RECOMMENDED ACTION
City Council:
Award the design contract to Encompass Consultant Group, Inc. for the 2024-25 Circulation
Improvement Program, Project C0073, in the amount of $382,204 and authorize a
contingency in the amount of $38,220, for a total contract amount not to exceed $420,424.
2. Authorize the City Manager or designee to execute all contracts and associated documents,
subject to City Attorney approval.
BACKGROUND
The City of Santa Clarita (City) completes circulation improvement projects to address overall
traffic increases and maintain traffic flow in the City. The 2024-25 Circulation Improvement
Program will focus on traffic circulation improvements for the Newhall Ranch Road/McBean
Parkway, Golden Valley Road/Centre Pointe Parkway, and Magic Mountain Parkway/Valencia
Boulevard intersections. The proposed improvements will modify medians, curb and gutter,
striping, asphalt, landscaping, utilities, and irrigation. The project will provide enhanced
circulation on Newhall Ranch Road, Golden Valley Road, and Magic Mountain Parkway. The
locations are shown on the attached location map.
The proposed modifications will accommodate an additional westbound left -turn lane and turn
lane extension on Newhall Ranch Road at McBean Parkway, an additional northbound through
lane on Golden Valley Road at Centre Pointe Parkway, and an additional eastbound left -turn lane
on Magic Mountain Parkway at Valencia Boulevard. The modifications are based on staffs
analysis of traffic volumes and observations of traffic patterns at the selected intersections. This
project supports the Sustaining Public Infrastructure theme of the City's five-year strategic plan,

The scope of work for this design contract includes civil engineering design, pavement analysis,
land surveying, and landscape architect design services required to prepare construction
documents. These documents will consist of complete plans, specifications, and engineer's
estimates for construction. Bid assistance will also be provided to support the solicitation for a
construction contract.
The City conducted a Request for Proposal (RFP) to solicit proposals from qualified consulting
firms to provide design services for the 2024-25 Circulation Improvement Program project. The
RFP was published and circulated via the City's e-procurement system, BidNet, on July 24,
2024. The City transmitted the solicitation to 2,682 vendors on BidNet, of which 65 vendors
downloaded the RFP. A total of two companies provided proposals for consideration.
These proposals were reviewed and evaluated based on each company's ability to meet the
specific needs of the City. An evaluation panel, comprised of staff from the Capital Improvement
Projects and Traffic & Transportation Planning divisions, scored the response using the
following categories of weighted criteria:
• Consultant qualifications and overall project team experience (40 points)
• Ability to comply and provide deliverables based on the project schedule developed by
the Consultant that meets or exceeds the City's project time frame (30 points)
• Responsiveness to the RFP including content, format, and completeness of the written
proposal (15 points)
• References (15 points)
The evaluation panel scored the responses based on a 100-point scale, with the results outlined
below:

In reviewing proposals, the evaluation panel awarded the highest score to Encompass Consultant
Group, Inc. (ECG). The evaluation panel determined that ECG's proposal offered the best
overall value to meet the design needs.
ECG demonstrated an in-depth understanding of the project needs and provided a detailed scope
of work and approach to the project. They analyzed the project locations and identified key
factors that will need to be addressed in the design. Based on their design experience with similar
projects, and the completeness of their proposal for this project, staff recommends awarding the
design contract to ECG. The proposal is available in the City Clerk's Reading File.
California Government Code Section 4526 prescribes selection of architectural and engineering
services to be based on demonstrated competence and professional qualifications necessary for
the satisfactory performance of the services required and does not authorize the selection of
professional architect and engineering services based on cost. City staff was able to reach an

agreement with ECG at a fair and reasonable price.
The requested contingency will cover the cost of unforeseen design constraints, potential design
modifications, additional field investigations including potholing for utility locations and
foundations, permits required by the County of Los Angeles, and coordination with utility
companies and other agencies.

FISCAL IMPACT
Adequate funds are available in expenditure account C0073233-516101 (TDA Article 8 Fund) to
support the recommended contract and project administrative costs.

INTRODUCTION
Encompass Consultant Group is pleased to present this proposal for professional
design services to the City of Santa Clarita for the 2024-25 Circulation
Improvement Program.
Santa Clarita is a dynamic and rapidly growing community known for its excellent
quality of life. As the city continues to expand, ensuring efficient and safe
transportation networks is crucial. This project targets enhancements at three key
intersections —Newhall Ranch Road and McBean Parkway, Golden Valley Road
and Centre Pointe Parkway, and Magic Mountain Parkway and Valencia
Boulevard —to improve capacity, traffic flow, and safety.
The following proposal outlines ECG's approach to meeting the goals of this
project, keeping in mind the City's priorities for Sustaining Public Infrastructure,
as well as Community Beautification, Sustainability, and Public Safety. Our
proposal presents a design plan to address key elements, along with options to
be reviewed with the City's project managers for a tailored and flexible approach
that addresses all the project's needs.

