SUBJECT: ACCEPTANCE OF REAL PROPERTY OF 11.4 +/- ACRES IN THE
CITY OF SANTA CLARITA, LOS ANGELES COUNTY ASSESSORS
PARCEL NO. 2866-007-079, 2866-007-080 AND A PORTION OF
2866-007-078

RECOMMENDED ACTION
City Council:
Accept 11.4 +/- acres of real property for the purpose of public recreation and open space
preservation, Assessor's Parcel Numbers 2866-007-079, 2866-007-080 and a portion of
2866-007-078, contingent upon clean title reports and environmental reports.
2. Appropriate $30,000 from the Open Space Preservation District Fund (Fund 358) to the Open
Space Preservation District Expenditure Account 3587501-516101 for due diligence, title
and escrow.
3. Appropriate ongoing funds in the amount of $4,000 from the Open Space Preservation
District Fund (Fund 358) to Open Space Preservation District Expenditure Account 3587501-
511101 for on -going maintenance.
4. Authorize the City Manager to sign the agreement, subject to final approval by the City
Manager and City Attorney, and to take such further actions as necessary to effectuate the
transfer.
5. The project is exempt from review under the California Environmental Quality Act (Article
9) pursuant to Section 15313 (Class 13); Section 15317 (Class 17); and Section 15325 (Class
25).
6. Authorize the City Manager, or designee, to execute all documents, subject to City Attorney
approval.

BACKGROUND
The subject properties are situated west of Interstate 5 and north of Magic Mountain Parkway,
adjacent to the City of Santa Clarita (City) existing open spaces, Round Mountain, and the Iron
Horse Trailhead.
Newhall Land and Farming Company (NLF), a California limited partnership, is a developer
within the City and owns the properties. Newhall Land and Farming Company contacted the City
to express interest in donating the parcels as contiguous open space property to the City. The
donation of NLF properties expands the greenbelt on the northwest edge of the City's Open
Space and creates the opportunity for essential future expansion of the trail system.
The project is exempt from the California Environmental Quality Act under Article 19, Section
15313 (Class 13); Section 15317 (Class 17); and Section 15325 (Class 25). A Class 13
exemption consists of the acquisition of lands for fish and wildlife conservation purposes. A
Class 17 exemption consists of the acceptance of easements or fee interests to maintain the area's
open space character. A Class 25 exemption consists of transferring ownership of interests in
land to preserve open space, habitat, or historical resources.
Staff recommends approving the donation of the open space property, contingent on receiving
clean title and environmental reports, to continue the ongoing Open Space Preservation District
efforts.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
The total costs associated with the property acquisition are estimated at $34,000. Upon City
Council approval of the Recommended Action, funds will be available in Open Space
Expenditure Accounts 3587501-516101 and 3587501-511101 (OSPD fund).
