CONSTRUCTION CONTRACT

RECOMMENDED ACTION
City Council:
1.Approve the plans and specifications for the Santa Clarita Sports Complex Restroom
Renovation,Project P0024.
2.Award a construction contract to 3M Construction Corporation, in the amount of $224,970
and authorize a contingency in the amount of $22,497, for a total contract amount not to
exceed $247,467.
3.Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The George A. Caravalho Santa Clarita Sports Complex Gymnasium (Sports Complex) building
was acquired by the City of Santa Clarita (City) in 1998. The building currently holds two full
sized basketball courts, four racquetball courts, four pickleball courts,and two restrooms. The
building is a popular location for recreation programming.
was assessed,and it was determined that the gym lobby restrooms needed a complete renovation
due to high usage and outdated fixtures. The Sports Complex Restroom Renovation Project will
replace old and deteriorating tile, paint, counters, urinals, bathroom fixtures, lighting, and
partitions in the lobby bathrooms. The improvements will include new energy efficient plumbing

type fixtures will be used for the faucets, soap dispensers, and fixture flushing devices. Existing
equipment for paper towel dispensers, toilet tissue dispensers, and grab bars will also be replaced
with new equipment. All construction work will take place during normal business hours.
This project supports the Santa Clarita 2025 Strategic Plan of Building and Creating Community
and Sustaining Public Infrastructure. The funding for this project was approved with the Fiscal
Year 2023-24 annual budget.
An invitation to b-procurement
system, BidNet, on July 18, 2024. The City transmitted the solicitation to vendors on BidNet,
and 52 vendors downloaded materials. Three bids were submitted and opened on
August 15, 2024. The results of the bids are shown below.

Upon reviewing the bids, staff determined the response from the apparent low bidder, J. Peace
Builders, to be non-responsive due to the absence of an active Department of Industrial Relations
registration. Therefore, staff recommends awarding the project to 3M Construction Corporation
(3M Construction), the second lowest bidder. This contractor possesses a valid state contractor's
license and is in good standing with the Contractors State Licensing Board. Furthermore, the bid
from 3M Construction was reviewed for accuracy and conformance to the contract documents,
and was complete.

FISCAL IMPACT
Adequate funds are available in project expenditure account P0024601-516101 to support the
recommended contract and all anticipated project costs.