QUALIFICATIONS
FIRM EXPERIENCE
ECG offers a broad range of civil engineering and land surveying services. With a combination of
highly skilled in-house resources and established relationships with specialty firms, we can
effectively and efficiently meet the project tasks outlined within the City's Scope of Work. Our
talented 19-member professional staff includes 8 registered civil engineers, 2 licensed professional
land surveyors, and 4 California Certified Qualified Stormwater Pollution Prevention Plan
Developers (QSD) along with a well-rounded design and survey support team. ECG staff share a
common goal of exceptional client service. A commitment to technical expertise, quality, and client
service is what we strive for both at an individual and firm level. Our staff are dedicated individuals
who take great pride in their work and build relationships at all levels within the community. As a
small -sized, local firm we are poised to serve as an extension of City Staff and are available to
attend to this project's needs with personalized and attentive service.
EXPERIENCE WITH THE CITY OF SANTA CLARITA
Key staff selected for this project includes the same team members who have successfully
completed design work on numerous similar projects for public agencies in Los Angeles and for the
City of Santa Clarita in particular. ECG has recently completed the fully constructed 2020-21
Circulation Improvement Program Phase II & III and the newly constructed Golden Valley Road
Curb and Gutter Project. These projects were awarded through the City of Santa Clarita's RFP

Our Project Manager, Josiah Jenison, P.E. has more than 15 years of experience with public works
contracts and has achieved numerous successful projects in northern Los Angeles County. He has
a thorough understanding of State, Federal, and City standards, codes, and procedures as well as
the processes within the City of Santa Clarita.
ECG understands the importance of adherence to quality assurance and quality control and how
these efforts directly result in minimal construction change orders and minimal plan check
comments for our clients. With Sal Contreras P.E. serving as Principal in Charge and our
designated QA/QC Manager, we strengthen our effort to produce a well -designed, constructible
project that is delivered on time and within budget.

This roadway improvement project for the City of Santa
Clarita includes construction of a new curb and gutter
on the east side of Golden Valley Road from Centre
Pointe Parkway to roughly 1000' northwest of Robert
C. Lee Parkway and on the west side of Golden Valley
Road from to Sierra Highway with a project length
spanning approximately 2 miles. The intent was this
project is to improve roadway drainage and improve
pedestrian connectivity along Golden Valley Road.
Required tasks for this project included detailed
topographic survey, grading and drainage, plan and
profile, curb and gutter plans and storm drain
improvements.

ECG is contracted to provide Civil Engineering and Land
Surveying services for this multi -phase street
improvement project on 35th St West. 35th St West
serves as a gateway to the Prime Desert Woodland
Preserve and the City of Lancaster wants to enhance the
aesthetic of the corridor while providing additional street
side parking and maintaining the current road diet. The
project consists of 1,900 LF of street improvements in
Phase 1 and 700 LF in Phase 2. The planned street
improvements include pavement rehabilitation, striping
and signage, a bike lane, a widened pedestrian corridor
with a landscaped parkway, sidewalks, AC paving, and
accessible pedestrian curb ramp improvements.
Community outreach was performed with resolution of
right-of-way conflicts. This project is in process currently
in the 90% Construction Documents phase.

This current ECG project includes design improvements
for an approximately 3-mile section on two major arterial
streets in Lancaster, CA. This project included typical
pedestrian and bicycle improvements to construct curb,
gutter, sidewalk, and ADA curb ramps with curb
extensions and/or bulb -outs, minor traffic signal
modifications (pedestrian push buttons), minor street
widening, pavement repair, slurry seal, street tree removal
and replacement, bus stop improvements, and existing
driveway apron replacements with ADA compliant
driveway aprons. The existing striping was removed and
replaced with new striping along the entire project corridor
to accommodate new bike lanes with painted buffered
lanes, and some on -street parking. Coordination was
performed to monitor existing utilities and their relocation.
Community outreach as required and performed along
with resolution of right-of-way conflicts. This project was
federally funded and executed in accordance with
Caltrans Local Assistance Procedures Manual (LAPM),
Local Assistance Program Guidelines (LAPG), and the
City's federal funding agreements to ensure compliance
with all Federal requirements.

PROJECT UNDERSTANDING
AND APPROACH
The 2024-25 Circulation Improvement Program for Santa Clarita aims to
improve traffic flow, capacity, and safety at three key intersections:
Newhall Ranch Road and McBean Parkway, Golden Valley Road and
Centre Pointe Parkway, and Magic Mountain Parkway and Valencia
Boulevard. The project will reconfigure lanes to introduce a westbound
triple left -turn lane, an additional northbound thru lane, and an eastbound
triple left -turn lane at these intersections. This will involve lane striping,
signal modifications, road widening and median adjustments.
The design will focus on enhancing pedestrian, ADA, and bicycle facilities
to ensure safety and accessibility for all users. Landscape, irrigation, and
stormwater management considerations will be integrated to promote
sustainability. Each intersection will be handled through separate,
comprehensive plans, specifications, and estimates (PS&E).
ECG will implement a proactive project management approach to
address challenges early and efficiently, ensuring the project meets its
objectives and maintains high standards of quality and compliance.
The following table summarizes anticipated key issues and our plan to
address them in the most effective and efficient manner to successfully
meet this project's requirements. An itemized plan description follows,
with detailed exhibits supporting ECG's approach to this project.

