SUBJECT: ESTABLISH NO STOPPING ZONES ON THE NORTH SIDE OF
OAKHURST DRIVE, SOUTH OF DOCKWEILER DRIVE
DEPARTMENT: Public Works

RECOMMENDED ACTION
City Council:
Adopt a resolution to establish a 115-foot and a 255-foot No Stopping Any Time zones on
the north side of Oakhurst Drive, south of Dockweiler Drive.
2. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The City of Santa Clarita (City) received a request by residents to investigate the impacts of
parked vehicles on traffic circulation at the curvature of Oakhurst Drive between Dockweiler
Drive and Oakleaf Canyon Drive. Oakhurst Drive is a residential street with houses fronting the
south side of the street only. Currently, there is an existing 30-foot No Stopping Any Time zone
on the north side of the street for community mailboxes approximately 645 feet south of
Dockweiler Drive.
Staff conducted a field review and determined parked vehicles on the north side of the road make
it challenging for two-way traffic to navigate this curved section of the roadway because
traveling vehicles could cross into the oncoming traffic lane to avoid parked vehicles. It was
determined that expanding No Stopping Any Time zones will improve traffic safety and
circulation. The proposed segments listed below and shown in the attached location map:
• North side of Oakhurst Drive from 530 feet south of Dockweiler Drive to 645 feet south
connecting to the existing 30-foot No Stopping Any Time zone (645 feet south to 675
feet south of Dockweiler Drive)

• North side of Oakhurst Drive from 720 feet south of Dockweiler Drive to 975 feet south.
In addition, a double yellow center line will be installed in this section to clearly identify
roadway lanes. Staff contacted the homeowner's association management company for this
community by phone and in writing and received a favorable response for creating the No
Stopping Any Time zones.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
The resources required to implement the recommended action are contained within the City of
Santa Clarita's adopted Fiscal Year 2024-25 budget; funds are available in expenditure account
2304504-514108 (Street Maintenance/Traffic Signs and Markings).

RESOLUTION NO. 25-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, TO ESTABLISH A 115-FOOT AND 255-FOOT NO STOPPING ANY TIME
ZONES ALONG THE NORTH SIDE OF OAKHURST DRIVE, SOUTH OF DOCKWEILER
DRIVE
WHEREAS, Section 22507 of the California Vehicle Code of the State of California
provides for local authorities to prohibit stopping, standing, or parking of vehicles on certain
streets or highways, or portions thereof during certain or all hours of the day; and
WHEREAS, a request was made to establish No Stopping Any Time zones along the
north side of Oakhurst Drive, south of Dockweiler Drive to improve vehicle circulation on this
road section; and
WHEREAS, it is consistent with normal traffic engineering practices to establish No
Stopping Anytime zones along the north side of Oakhurst Drive, south of Dockweiler Drive.
NOW THEREFORE, the City Council of the City of Santa Clarita, California, does
hereby resolve as follows:
SECTION 1. That a 115-foot No Stopping Any Time zone along the north side of Oakhurst
Drive, beginning 530 feet south of Dockweiler Drive shall be established and connected to the
existing 30-foot no stopping any time zone at 645 feet south of Dockweiler Drive.
SECTION 2. That a 255-foot No Stopping Any Time zone along the north side of Oakhurst
Drive, beginning at 720 feet south of Dockweiler Drive shall be established.
SECTION 3. That the 115-foot No Stopping Any Time zone shall apply when appropriate
signs giving adequate notice thereof have been placed as described in Section 1.
SECTION 4. That the 255-foot No Stopping Any Time zone shall apply when appropriate
signs giving adequate notice thereof have been placed as described in Section 2.
SECTION 5. That staff shall install the necessary signs to affect this resolution.
SECTION 6. The City Clerk shall certify to the adoption of this resolution.
