SUBJECT: Vista Canyon Water Factory - Water Testing Contract

RECOMMENDED ACTION
City Council:
1. Award a three-month contract to Geosyntec Consultants, Inc., to provide water testing
services for the Vista Canyon Water Factory in the amount of $93,000, and authorize a
contingency in the amount of $9,300, for a total contract amount not to exceed $102,300.
2. Appropriate a one-time funding expenditure for $102,300 from the Vista Canyon
Wastewater Standby fund balance (Fund 368), effective October 2024.
3. Authorize the City Manager or designee to execute all contracts and associated
documents, subject to City Attorney approval.

As part of the Vista Canyon project that was approved in April 2011, under the Conditions of
Approval (COA), the City of Santa Clarita (City) required the developer to construct the Vista
Canyon Water Factory (Water Factory) and oversee operations until the City assumed full
ownership. The Water Factory was completed in 2020 and has a capacity of 392,135 gallons per
day (equivalent to 439.2 acre-feet per year) and can produce approximately 371,000 gallons per
day (equivalent to 415.5 acre-feet per year) of recycled water.
On April 1, 2024, the City officially began overseeing operations and maintenance of the Water
Factory. As part of the City's ongoing effort to enhance water resources in our region, as of
August 21, 2024, the Water Factory officially began selling recycled water to the Santa Clarita
Valley Water Agency.
To ensure the City remains in compliance with the Los Angeles Regional Water Quality Control
Board's Waste Discharge Requirements (WDR), Water Reclamation Requirements (WRR), and

Monitoring and Reporting Program (MRP) for the Water Factory (Order No. R4-2020-0049,
MRP No. Cl- 10041), adopted on April 16, 2020, the City must monitor and report the potential
impacts of landscape irrigation and non -potable recycled water applications using Water Factory
effluent. The required monitoring includes continuous, daily, weekly, monthly, quarterly, and
annual monitoring of the Water Factory influent, effluent, groundwater, effluent storage tank,
and water supply. Quarterly and annual reports are required to describe monitoring actions,
summarize monitoring data, analyze trends, and discuss results, compliance, and corrective
actions.
Over the last four years, the Developer has used Geosyntec Consultants, Inc. (Geosyntec), a
water resources team that specializes in water quality assessments, to conduct the water testing
services at the Water Factory.
Staff recommends awarding a contract to Geosyntec for water testing services at the Water
Factory due to their unique qualifications and the critical nature of the work required. Given the
Water Factory's current operational status, Geosyntec is uniquely positioned to provide these
services due to its extensive prior experience in both routine and emergency -related testing.
Their established track record of delivering high -quality services further supports the decision to
engage them for this time -sensitive work.
The state permit's immediate testing requirement necessitates that these services be carried out
without delay. The three-month contract with Geosyntec will provide the City sufficient time to
prepare a Request for Proposal for the long-term services required at the site. Geosyntec's
familiarity with the Water Factory's operations, combined with its proven ability to meet
stringent state permitting guidelines, ensures the continuity of service and compliance with
regulatory requirements.
Given the urgency of the situation and the specialized nature of the work, it was determined that
engaging another vendor would not meet the critical timelines and could potentially compromise
permit compliance. Based on these factors, a single source procurement request was processed
and approved by the City's Purchasing Division, ensuring the best interest of the City's
operational and regulatory needs are met efficiently.

FISCAL IMPACT
The total costs associated with the property acquisition are estimated at $102,300. Upon City
Council approval of the Recommended Action, funds will be available in the Vista Canyon
Water Factory Expenditure Account 3687413-516101 (Vista Canyon Wastewater Standby Fund
368).