• Golden Valley Rd and Centre Point Parkway. The existing
(Caltrans 26-4-8o) is currently at its maximum length. Two
new poles will be required due to the impacts of the
proposed widening on Golden Valley Rd.
• Magic Mountain Parkway and Valencia Blvd. The existing
Southeast pole and mast arm will need to be replaced to
accommodate the triple left -turn lane pockets.
• Perform potholing to confirm new pole locations at qo% design.
Solution:
Pacific Coast Land Design (Landscape Architect Subconsultant) will
perform the following:
• Layout of trees and shrubs with the proposed plant palette in
accordance with the latest LIVID Median Design Guidelines.
• Assess existing irrigation facilities and analyze the potential for
extending the existing system to the new medians.
• Perform toning on the existing wiring via Stay Green.

WESTBOUND NEWHALL RANCH ROAD ON APPROACH TO MCBEAN PARKWAY
Currently the westbound approach on Newhall Ranch Road east of McBean Parkway consists of 2
left turn lanes, 4 through lanes, and 1 dedicated right turn lane. This project intends to add 1
additional left turn lane to this configuration.
The current curb -to -curb width of the westbound approach on Newhall Ranch Road is 82'. In order
to accomplish the desired left turn lane addition, the center median on this approach will need to be
narrowed from 4' to 2' wide and shifted south 2' providing a new curb -to -curb width of 86'. This
change will narrow the curb -to -curb width of the eastbound lanes on Newhall Ranch Road east of
McBean Parkway from 50' to 48'. It appears this change can be absorbed by reducing the number
1 eastbound lane from 13' to 11' wide without affecting the other 3 through lane widths.
The median revisions will extend

these catch basins are owned and maintained by Los Angeles County, therefore, catch basin
relocation plans will most likely be required to be processed through the County. ECG will work
closely with the City staff to coordinate with the County as needed.
It should be noted that the median nose on the south leg of McBean Parkway was designed by ECG
on a previous circulation project and will be cut back to provide adequate turning clearance for the
additional left turn lane. A preliminary truck turning template was run with an SU-30 in the number 1
left turn lane and a WB-40 in each of the number 2 and number 3 left turn lanes to verify the turning

clearances. Simultaneously, a template was run for the opposing left turn movement from eastbound
traffic on Newhall Ranch Road. See Exhibit A. It appears that if the two left turn movements happen
at the same time, there will still be enough space for the minimum 45' clearance between the closest
lane line extension through the intersection without affecting the median noses on the north or south
legs of the intersection. Further analysis will be performed during the design phase of the project to
confirm these findings and fine-tune the design. Pavement coring and deflection testing will be
performed by PEI to provide pavement recommendations.
SIGNING AND STRIPING AND TRAFFIC CONTROL
To transition from the existing lane configuration to the proposed lane configuration, a shift taper is
anticipated along the westbound approach on Newhall Ranch Road, east of the proposed
improvements. A horizontal pinch -point exists along Newhall Ranch Road prior to the northerly curb
widening for the dedicated right -turn pocket. This pinch -point geometry will be considered during
the design of the striping.
Temporary traffic control for both demolition and construction operations will require the closure of
the existing westbound number 1 left -turn lane and the number 1 eastbound through lane. In the
past, we have developed temporary traffic control plans that utilize weekends for demolition
operations and the construction of proposed curb lines. Then lanes are temporarily opened during
weekday peak hours as the final construction items are completed. We will coordinate with the City
to develop a temporary traffic control plan that is minimally disruptive, considering the high traffic

at this intersection. Temporary traffic control for striping installation is anticipated to be handled by
the Contractor under the guidance of the Work Area Traffic Control Handbook (WATCH Manual).
SIGNAL MODIFICATION
By modifying the east leg median, the
westbound to southbound left -turns lanes will
now have triple left -turn lane pockets. The
existing mast arm signal pole, located on the
northwest corner is a Caltrans 61-5-129 with a
65 foot mast arm. The vehicle head at the end
of the 65 foot mast arm reaches the middle of
the existing dual left -turn lanes. By adding the
third additional left -turn lane, the proposed
protected left -turn vehicle head should line up
with the middle of the three left -turn lane
pockets. The existing mast arm is too short and
cannot be modified by replacing the mast arm because the existing Caltrans 61-5-129 is already at
its maximum arm length. A new mast arm signal pole with a 70 foot mast arm is necessary to align
the protected left -turn vehicle head to line up in the middle of the three left -turn lanes. A Traffic
Signal Modification plan will be prepared to provide a signal pole with a longer mast arm for proper
placement of the protected left -turn vehicle head.
LANDSCAPE AND IRRIGATION
The existing median east of the intersection of Newhall and Mcbean Parkway features established
trees and shrubs. Trees are staggered, and offset from the centerline of the planter. Based on the
modification of the westbound median edge, it appears at a minimum that the trees and shrubs
along the north edge will be demolished. We understand that City Urban Forestry Department will
provide input on the status of the existing trees once demolition has begun. The team is providing
design services that will accommodate either modification of the existing planting or a complete re-
planting of the median.
The team assumes a new, complete hard pipe and bubbler irrigation system will be designed within
the median. Existing sleeves and controller wire will be utilized. Toning will be performed to identify
existing wiring locations within the project limits.
The existing maintenance strip paving is a colored and stamped concrete. The new paving will
match the existing in color and pattern. The team is well familiar with the many stamped patterns
and concrete colors utilized in all medians across the City and will use the standard details and
reference specifications to define the new hardscape.
Since the Landscape and Irrigation scope of work is only limited to this median modification, as a
cost -saving effort, we propose minimizing PCLD's effort during Task 1 and bringing them in at 90%
design. This will greatly reduce the landscape and Irrigation budget by 50%.

