A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA ACTING AS THE LEGISLATIVE BODY OF THE CITY OF SANTA
CLARITA COMMUNITY FACILITIES DISTRICT NO. 2016-1 (VISTA CANYON),
AUTHORIZING THE ESTABLISHMENT OF AN ANNUAL SPECIAL TAX
WHEREAS, the City Council (Council) of the City of Santa Clarita, California (City),
had previously initiated proceedings, held a public hearing, conducted an election and received a
favorable vote from the qualified electors to authorize the levy of special taxes in and for the
City of Santa Clarita Community Facilities District No. 2016-1 (Vista Canyon) (CFD), all as
authorized pursuant to the terms and provisions of the "Mello -Roos Community Facilities Act of
1982," being Chapter 2.5, Part 1, Division 2, Title 5 of the Government Code of the State of
California (Act); and
WHEREAS, on April 26, 2016, this Council, acting as the legislative body of the CFD,
adopted Ordinance No. 16-06 (Ordinance and incorporated herein by reference), which
authorized the levy of special taxes within the CFD pursuant to the Act; and
WHEREAS, Government Code Section 53340 and the Ordinance specified that the
Council may provide, by resolution, for the levy of the special taxes within the CFD in
'— accordance with the formulas set forth in the rate and method of apportionment of special taxes
as shown in Exhibit A attached to the Ordinance, or as may be modified or amended from time
to time by a resolution of change or annexation adopted pursuant to the provisions of the Act
(RMA); and
WHEREAS, in order to make the annual levy of the special taxes of the CFD to be
consistent with other community facilities districts administered by the City, it is now necessary
and appropriate that the Council authorize the annual levy and collection of the special taxes for
the purposes specified in the Ordinance by the adoption of a resolution as specified by the Act
and Ordinance.
NOW THEREFORE, the City Council of the City of Santa Clarita, California, acting as
the legislative body of the City of Santa Clarita Community Facilities District No. 2016-1 (Vista
Canyon), does hereby resolve as follows:
SECTION 1. The Council, acting as the legislative body of the CFD, hereby authorizes
the levy of the special taxes for the purposes specified in the Ordinance. The Director of
Administrative Services is hereby authorized to determine the specific annual tax rates and
amounts to be levied for each fiscal year, commencing for Fiscal Yeer 202.4-25, in accordance
with the RMA as provided in Section 53340 of the Act, and to prepare or cause to be prepared a
list of all nonexempt parcels within the CFD and the specific amount of the special taxes for each
such parcel (List), except that the annual special tax rates to be levied shall not exceed -the
maximum rates for the annual special taxes provided in the RMA. The Director'of
Administrative Services is hereby authorized and directed to submit such List for -each fiscal year

to the County Auditor of the County of Los Angeles (County Auditor) on or before August 10`h
of each fiscal year or such later date to which the County Auditor may agree.
SECTION 2. For each fiscal year, the special taxes shall be collected in the same manner
as ordinary ad valorem property taxes are collected, and the Tax Collector is hereby authorized
to deduct reasonable administrative costs incurred in collecting any said special taxes, provided,
however, the Director of Administrative Services may determine to collect the special taxes at
different times and in a different manner if necessary to meet the financial obligations of the
CFD.
SECTION 3. For each fiscal year, the County Auditor shall at the close of the tax
collection period, promptly render to the CFD a detailed report showing the amount and/or
amounts of such special tax installments, interest, penalties and percentages so collected and
from what property collected, and also provide a statement of any percentages retained for the
expense of making any such collection.
SECTION 4. The City Clerk shall certify to the passage and adoption of this resolution.
SECTION 5. If any section, subsection, sentence, clause, phrase, or portion of this
resolution is, for any reason, held to be invalid or unconstitutional by the decision of any court of
competent jurisdiction, such decision shall not affect the validity of the remaining provisions of
this resolution and each section, subsection, subdivision, sentence, clause, phrase, or portion
thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses,
phrases, or portions might subsequently be declared invalid or unconstitutional. Additionally, if
any section, subsection, sentence, clause, phrase, or portion of the List is, for any reason, held to
be invalid or unconstitutional by the decision of any court of competent jurisdiction, such
decision shall not affect the validity of the remaining provisions of the List and each section,
subsection, subdivision, sentence, clause, phrase or portion thereof, irrespective of the fact that
any one or more sections, subsections, sentences, clauses, phrases or portions might subsequently
be declared invalid or unconstitutional.
