Award a professional services agreement in the amount of $90,000 to Keen Independent Research, LLC, to prepare the City of Santa Clarita Arts Development Plan. 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The City of Santa Clarita (City) is seeking a comprehensive Arts Development Plan (Plan) to guide the arts within the Santa Clarita community, focusing on community needs, enhancing artistic vitality, strengthening cultural support systems, and fostering diversity, inclusion, and a sense of belonging. The Plan will build upon existing documents, including the 1997 and 1998 Cultural Arts Master Plan, the Arts Blueprint Phase 1 and 2 adopted in 2013, the Arts Master Plan approved by the City Council in 2016, the updated Arts Master Plan approved by the City Council in 2021, and contributions from the Arts Commission since its establishment in 2009. This Plan will be established as the new guiding document for the arts with the Santa Clarita community, replacing all previous documents. Through extensive stakeholder and community engagement, the selected consultant will develop recommendations that benefit the City Council, the Arts Commission, staff, and the entire community. The City conducted a Request for Proposal (RFP) to solicit proposals from qualified consulting firms to collaborate on a comprehensive Plan. The RFP was published and circulated via the City's e-procurement system, BidNet, on October 2, 2024. The City transmitted the solicitation to Page 1 Packet Pg. 97 1,398 vendors on BidNet. A total of 45 vendors downloaded the RFP, with 8 companies submitting proposals for consideration. These proposals were reviewed and evaluated based on each company's ability to meet the specific needs of the City. An evaluation panel (panel), comprised of staff from the Economic Development Department, scored the responses using the following categories of weighted criteria: • Scope of Work (30 points) • Experience on similar projects/staff qualifications (20 points) • Thoroughness of proposal, approach to providing sound services, and ability to provide services to meet objectives and standards (40 points) • Cost (10 points) The panel scored the responses based on a 100-point scale, with the results outlined below: Rank Company Location Score Costs 1 Keen Independent Research, LLC Los Angeles, CA 94 $89,995 2 The Cultural Planning Group San Diego, CA 90 $89,840 3 ThereSquared, LLC Denver, CO 76 $90,000 4 Designing Local Columbus, OH 75 $89,500 5 US New York, NY 65 $90,000 6 HGA Santa Monica, CA 64 $90,000 7 Berry Dunn McNeil & Parker, LLC (dba BerryDunn) Phoenix, AZ 60 $97,866 8 Equity and Wellness Institute, LLC Sacramento, CA 50 $89,733 The panel awarded the highest score to Keen Independent Research, LLC (Keen). A thorough review of their proposal confirmed its accuracy, completeness, and adherence to the contract specifications, and it was determined that Keen's proposal offered the best overall value to meet the project's needs. Based on the above, staff recommends awarding the contract to Keen. ALTERNATIVE ACTION Other actions as identified by the City Council. FISCAL IMPACT The resources required to implement the recommended action are contained within the City of Santa Clarita's adopted Fiscal Year 2024-25 budget, Expenditure Account 1003600-516101 (Arts & Events/Contractual Services).