GOLDEN VALLEY ROAD AND CENTRE POINTE PARKWAY
Currently the northbound approach on Golden Valley Road south of Centre Pointe Parkway
consists of 1 left turn lane, 2 through lanes and 1 dedicated right turn lane. This project intends to
add a right turn lane in the aggregate base shoulder and convert the existing right turn lane to a
third through lane.
The current curb -to -curb width of the northbound approach on Golden Valley Road is 45'. In order
to accomplish the desired right turn lane addition, the eastern curb face will need to be shifted 9'
east. This change will increase the curb -to -curb width of the northbound approach on Golden Valley
Road from 45' to 54'.
Along with these changes, the curb return on the southeast corner of the intersection will need to
be cut back. A preliminary truck turning template was run on the northbound right turn lane with a
WB-40 truck to verify the turning clearances. Based on this analysis it appears that the curb return
radius will need to be increased from 35' to 45'. See Exhibit B, above
Additionally, a truck turning template was run on the westbound left turn lanes with an SU-30 in the
number 1 left turn lane and a WB-40 in the number 2 left turn lane. As a result of this analysis, it
appears that the median nose on the south leg of the intersection may not need be cut back as
anticipated by the RFP. A more detailed analysis will be performed during the design phase of the
project to confirm and ECG will work closely with the City Traffic Division to fine tune the design.

CURB MODIFICATIONS

The southeast curb return revision will require the relocation of both traffic signal poles, the traffic
signal controller cabinet, two power pedestals, and multiple pull boxes. Additionally, there is a
roughly 30' wide curb inlet catch basin that will be impacted by approximately 15'. See the image
above. While this catch basin could be relocated 15' to the east, this would require other relocations
and coordination efforts. The storm drain lateral to the catch basin would have to be completely
rebuilt and there is a cabinet just east of the catch basin that would need to be relocated. More
importantly, records indicate that there is a Los Angeles Department of Water and Power 76"
diameter aqueduct water line that runs just east of the catch basin. Relocating the catch basin to
the east would place it directly on top of this aqueduct water line which we would recommend
avoiding as it would create the need for reviews and coordination with L.A.D.W.P. A simpler solution
may be to cut the existing catch basin at the new end of curb return and rebuild the impacted 15'
feet so that it follows the new curb return radius, see Exhibit B. It should be noted that records
indicate that this catch basin is most likely owned and maintained by Los Angeles County, therefore,
storm drain revision plans will be required to be processed through the County. ECG will work
closely with the City staff to coordinate with the County as needed.
Lastly, the ADA curb ramp on the southeast corner will need to be reconstructed and some
adjustments to the bike path may be required. ECG will research the limits of right of way and
easement to minimize the impacts on the existing bike trail. Based on preliminary right-of-way
approximation, it appears that an SPPWC Standard Plan 111-5, Case A, Type 1 ramp will be able
to fit within the proposed corner layout. However, a more detailed analysis will be performed during
the design phase of the project and ECG will work closely with City staff to fine tune the design.

SIGNING AND STRIPING AND TRAFFIC CONTROL
No shift tapers, lane merges, or lane drops are anticipated to transition from the existing lane
configuration to the proposed lane configuration. However, the City will need to evaluate the trap
left -turn lane, on the northbound approach on Golden Valley Road, and decide whether it should
be restriped in favor of a thru lane. Traffic counts and storage needs for the northbound left turn
movement, onto westbound Center Pointe Parkway, will be key parameters for the evaluation.
Temporary traffic control, for demolition operations, will require the closure of the existing dedicated
right -turn lane on the northbound approach on Golden Valley Road. Demolition operations can be
scheduled to minimize disruption to larger freight traffic accessing the industrial buildings, east of
the project. If needed, detours to Soledad Canyon will be considered.
Temporary traffic control, for construction operations, will likely maintain the same lane closures
needed during demolition. A temporary dedicated right -turn lane may be possible, but it will be
evaluated as the geometry is finalized. If needed, detours to Soledad Canyon will be considered.
Temporary traffic control for striping installation is anticipated to be handled by the Contractor under
the guidance of the Work Area Traffic Control Handbook (WATCH Manual).
SIGNAL MODIFICATION
By widening the east side of the south leg of Golden Valley Road, the existing traffic signal mast
arm pole, a Caltrans 26-4-80, already is at its maximum arm length. This pole will need to be
removed and replaced with a new longer mast arm pole to provide proper alignment with the
eastbound to northbound left -turn pocket, as well as, relocating the existing type 1 pole, video
detection, and Wavetronix system equipment. A Traffic Signal Modification plan will be prepared to
provide a signal mast arm pole with a longer mast arm for proper placement of the protected left -
turn vehicle head.
FIBER OPTIC MODIFICATIONS
In addition to preparing a Traffic Signal Modification plan at Golden Valley Road and Centre Pointe
Parkway, a Fiber Optic design plan will be prepared due to the widening of the east side of the
south leg of Golden Valley Road. There is an existing underground Fiber Optic cable that will need
to be relocated and reconnected to the City's Fiber system. The Fiber Optic design plan will remove
existing fiber and conduit and install new fiber and conduit from the southerly limits of the project
on Golden Valley Road to the existing signal controller cabinet. Fiber connection to the City's
Central System will be provided by the City
CORING AND DEFLECTION TESTING
PEI recently paved Golden Valley Road up to Centre Pointe Parkway. Our team will utilize coring
and deflection testing data collected for that paving project and for this portion of work. This will be
a cost savings to the city.

