Authorize the City Manager or designee to execute a contract with R.C. Becker, Inc., for the purchase and installation of new and replacement bus stop furniture at twenty-five (25) bus stops in an amount of $236,381, and authorize a contingency in the amount of $23,638, for a total contract amount not to exceed $260,019. 2. Authorize the City Manager or designee to execute all documents or modify the award in the event that issues of impossibility of performance arise, subject to City Attorney approval. BACKGROUND The City of Santa Clarita (City) strives to provide safety and accessibility for our patrons. A Bus Stop Improvement Project (Project) has been ongoing over the past few years. Improvements have been made to the City's bus stops that have included improved access, real-time bus arrival information, new passenger amenities, and in -street concrete pads to extend the life of our roadways. This project exemplifies the City's commitment to improving the quality of life for its residents and meets the goal of the Sustaining Public Infrastructure theme of the City's five-year strategic plan, Santa Clarita 2025. The goal is to implement a phased bus stop improvement program focused on improving customer amenities, access to bus stops, sidewalks, ADA ramps, wayside signage, and the enhancement of lighting and displays. The project will improve 25 existing bus stops Citywide by replacing damaged and worn bus shelters, benches, and trash receptacles. Improvements will also include new leaning rails, designed specifically for bus stops that have limited sidewalk space and cannot accommodate a Page 1 Packet Pg. 55 traditional bench. The leaning rail provides riders an opportunity to rest and lean on the rail while waiting for a bus to arrive, making the bus stop more inviting and comfortable. In 2019, Transit staff installed a leaning rail at one of the bus stops as a demonstration unit, which has proven to be effective. An invitation to bid was published twice, on July 5 and July 12, and was posted on the City's e-procurement system, BidNet. Notifications were sent to 1,855 vendors on BidNet, of which 43 vendors downloaded the bid package. Three bids were submitted and opened on August 6, 2024. Sylmar, CA $315,030 Corner Keystone Construction Corporation Covina, CA $603,150 Staff recommends awarding the contract to R.C. Becker, Inc., the lowest responsive and responsible bidder. The contractor possesses a valid state contractor's license and is in good standing with the Contractors State License Board. The contractor's bid was reviewed for accuracy and conformance to the contract documents and was found to be complete. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT The City has budgeted Federal 5307 Transit Grant Funds to cover 80 percent of the project costs. The remaining 20 percent will be funded using Municipal Operator Service Improvement Program (MOSIP) funds. Both funding sources have significant restrictions and can only be used for transit -related capital projects. The resources required to implement the recommended action are contained within the City of Santa Clarita's adopted FY 2024-25 budget, in expenditure account 7003702-516101 (Transit Capital Outlay — Contractual Services).
