SUBJECT: CITYWIDE ENERGY EFFICIENCY PROGRAM - CONTRACT
MODIFICATION FOR CITY HALL PARKING LOT REPAIRS

RECOMMENDED ACTION
City Council:
Amend the current contract with Climatec, LLC., to authorize the repair and resurfacing of
the City Hall parking lot and increase expenditure authority in the amount of $355,000, for a
total contract amount not to exceed $35,484,467.
2. Authorize the transfer of Measure R Local Return (Fund 264) funds in the amount of
$355,000 from the 2021-22 Federal Overlay, Project M0142, expenditure account
M0142264-516101 to the Energy Efficiency Program, Project R0033, expenditure account
R00033264-516101.
3. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
As part of the Santa Clarita 2025 Strategic Plan, the City Council identified a goal of completing
energy efficiency upgrades to all City of Santa Clarita (City) facilities. Completing these
upgrades aims to save money, reduce greenhouse gas emissions, and meet growing energy
demand.
Following a competitive procurement process, on September 27, 2022, the City Council awarded
a contract to Climatec, LLC. (Climatec) to complete the City's Energy Efficiency Program. Since
its award, the project has successfully implemented approximately 75 percent of the Energy
Conservation Measures (ECM) identified in the project, including:

• Heating, ventilation, and A/C (HVAC) upgrades
• Water conservation measures at City parks
• Interior and exterior lighting upgrades
• Sports field lighting upgrades
• Solar canopies at the Santa Clarita Sports Complex and Newhall Community Center
The project is scheduled to be completed by the end of 2024, after which the savings' full impact
will begin.
One of the upcoming initiatives that will be completed this summer includes the installation of
solar canopies in the City Hall parking lot. During the development of this portion of the project,
staff recognized that repairs to the parking lot surface were required.
To efficiently complete both the solar canopy installation and the repairs to the parking lot
surface, staff recommends amending the contract with Climatec to include this additional work
in their project scope. The amendment would allow Climatec to coordinate the schedules of
various subcontractors to ensure the project is completed in the most cost effective manner, with
as little disruption possible to visitor and employee parking at City Hall.
The specifications for this work were prepared by City staff and provided to Climatec to solicit
quotes from four potential sub -contractors. Climatec received a quote from one company, Toro
Enterprises, to complete the work. The quote has been reviewed by City staff and determined to
be consistent with the current market costs.
If approved, Climatec would oversee the repairs at the City Hall parking lot, which include
filling cracks, applying a double seal coat, restriping parking spaces, and adding a speed hump.
This work is scheduled to begin in July, and will take approximately seven weeks to complete.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Upon approval of the recommended actions, adequate funds will be available in expenditure
accounts R0033264-516101 (Measure R Local Return) and R0033723-516101 (Facilities Fund)
to support the recommended contract.