In conjunction with the median revisions described above, the median noses at the 3 other legs of
the intersection are anticipated to be cut back to allow more clearance for truck turning. A
preliminary truck turning template was run with an SU-30 in each number 1 left turn lane and a WB-
40 in the number 2 left turn lane of the opposing left turns on Magic Mountain Parkway. See Exhibit
C, above. The standard 45' minimum clearance between the two closest lane line extensions was
maintained. Additionally, truck turning templates were run for both left turn movements on Valencia
Boulevard using WB-40 trucks. Exhibit C also illustrates the impacts on the existing median noses.
The findings indicate that the median nose on the eastern leg of the intersection may not be
impacted as anticipated in the RFP. Further analysis will be performed during the design phase of
the project to confirm the exact median impacts and ECG will work closely with City staff to fine
tune the design. Pavement coring and deflection testing will be performed by PEI to provide
pavement recommendations.

Lastly, the scope of work for this intersection also includes reconstructing the ADA ramps at all 4
corners and installing pedestrian push buttons as needed to bring the corners into compliance with
current ADA standards. After preliminary right-of-way research, it appears that none of the corners
have right-of-way corner cut-offs to provide additional space for the standard SPPWC Standard
Plan 111-5, Case A, Type 1 ramp. Therefore, we will most likely need to utilize Case A, Type 2 or
3, or Case B style ramps, as show in the rendering above. ECG will provide detailed access ramp
design for all for corners to comply with SSPWC Standard Plan 111-5 and City details and
specifications. We will examine each ramp individually to account for all surface conflicts. Special
consideration will be made pertaining to pedestrian push button locations to ensure that all new
ramps are within minimum distances to push buttons.

project will present to design, coordinate, and construct. Based on our initial
site walk of the project limits and our understanding of the project
requirements we have provided the following scope of services required to
successfully deliver this project with Tasks, Subtasks, and Deliverables. We
have also taken the liberty to expand the requested scope in the RFP based
on our experience with similar projects. Our team I
understanding of the key project issues presented herein
TASK 1: PRELIMINARY INVESTIGATION
The preliminary investigation task includes a comprehensive investigation of the site and research
of existing conditions including field work and existing utility research. ECG will coordinate with our
survey crews, our utility locating consultant, Spearhead Locators, and with our potholing contractor,
Taft Electric from beginning to end. Findings will be compiled onto an existing utility basemap to be
utilized during the project design phase and for the development of the existing utility relocation
plan.
Subtask 1.1: Field Reconnaissance
Using available mapping, our team will walk the entire site including medians to document the
existing conditions. Pictures and video will be taken and cataloged for use by the entire design
team. We will identify areas requiring topographic surveying (e.g., curb ramps, utilities), as well as
any other conditions that may require coordination with our sub -consultants and/or other agencies.
ECG shall note existing conditions that may impact the design. Extra time will be spent documenting
existing utilities within the locations designated for demolition and where existing utilities will require
relocation.
ECG and its sub consultants shall evaluate all components against current California MUTCD
standards, Caltrans Standard Specification and Standard Specifications and Plans for Public Works
Construction (Greenbook)

ECG will identify the items to be cataloged through field surveying existing utilities such as irrigation
facilities, traffic facilities, wet and dry utilities, and any other conditions that may require team
coordination and/ or coordination with other agencies.
ECG and LCI will complete a detailed field review. The principal objective of gathering the existing
information is to be familiar with the field conditions and to observe the traffic operations. LCI will
do a complete field review to ensure errors are not missed during the design phase. LCI utilizes
field review as a tool to collect and verify information to ensure the accuracy of our plans and
specifications.
Features to be observed and documented during the detailed traffic field review/inventory include:

• Signal equipment, operations and interconnect;
• Line of sight for system detectors access points and repeaters, if wireless detectors are

driveways, parking prohibition, and other factors that may impede the efficiency of
operation;

Subtask 1.2: Document Research and Utility Mapping

an existing utility basemap used for design.
ECG will contact USA Dig Alert to obtain a list of providers and utility owners for the project area.
We will send a letter and map to each entity on the list with a request for maps or a clearance
statement. A log will be maintained documenting the contacted utility companies' responses and
coordination notes.

Prior to mobilizing our survey crews, ECG will notify Dig Alert and request utility markings. It is
understood that Dig Alert will mark utilities only if construction is planned immediately after and may
not agree to perform the marking.
ECG will compile alignments of subsurface utilities from record maps and atlases received in
response to your requests. Subsurface alignments will be oriented and adjusted to the topographic
mapping using the surveyed locations of surface features where possible.
Once the existing utilities are compiled onto the survey design basemap, ECG will overlay the
proposed improvements and develop a plan showing potential existing utility relocation. Existing
utility plans will be reviewed to confirm design depths.
ECG shall coordinate existing utility relocations with the affected agencies. ECG shall gather the
potholing information and existing utility markings as described in subsequent subtask 1.4 and
compile onto a single existing utility basemap for coordination with the agencies. Existing utilities
will be identified on the basemap.

