SUBJECT: RANGER PATROL SERVICES IN OPEN SPACE AREAS

RECOMMENDED ACTION
City Council:
Award a three-year contract with the Mountains Recreation and Conservation Authority for
ranger patrol services for the City of Santa Clarita open space areas, in the amount of
$325,740, plus a 10 percent contingency in the amount of $32,574, for a total contract
amount not to exceed $358,314.
2. Authorize the City Manager or designee to execute up to two additional one-year renewal
options beginning in year three, not to exceed the annual contract amount, plus an adjustment
in compensation consistent with the appropriate Consumer Price Index, upon request of the
contractor, and contingent upon the appropriation of funds by the City Council in the annual
budget for such fiscal year.
3. Authorize the City Manager or designee to execute all contracts and associated documents,
subject to City Attorney approval.
BACKGROUND
The City of Santa Clarita (City) has secured nearly 13,000 acres of open space for public use.
The City has contracted and partnered with the Mountains Recreation and Conservation
Authority (MRCA) for the past ten years to provide ranger patrol services for the City in open
space areas such as East Walker Ranch, Elsmere Canyon, Haskell Canyon, Golden Valley Open
Space, Newhall Pass, Quigley Canyon, Wildwood Canyon, Rivendale, Tapia, San Francisquito,
Skyline Ranch, Plum Canyon, Tesoro, Lang Station, and Aidlin Hills.

The MRCA is a local government public entity established by the state legislature and is
dedicated to the preservation and management of local open space and parkland. In addition to
owning and maintaining parkland, the MRCA provides ranger services. The MRCA Rangers
(Rangers) are sworn California Peace Officers, trained to patrol and maintain open space
properties with sensitive environmental areas, and have the authority to issue citations and make
arrests. The Rangers can be contracted by public agencies to complete specific duties in
alignment with their ongoing mission of protecting and preserving open space areas. The MRCA
provides ranger patrol services, emergency call -out availability, parking enforcement, and
abatement of minor hazards.
During the procurement process, staff determined that the MRCA is the only provider of ranger
services that can patrol the City's Open Space areas. The MRCA offers unique services that
specialize in security management of Open Space properties that no other patrol services offer.
Based on this information, a single source procurement request was processed and approved by
the City's Purchasing Division.
Staff recommends awarding a contract with the MRCA for ranger patrol services based on the
successful past performance and their knowledge of the City's open space areas.
ALTERNATIVE ACTION
Other action as determined by City Council.
FISCAL IMPACT
The resources required to implement the recommended action are contained within the City of
Santa Clarita's adopted FY 2024-25 budget.

Santa Clarita Valley Open Space
Dear Mr. Morrison,
The Mountains Recreation and Conservation Authority (MRCA) is submitting a proposal
to provide Ranger Services.
Scope of Work: The MRCA will provide Ranger patrols not to exceed a total
of nineteen (19) hours per week. Rangers will patrol locations
on a rotating basis with an emphasis on minimizing driving
time between properties and proactive policing. Rangers will
be available for callouts 24 hours a day, which will be as part
of the overall contract not to exceed 925 hours per fiscal year.
Overtime costs will apply as part of the contract. Rangers will
use the MRCA Ordinance to provide park and resources
protection for this property.
Locations: East Walker Ranch, Elsmere Canyon, Haskell Canyon Open
Space, New Hall Pass Open Space, Quigley Canyon Open
Space, Wildwood Canyon, Rivendale Park and Open Space,
Tapia Canyon Open Space, San Francisquito Canyon Open
Space, Skyline Ranch Open Space, Plum Canyon Open
Space, Tesoro Open Space, Lang Station Open Space, Aidlin
Open Space, and other future Open Space areas to be
determined by the City.
Budget: Patrol Rate:
FY23.24 - $108 per hour x 925 hours = not to exceed
$100,000.
This proposal is valid through June 30t", 2024.

Patrol Rate shall increase on an annual basis by the amount
equal to the annual percentage increase change of the
Consumer Price Index (CPI) Los Angeles County area. The
parties agree to use the all items category rate published in
the month preceding the renewal rate. The City of Santa
Clarita and MRCA agree that the Patrol Rate will increase by
a minimum of three percent (3%) or the CPI increase,
whichever is higher.
Billing: The MRCA will invoice on a quarterly basis providing status
reports upon request.
Terms of Agreement: This term is for three (3) years; with the option of two (2)
one-year extensions. If Agreement is renewed with the
option of the (2) one-year extensions, the patrol rate will be
determined at that time and executed in the form of an
Amendment for years 4 and 5.

of five (5) hours per week. Rangers will patrol locations on a
rotating basis with an emphasis on minimizing driving time
between properties and proactive policing. Rangers will be
available for callouts 24 hours a day, which will be as part of
the overall contract not to exceed 260 hours per fiscal year.
Overtime costs will apply as part of the contract. Rangers will
use the MRCA Ordinance to provide park and resources
protection for this property.
Budget: Patrol Rate:
FY23.24 - $108 per hour x 260 hours per fiscal year =
$28,080.
