RECOMMENDED ACTION
City Council:
Approve a Right -of -Way Use Agreement with the County of Ventura in exchange for two
dedicated dark fiber strands for City use along the Ventura County's 46-mile regional
network.
2. Authorize the City Manager or designee to execute all contracts and associated documents,
subject to City Attorney approval.
BACKGROUND
The County of Ventura (County) is requesting a Right -of -Way (ROW) Use Agreement with the
City of Santa Clarita (City), which would allow the County to encroach under, on, and along
certain segments of City ROW for the purposes of installing, maintaining, and operating the
County's Regional Fiber Optic Network (County Network) infrastructure within City limits.
Unlike qualified Internet Service Providers who hold state telecommunications franchise
agreements that grant them rights to municipal ROW, the infrastructure will be owned by the
County, thereby requiring a ROW agreement with the City.
This ROW agreement is part of a proposed, approximately 46-mile route (Exhibit A) that will
roughly follow Highway 126, starting with an interconnect within the City at Rye Canyon Road
and Avenue Stanford (Exhibit B), adjacent to Interstate 5, and will head west all the way to U.S.
Highway 101. The route is part of the County's Regional Public Fiber Network, which is
intended to interconnect all cities in the County to a regional data center in Los Angeles via the
aforementioned interconnect point in the City. This route will improve inter -agency
communications, public safety, and emergency response, while also leveraging the fiber network
to address broadband affordability and access for Ventura County residents and businesses.

Construction of the County Network is anticipated to start in late 2024, contingent upon
anticipated grant funding from the state, as well as ROW use agreements with Santa Clarita and
other cities. The County is scheduled to authorize its Public Works Director to execute the final
ROW agreements with partnering cities at its July 9, 2024, board meeting.
The County is offering to compensate cities that grant ROW access with two strands of dark
fiber for non-commercial use along the entire 46-mile route. Two dark fiber strands would
benefit the City by enabling network redundancy via alternate pathways to diverse data centers,
as well as making the City more attractive in its own pursuit of a Broadband Private Partner to
service local businesses, and potential residents, with high-speed Internet in the future. The
market value of two dark fiber strands in Ventura County is approximately $50-55 per strand
mile, per month, which equates to an estimated annual cost savings of $55,000, should the City
opt to light those fibers in the future.