Subtask 1.3: Topographic Survey and Record Right of Way
Perform field survey to locate pavement, curbs, drives, walks, building footprints, fences, walls,
planters, USA dig alert markings, and visible surface utilities, together with topographic features
such as tops, toes, flow lines, grade breaks, etc. within the project limits. Pavement and surface
materials will be identified. Storm drain structures will be dipped where necessary for design
(estimate of 3 locations). Trees larger than 4" in diameter will be located and shown on the map.
Download and compute survey data, and prepare an AutoCAD drawing file. The mapping will be
compiled at a scale of 1" = 20' with a 1-foot contour interval. Each surveyed feature will be clearly
labeled or noted by symbol as identified in the field.
Research of pertinent recorded maps and documents. Compile road right of way and center lines
based on the information contained in the latest available assessor site information. The computed
boundary will be added to the AutoCAD drawing base map. Reso/v/ngboundaryprob/ems, such as
confl/ct/nq description and m/sclosures, are beyond the scope of this proposal. If easements of

Perform subsurface utility locating for areas designated for widening.
Spearhead Locating Services will locate and mark underground utilities
including gas, water, electric, fiber optic, storm drain, water, and sewer.
They will utilize electromagnetic location equipment to positively identify
utilities in the median to be removed. Once the utilities are marked, and
while paint is still fresh, our survey crews will collect the markings during
the supplemental survey fieldwork. Findings will be photographed and
documented in a report.

Pavement Engineering Inc. (PEI) will perform coring and deflection testing to evaluate the structural
capacity and performance of the existing AC pavement. Deflection tests will be performed at 100-
food maximum intervals in each lane. Coring will be performed once at each lane, including turn
lanes. The deflection analysis will be performed in genera accordance with CTM. Existing AC, base
and gutter thicknesses will be recorded. Representative cores will be taken to determine if any
areas are unsuitable for saw cutting and pouring against the existing asphalt. ECG shall visually
evaluate the condition of the existing surface. If the City would like a thorough pavement treatment
option and evaluation, PEI and perform evaluations in a separate proposal.
PEI recently paved Golden Valley Road up to Centre Pointe Parkway. Our team will utilize coring
and deflection testing data collected for that paving project and for this portion of work. This will be
a cost savings to the city.

Kick-off meeting
The first step in the process will be to meet with City staff via video conference call to review the
details of the project with a Project Kick-off Meeting. We believe it is important for the team to
understand the nuances of the project, as well as all special concerns, before proceeding. During
this meeting, the technical approach presented, and the scope will be discussed and modified as
needed. The project schedule and the project development team (PDT) will also be a major topic
of discussion.
PDT Meeting
ECG will conduct monthly (PDT) meetings via video conferencing to ensure the project stays on
schedule and to discuss status, concepts and critical issues that may affect the scheduled

Traffic Control Plans
Traffic Control Stage plans will be prepared for the project construction of street widening, median
modification, accessible curb ramps, utility relocation, and signal relocation and installation.
Traffic control stage plans will be prepared at 1"=40' for the project location. Plans will be plotted
on D-size sheet. Each sheet normally shows a minimum of 2,000 feet of roadway with relevant
striping, and work area. Up to two (2) Stages (min) of traffic control plans are anticipated for this
project.
The design, legend, and location of all work area signs, barricades, and necessary additional traffic
controls are designated and placed on the plan sheet. In addition, general notes applying to
construction traffic control, a plan legend, and City border information will be placed on the plans.
The plans would be prepared to conform to the general requirements of the City of Santa Clarita,
the latest California Manual on Uniform Traffic Control Devices (MUTCD) with the consideration for
the needs of the Contractors' construction operations. The plans will take into consideration both

Catch Basin Modification Plans
ECG will utilize the existing utility research obtained from Task 1 including the supplemental
survey collected from the existing Strom Drain manhole and catch basin. This data will be
used to determine the existing pipe invert, pipe size and location. The existing storm drain
alignment will be reviewed and compared to the proposed improvements. We anticipate
modification to the catch basin and lateral located on Centre Point Parkway (Exhibit 2) and
for the catch basin located in the median on Newhall Ranch Road (Exhibit 1). A storm drain
relocation plan will be prepared based on LACFCD standards and submitted for approval.
We anticipate that the first submittal will occur at the 60% or 90% milestone to provide City
approvals of the proposed improvements. This will avoid potential site plan revisions and will
provide a smoother approval process.
LACFCD Catch Basin Modification Plan shall include the demolition and proposed
improvements associated with the relocation of two existing LACFCD catch basins, and all
LACFCD plan approval requirements including, but not limited to, proposed hydrology and

Subtask 3.2 Easement Preparation
ECG survey will obtain title reports and map existing easements on adjacent properties in areas
where project improvements and/or easements are proposed (up to 4 properties are estimated at
the intersection of Valencia Blvd and Magic Mountain Parkway). ECG will work to design right -turn
lane widening improvements within the City right-of-way at the SE corner of Golden Valley Road
and Centre Point Parkway. Our preliminary investigation has determined that the proposed
widening can be completed within the City right of way including the catch basin relocation.
Prepare legal description, exhibit to accompany legal description and closure calculations for areas
where proposed improvements encroach into properties adjacent to the existing public right of way
(up to 4 properties are estimated). It is understood any execution, deed preparation, coordination
and/or recording will be handled by client.

conduit, interconnect cable, pull boxes, AC paving, curb, striping and other such work items
are all maintained in a spreadsheet and updated whenever new cost information is available.

