows:
SECTION 1. The foregoing recitals are true and correct.
SECTION 2. The following list of newly proposed projects will be funded in -part or
solely with Fiscal Year 2024-25 Road Maintenance and Rehabilitation Account (RMRA)
revenues:
Project Title: 2024-25 Overlay and Slurry Seal Program Design and Construction;
Project Description: Generally, the scope of work to be performed includes, but is not limited to,
asphalt resurfacing of various streets Citywide;
Project Location: Citywide, specific streets were selected from locations identified through the
City's Five -Year Pavement Preservation Program and are identified in the attached Proposed
Fiscal Year 2024-25 SB 1 Project List;
Estimated Project Schedule: Start (July 2024) — Completion (June 2026) based on the component
being funded with RMRA funds; and
Estimated Project Useful Life: Streets selected for preventative maintenance will have a
pavement life expectancy of 3-7 years, and streets selected for rehabilitation will have a life
expectancy of 10-15 years.
SECTION 3. The following projects may also utilize Fiscal Year 2024-25 Road
Maintenance and Rehabilitation Account revenues in their delivery. With the relisting of these
projects in the adopted fiscal year resolution, the City is reaffirming to the public and the State
our intent to fund these projects with RMRA revenues:
Project Title: 2023-24 Overlay and Slurry Seal Program Design and Construction;
Project Description: Generally, the scope of work to be performed includes, but is not limited to,
