HomeMy WebLinkAbout2024-11-12 - AGENDA REPORTS - HERITAGE PARK IMPROV CONTR P1021O Agenda Item: 7 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: A 2UJ' DATE: November 12, 2024 SUBJECT: VALENCIA HERITAGE TENNIS COURT IMPROVEMENTS DESIGN CONTRACT PROJECT P1021 DEPARTMENT: Neighborhood Services PRESENTER: Glen Durfee RECOMMENDED ACTION City Council: Award a design contract to Hirsch and Associates, Inc., for the Valencia Heritage Tennis Court Improvements Design Project P1021 in the amount of $81,420 and authorize a contingency in the amount of $8,142, for a total contract amount not to exceed $89,562. 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND Valencia Heritage Park (Park) is a 17-acre park located on the northwest corner of Newhall Ranch Road and McBean Parkway. The Park was constructed in 2004 and currently has three tennis courts, two sports fields, a playground, a restroom, and a picnic gazebo. As part of the City of Santa Clarita's (City) ongoing effort to rehabilitate aging amenities, the additional tennis court will expand the growing demand for tennis and pickleball play areas. The United States Tennis Association (USTA) requires a tennis court complex to have a minimum of four tennis courts to host a regulated tennis tournament. By constructing an additional court, the City will have the ability to host official tennis tournament competitions. Further, the court striping overlay on the new court will allow for dual use of pickleball courts on the playing surface. The new court will be placed adjacent to the existing courts and will have an accessible path connecting to the courts. The design of the new court will include new lighting, fencing, wind screening, landscape, and drainage to ensure it blends with the existing park design. The project Page 1 Packet Pg. 55 O will also include other improvements to the existing tennis court complex. Site enhancements on the other three courts will include new windscreens, court surfaces, striping, and netting. This project supports the Sustaining Public Infrastructure theme of the City's five-year strategic plan, Santa Clarita 2025. The scope of work for this design contract includes engineering and architectural design services required to complete a comprehensive investigation of the site, research existing conditions, prepare concept studies to deliver conceptual design plans, and prepare cost estimates for the project. Upon completion of the concept, staff will request authorization from the City Council to award a Construction Document Preparation Contract to Hirsch & Associates, Inc. to complete design services. The City conducted a Request for Proposal (RFP) to solicit proposals from qualified consulting firms to provide design services for the Valencia Heritage Tennis Court Improvement project. The RFP was published and circulated via the City's e-procurement system, BidNet, on August 15, 2024. The City transmitted the solicitation to 1,674 vendors on BidNet, of which 53 vendors downloaded the RFP. At the time of the RFP's deadline on September 12, 2024, the City did not receive any proposals for this project. In the event the City does not receive a formal RFP response, the City of Santa Clarita Municipal Code (SCMC) Section 3.12.215 provides for direct negotiation from the Purchasing Officer or designee. In accordance with the SCMC, staff contacted qualified consultants and requested informal proposals for the projects design. Hirsch & Associates, Inc., (Hirsch & Associates) submitted a proposal that meets the project's needs. Staff completed its due diligence review of the proposal and determined that their past performance meets the City's high standards. Hirsch & Associates demonstrated an in-depth understanding of the project needs and provided a detailed scope of work and approach to the project. They analyzed the project location and identified key design factors that must be addressed in the design. Based on their design experience with similar projects and the completeness of their proposal for this project, staff recommends awarding the design contract to Hirsch & Associates. ALTERNATIVE ACTION Other actions as determined by the City Council.