1. SUMMARY OF CONTRACTUAL REQUIRMENTS
a. A contract is required for any service performed on behalf of the City of Santa Clarita (City).
b. By submitting a proposal, you have reviewed the sample contract documents contained within this
request for proposals and agree to be bound by the requirements set forth.
c. Questions and requests for modification of these terms must be negotiated and approved prior to
proposal submission and are at the full discretion of the City.
2. SUMMARY OF INDEMNITY AND INSURANCE REQUIREMENTS
a. These are the Indemnity and Insurance Requirements for Contractors providing services or supplies to
City of Santa Clarita (City). By agreeing to perform the work or submitting a proposal, you verify that you
comply with and agree to be bound by these requirements. If any additional Contract documents are
executed, the actual Indemnity language and Insurance Requirements may include additional provisions
as deemed appropriate by City's Purchasing Agent.
b. You should check with your Insurance advisors to verify compliance and determine if additional
coverage or limits may be needed to adequately insure your obligations under this agreement. These are
the minimum required and do not in any way represent or imply that such coverage is sufficient to
adequately cover the Contractor's liability under this agreement. The full coverage and limits afforded
under Contractor's policies of Insurance shall be available to Buyer and these Insurance Requirements
shall not in any way act to reduce coverage that is broader or includes higher limits than those required.
The Insurance obligations under this agreement shall be: 1—all the Insurance coverage and limits carried
by or available to the Contractor; or 2—the minimum Insurance requirements shown in this agreement,
whichever is greater. Any insurance proceeds in excess of the specified minimum limits and coverage
required, which are applicable to a given loss, shall be available to City.
c. Contractor shall furnish the City with original Certificates of Insurance including all required amendatory
endorsements and a copy of the Declarations and Endorsement Page of the CGL policy listing all policy
endorsements to City before work begins. City reserves the right to require full -certified copies of all
Insurance coverage and endorsements.
3. INDEMNIFICATION
a. To the fullest extent permitted by law, CONSULTANT shall defend (with legal counsel reasonably
acceptable to CITY), indemnify and hold harmless CITY and its officers, agents, departments, officials,
representatives and employees (collectively "Indemnitees") from and against any and all claims, loss, cost,
damage, injury (including, without limitation, economic harm, injury to or death of an employee of
CONSULTANT or its subconsultants), expense and liability of every kind, nature and description that arise
from or relate to (including, without limitation, incidental and consequential damages, court costs,
attorneys' fees, litigation expenses and fees of expert consultants or expert witnesses incurred in
connection therewith and costs of investigation) that arise from or relate to, directly or indirectly, in whole
or in part, from: (1) CONSULTANT's performance of Services under this Agreement, or any part thereof;
(2) any negligent act or omission of CONSULTANT, any subconsultant, anyone directly or indirectly
employed by them, or anyone that they control; (3) any actual or alleged infringement of the patent rights,
copyright, trade secret, trade name, trademark, service mark or any other intellectual or proprietary right
of any person or persons in consequence of the use by CITY, or any other Indemnitee, of articles or
Services to be supplied in the performance of this Agreement; or (4) any breach of this Agreement
(collectively "Liabilities"). Such obligations to defend, hold harmless and indemnify any Indemnitee shall
not apply to the extent such Liabilities are caused by the sole negligence or willful misconduct of such
Indemnitee, but shall apply to all other Liabilities. The foregoing shall be subject to the limitations of
California Civil Code section 2782.8 as to any design professional services performed by CONSULTANT and
in particular the limitation on CONSULTANT's duty to defend whereby such duty only arises for claims
relating to the negligence, recklessness or willful misconduct of CONSULTANT as well as the limitation on
the cost to defend whereby CONSULTANT will only bear such cost in proportion to CONSULTANT's
proportionate percentage of fault (except as otherwise provided in section 2782.8).
b. The foregoing indemnification provisions will not reduce or affect other rights or obligations which
would otherwise exist in favor of the CITY and other Indemnitees.
c. CONSULTANT shall place in its subconsulting agreements and cause its subconsultants to agree to
indemnities and insurance obligations in favor of CITY and other Indemnitees in the exact form and
substance of those contained in this Agreement.
4. INSURANCE
a. Before commencing performance under this Agreement, and at all other times this Agreement is
effective, CONSULTANT will procure and maintain the following types of insurance with coverage limits
complying, at a minimum, with the limits set forth below:

