HomeMy WebLinkAbout2024-10-08 - AGENDA REPORTS - MOU SUBREGIONAL PARTNERSHIP PGMO Agenda Item: 4 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: ' DATE: October 8, 2024 SUBJECT: MEMORANDUM OF UNDERSTANDING FOR RECEIPT OF REGIONAL EARLY ACTION PLANNING GRANTS PROGRAM FUNDS DEPARTMENT: Community Development PRESENTER: Erika Iverson RECOMMENDED ACTION City Council: Adopt a resolution authorizing the City Manager or designee to execute a Memorandum of Understanding, in a form approved by the City Attorney, between the Southern California Association of Governments and the City of Santa Clarita for a Subregional Partnership Program Grant for purposes of receiving grant funding to prepare objective design and development standards for multifamily and mixed -use projects. BACKGROUND The Regional Early Action Planning Grants of 2021 (REAP 2.0) were established as part of the California Comeback Plan under Assembly Bill 140, providing funding to the state's 18 Metropolitan Planning Organizations (MPOs) to facilitate the implementation of adopted regional and local plans in order to accelerate infill housing, increase housing supply, housing choice and affordability, as well as reducing vehicle miles traveled. The MPOs may allocate funds to eligible entities within their region. The Southern California Association of Governments (SLAG), the designated MPO for Southern California, including cities within Los Angeles County, established the Subregional Partnership Program 2.0 (SRP 2.0) in order to allocate REAP 2.0 grant funding between its subregional partners. Funding is allocated based on a proportional share of the number of units assigned to each subregion in the 6th Cycle Regional Housing Needs Assessment. Projects that implement Housing Element plans are eligible for SRP 2.0 program funding. The City of Santa Clarita (City) is seeking funding in the amount of $250,000 to help implement Page 1 Packet Pg. 51 O programming identified in the City's 6ch Cycle Housing Element. Specifically, receipt of SRP 2.0 funds would assist the City in creating objective development and design standards for multifamily and mixed -use projects, a project identified in Program HP-2.1 of the City's Housing Element to bring forward Unified Development Code amendments to address recent changes in state law. In order to participate in the SRP 2.0, the City must enter into a Memorandum of Understanding (MOU) with SLAG. The MOU is not finalized, but it will establish funding and facilitate the procurement of a consultant to work with City staff on the preparation of objective development standards. The City will utilize SCAG's consultant procurement process, and SCAG will administer the contract. City staff will outline the scope of work and act as the project manager for development of the objective development standards. Adoption of objective standards will require approval by the City Council and will be presented to the City Council for consideration at a future meeting. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT There is no fiscal impact associated with this action. ATTACHMENTS Resolution Page 2 Packet Pg. 52 4.a RESOLUTION NO. 24- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING APPLICATION FOR, AND RECEIPT OF, REGIONAL EARLY ACTION PLANNING GRANT PROGRAM OF 2021 WHEREAS, the Regional Early Action Planning Grant Program of 2021 (REAP 2.0) program was established by the California state legislature as part of the 2021 California Comeback Plan under Assembly Bill 140 to confront the statewide housing affordability crisis by building and expanding on the success of the REAP 2019 program by integrating housing and climate goals and allowing for broader planning and implementation investments to facilitate housing supply, choice, and affordability; WHEREAS, REAP 2.0 funded activities must meet the program objectives, which are to accelerate infill development that facilitates housing supply, choice and affordability; affirmatively further fair housing; and reduce vehicle miles traveled. Further, all residential development must be in areas meeting the definition for "In Fill" provided in the REAP 2.0 state r guidelines; L WHEREAS, the Southern California Association of Governments (SLAG) issued a call N for applications under the Projects to Accelerate Transitional Housing (PATH) Program; and a a w WHEREAS, SCAG intends to award $250,000 to the City of Santa Clarita to develop Objective Design and Development Standards. 2 NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does hereby resolve as follows: SECTION 1. The City Council hereby authorizes and directs such actions as are necessary and appropriate to accept the grant award of REAP 2.0 funds in the amount of $250,000 from SLAG. SECTION 2. That the City Manager or their designee is hereby authorized and directed to: 1. Execute an agreement, in a form approved by the City Attorney, with SCAG and any amendments thereto; 2. Take all reasonably necessary and appropriate actions to complete the development of Object Design and Development Standards and fulfill all obligations required pursuant to the above referenced call for applications in a manner consistent and in compliance with the REAP 2.0 guidelines and objectives, PATH Program guidelines, and all applicable state and federal statutes, rules, regulations, and laws.
