Award a contract to Annette Coleman in the amount of $80,000 for the civic art piece, "Kaleidoscope Sound Hallway," to be located at The Rink Sports Pavilion. 2. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval. BACKGROUND Under the Civic Art Policy, The Rink Sports Pavilion qualifies as a City Capital Improvement Project that allocates one percent of eligible project costs for the design, construction, integration, acquisition, delivery, and conservation of Civic Art to be located on -site and accessible to the public. An Artist Selection Committee (Committee) was formed at the Arts Commission meeting on September 8, 2022, consisting of the following members: • Arts Commissioner, Andrea Vibe • Arts Expert, Elizabeth Mackey • Professional Art Administrator, Aida Thau • Local Professional Artist, Kathy Gonzales • Community Member, Patty Assaiante The Committee met on April 10, 2023, to develop the Request for Qualifications (RFQ) with the call summary, design guidelines, project guidelines, and evaluation criteria. Page 1 Packet Pg. 89 The RFQ was posted online from September 6 to October 10, 2023. A total of 101 applications were submitted. The Committee scored the applications using the following criteria: • Creativity and innovation of design • Relationship to the site, considering aspects of the unique physical, and/or natural, features of The Rink Sports Pavilion and the City of Santa Clarita • Structural and surface soundness and proposed materials that can withstand outside and uncovered weather conditions, as well as inherent resistance to theft, vandalism, and excessive maintenance and repair costs • Strength and appropriateness of artists' past completed work Three finalists were interviewed on January 8, 2024, which led to the Committee selecting artist Annette Coleman's concept proposal, "The Kaleidoscope Sound Hallway." On March 14, 2024, the Arts Commission reviewed the Committee's selection and recommended that it go before the City Council for final approval. A visualization of the recommended artwork is attached. The Civic Art piece is a vibrant 15-foot tall, 200-foot wide mural that will be located on the gymnasium's exterior rear wall. This kaleidoscope -inspired design incorporates spinning mosaic circles and hand drums to represent a colorful, multifaceted community, honoring the individuals who come together to form it. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT The resources required to implement the recommended action are contained within the City of Santa Clarita's adopted Fiscal Year 2024-25 budget, Expenditure Account A3004602-516101 (The Rink Sports Pavilion Civic Art/Contractual Services). In 1993, she founded Creative Communications, where she oversees art direction and design. After attending Colorado State University and the Colorado Institute of Art, she embarked on a design career that included positions at the Denver Center for Performing Arts, the Colorado Historical Society, and a number of Colorado's leading advertising agencies. CONCEPT NARRATIVE The concept of the civic art piece is the symbolic reflection of a kaleidoscope. The artwork is a way of thinking about how we as individuals come together to form a colorful and multi -faceted community where all are seen and honored. The artwork reflects joy which is found in the bright colors of the wall; play as a way of making connections with the expression of music found with the drums; and discovery is encouraged along the corridor by spinning mosaic circles. The walkway will be activated by the vibrant colors, rhythmic beats, and expression of movement by the mosaic circles, the space will not be able to be seen all at once because of the nearness of the building next door. The project has been designed so that the experience is more intimate as you proceed down the walkway. Inspection yearly for any loss of glass or mortar/grout. Unlikely to need any replacement unless vandalized. A wash of silicone sealant yearly is recommended to help keep any small cracks from forming due to weather. Hand buff to shine. Vibe Drums inspection yearly for any damage. Replace as needed (ability to order replacement drums directly from manufacturer or re -powder coat or electro polish). Unlikely to need any replacement for many years unless vandalized. Wall Paint replace as needed (ability to order replacement paint directly from manufacturer, paint formulas provided along with any leftover paint). Unlikely to need any replacement for many years unless vandalized. 5 Packet Pg. 95 12.a ARTIST STATEMENT I love creating timeless mosaics and glass -on -glass installations using tiles or stained glass that are shaped, fired, and carved. Public installations with glass/clay can take shape as murals, sculptural installations, or functional seating areas. I make sure that the materials used last a lifetime with only a wash of water -based sealant yearly to protect the grout from freeze thaw cycles. Think Pompeii abstracted, with the vivid colors of today, durable, timeless, and joyful.