b. Commercial general liability insurance will meet or exceed the requirements of ISO-CGL Form No. CG
00 011185 or 88. The amount of insurance set forth above will be a combined single limit per occurrence
for bodily injury, personal injury, and property damage for the policy coverage. Automobile coverage will
be written on ISO Business Auto Coverage Form CA 00 0106 92, including symbol 1 (Any Auto). Liability
policies will be endorsed to name CITY, its officials, and employees as "additional insureds" under said
insurance coverage and to state that such insurance will be deemed "primary" such that any other
insurance that may be carried by CITY will be excess thereto. Such endorsement must be reflected on ISO
Form No. CG 20 10 1185 or 88, or equivalent. Such insurance will be on an "occurrence," not a "claims
made," basis and will not be cancelable or subject to reduction except upon thirty (30) days prior written
notice to CITY.
c. Professional liability coverage will be on an "occurrence basis" if such coverage is available, or on a
"claims made" basis if not available. When coverage is provided on a "claims made basis," CONSULTANT
will continue to renew the insurance for a period of at least three (3) years after this Agreement expires
or is terminated. Such insurance will have the same coverage and limits as the policy that was in effect
during the term of this Agreement, and will cover CONSULTANT for all claims made by CITY arising out of
any errors or omissions of CONSULTANT, or its officers, employees or agents during the time this
Agreement was in effect.
d. CONSULTANT will furnish to CITY duly authenticated Certificates of Insurance evidencing maintenance
of the insurance required under this Agreement, including endorsements, and such other evidence of
insurance or copies of policies as may be reasonably required by CITY from time to time. Insurance must
be placed with California -admitted insurers with (other than workers compensation) a current A.M. Best
Company Rating of at least "A:VII."
e. Waiver of Subrogation: The insurer(s) agree to waive all rights of subrogation against CITY, its elected
or appointed officers, officials, agents, volunteers and employees for losses paid under the terms of the
workers compensation policy which arise from work performed by CONSULTANT for CITY.
f. Should CONSULTANT, for any reason, fail to obtain and maintain the insurance required by this
Agreement, CITY may obtain such coverage at CONSULTANT's expense and deduct the cost of such
insurance from payments due to CONSULTANT under this Agreement or terminate pursuant to
TERMINATION section. In the alternative, should CONSULTANT fail to meet any of the insurance
requirements under this Agreement, City may terminate this Agreement immediately with no penalty.
g. Should CONSULTANT'S insurance required by this Agreement be cancelled at any point prior to
expiration of the policy, CONSULTANT must notify City within 24 hours of receipt of notice of cancellation.
Furthermore, CONSULTANT must obtain replacement coverage that meets all contractual requirements
within 10 days of the prior insurer's issuance of notice of cancellation. CONSULTANT must ensure that
there is no lapse in coverage.
h. The CITY shall be entitled to any coverage in excess of the minimums required herein.

Subject: Pavement Evaluation Services for City of Santa Clarita 2024-25 Circulation
Improvement Program.
Dear Sal:
Per your request, we are submitting our proposal for pavement evaluation services. Our
work will include deflection testing and coring on the project's street segments as follows:
• Magic Mountain Parkway (East) at Valencia Boulevard (-370 LF)
• Newhall Ranch Road (West) at McBean Parkway (-350 LF)
Due to the recent rehabilitation work on Golden Valley Road at Centre Pointe Parkway,
testing is not needed for that approach to help save on cost.
Our scope of work is broken down into the two tasks outlined below.
SCOPE OF WORK
Task 1 - Roadway Testing
The field-testing portion of our work consists of deflection testing and coring the pavement
to determine the asphalt layer thickness. Deflection tests will be performed at 100-foot
maximum intervals in each lane. Coring will be performed once at each lane including all
turn lanes. The deflection analysis will be performed in general accordance with CTM
356. Moving traffic control will be provided by a follow vehicle with flashing lights.
Flagging will be provided as necessary. Our work excludes marking core locations and
coordinating with USA.
To assist us with the evaluation, we will measure the full structural section (AC & AB) at
each core location. We will also collect one native soil sample from each segment that
will be used to determine the R-value using California Test CT 301.

Task 2 — Testing Summary and Engineering Report
The engineering report summarizes our deflection analysis and contains rehabilitation
and reconstruction options for each street segment tested. Rick will be responsible for
providing PEI with the traffic indexes. We will explore all possible rehabilitation options,
including pulverization and resurfacing, milling and filling, conventional AC overlay and
ARHM overlays, as well as recycling options such as FDR and PDR. Additionally, we will
evaluate reconstruction alternatives of full depth AC replacement and AC over aggregate
base. Included with the report are deflection summary sheets, photos and a visual
description of the street segment.
Lump Sum Fee for Tasks 1 $ 2: $31,370
PEI estimates 4 to 6 weeks to complete the work once we receive our notice to proceed.

PROPOSAL CONDITIONS
Proposal is valid for thirty days from the date of the proposal.
2. All work shall be performed utilizing common methods and practices of the civil
engineering profession. Reports and construction documents will be signed by a
registered civil engineer.
3. Fees for Lump -Sum or Unit Price Proposals will be charged at the quoted price.
The quoted prices include all laboratory testing costs. Fees for Engineering and
Technical Services on a Time and Materials Basis will be charged at the applicable
hourly rates of the current PEI Fee Schedule.
4. The proposal is based upon providing liability insurance with limits up to
$2,000,000.
5. Payment: Invoices will be submitted at the completion of the work for Engineering
Reports. Inspection fees will be invoiced on a monthly basis. All invoices are due
upon receipt. Interest of 1-1/2% per month (but not exceeding the maximum rate
allowable by law) will be payable on any amounts not paid within 30 days, payment
thereafter to be applied first to accrued interest and then to the principal unpaid
amount. Attorneys' fees or other costs incurred in collecting any delinquent amount
shall be paid by the client.
