Adopt a resolution to establish a 510-foot No Overnight Parking zone on the west side of Ruether Avenue, south of Centre Pointe Parkway, and a 290-foot No Overnight Parking zone on the east side of Ruether Avenue, south of Centre Pointe Parkway. 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The City of Santa Clarita (City) has received complaints from residents concerning the lack of available parking on Ruether Avenue, south of Centre Pointe Parkway to access Canine Country Dog Park due to vehicles being stored and/or abandoned along the roadway. In the last two years, the City's Parking Enforcement Officers have issued two dozen citations and nearly 50 warnings for vehicles in violation of parking more than 72 consecutive hours at this location (Santa Clarita Municipal Code 12.64.200). City staff have additionally observed more than two dozen vehicles parked overnight on multiple occasions, which remain the following day. To assist with the availability of on -street parking to access the Canine Country Dog Park, as well as other venues at the Santa Clarita Sports Complex and nearby businesses, a No Overnight Parking zone could be established. This zone would prohibit parking from 12:00 a.m. to 4:00 a.m. on the segments listed below and shown in the attached Exhibit A: Page 1 Packet Pg. 50 O • West side of Ruether Avenue from 30 feet south of Centre Pointe Parkway to 540 feet southerly. • East side of Ruether Avenue from 250 feet south of Centre Pointe Parkway to 540 feet southerly. The proposed No Overnight Parking zone on Ruether Avenue south of Centre Pointe Parkway is consistent with the existing No Overnight Parking zone established in 2005 on Ruether Avenue north of Centre Pointe Parkway. Adjacent property owners were notified of the proposed parking restriction in August 2024. Staff has received no objection to the proposed No Overnight Parking zone. ALTERNATIVE ACTION Other action as determined by the City Council FISCAL IMPACT The resources required to implement the recommended action are contained within the City of Santa Clarita's adopted FY 2024-25 budget: adequate funds are available in Gas Tax Fund (230) Street Maintenance - Traffic Signs and Markings expenditure account (2304504-514108). AND 4:00 A.M. WHEREAS, Section 22507 of the California Vehicle Code of the State of California provides for local authorities to prohibit stopping, standing, or parking of vehicles on certain streets or highways, or portions thereof during certain or all hours of the day; and WHEREAS, a request was made to establish No Overnight Parking zones along the west and east sides of Ruether Avenue, south of Centre Pointe Parkway to reduce vehicle storage on the roadway and increase parking availability; and WHEREAS, it is consistent with normal traffic engineering practices to establish No Overnight Parking zones along the west and east sides of Ruether Avenue, south of Centre Pointe Parkway. NOW THEREFORE, the City Council of the City of Santa Clarita, California, does hereby resolve as follows: SECTION 1. That a 510-foot No Overnight Parking zone between 12:00 a.m. and 4:00 a.m. along the west side of Ruether Avenue, beginning 30 feet south of Centre Pointe Parkway shall be established. SECTION 2. That a 290-foot No Overnight Parking zone between 12:00 a.m. and 4:00 a.m. along the east side of Ruether Avenue, beginning 250 feet south of Centre Point Parkway shall be established. SECTION 3. That the 510-foot No Overnight Parking zone shall apply when appropriate signs giving adequate notice thereof have been placed as described in Section 1. SECTION 4. That the 290-foot No Overnight Parking zone shall apply when appropriate signs giving adequate notice thereof have been placed as described in Section 2. SECTION 5. That staff shall install the necessary signs to effect this resolution. SECTION 6. The City Clerk shall certify to the adoption of this resolution.
