CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR 14) CITY MANAGER APPROVAL: ' DATE: July 9, 2024 SUBJECT: RESOLUTION DESIGNATING OFFICIALS AUTHORIZED TO FILE APPLICATIONS TO THE CALIFORNIA GOVERNOR'S OFFICE OF EMERGENCY SERVICES FOR DISASTER -RELATED FINANCIAL ASSISTANCE DEPARTMENT: City Manager's Office PRESENTER: Roger Willcox RECOMMENDED ACTION City Council adopt a resolution designating the City Manager, Assistant City Manager, and Intergovernmental Relations Officer as approved agents with the California Governor's Office of Emergency Services (Cal OES) for disaster related financial assistance and authorize staff to provide Cal OES with a certified copy of the resolution. BACKGROUND This resolution authorizes City Council to designate approved agents every three years to execute and file an application with the California Governor's Office of Emergency Services (Cal OES) as required by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988. According to Public Law 93-288, as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, it is required that the City Council designate an approved agent every three years to execute and file the application to the Cal OES to obtain certain federal and/or state financial assistance. The Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988 constitutes the statutory authority for most federal disaster response activities, especially as they pertain to the Federal Emergency Management Agency (FEMA) and FEMA programs. This universal resolution is not disaster -specific and will be kept on file by Cal OES for a period of three years. The City of Santa Clarita agents designated by title include the City Manager, the Assistant City Manager, and the Intergovernmental Relations Officer.
